About this file
This is a Statement of Work for area rugs required by the U.S. Consulate General Frankfurt for residences under the Foreign Affairs Property (FAP) program. The requirement specifies 140 rugs measuring 3'0" x 9'0" (approximately 90 cm x 275 cm) and 830 rugs measuring 3'0" x 6'0" (approximately 90 cm x 180 cm), totaling 970 area rugs.
The rugs must be Kettel Teppich (overedging carpets) with either Saxony or Berber texture, manufactured to higher-luxury quality standards suitable for medium-to-higher traffic areas including entryways, living, dining, and bedroom spaces. Specific technical requirements include: a minimum Efl flammability rating for living area safety; anti-nonslip underside with enhanced slip protection; lightfast fabric with UV blockers to prevent fading from sunlight exposure; sound-dampening properties to reduce noise; and GUT-seal certification confirming the absence of hazardous materials and environmentally friendly production methods. The solicitation (19GE2126P0372) is issued on a firm fixed-price basis with Delivered Duty Paid (DDP) terms, requiring sellers to cover shipping, customs clearance, and delivery to the consulate's premises. Pricing must include 19% VAT for German suppliers or applicable local VAT for EU-based vendors. The Department of State intends to award based on best overall value and may conduct discussions with competitive offers if necessary. Interested vendors must submit expressions of interest to GSO Procurement at Einkauf@state.gov by 16:00 hours on Friday, 13 February 2026, referencing solicitation number PR15808459 in the subject line.
