About this file
This Statement of Work (SOW) from the Department of Commerce's Institute for Telecommunication Sciences (ITS) details requirements for coaxial fixed attenuators needed for tropospheric forward scatter measurement systems. The procurement calls for specific quantities of four different attenuator types: 3 units of 40dB/500W (DC-18 GHz), 3 units of 30dB/100W (DC-18 GHz), 2 units of 50dB/250W (DC-12.4 GHz), and 1 unit of 50dB/1000W (DC-6 GHz). All units require N-male input and N-female output connectors.
The technical specifications include detailed requirements for frequency range, attenuation accuracy, impedance (50Ω), power ratings, VSWR, and operating temperature ranges (-40°C to +85°C for most units). This is a firm-fixed-price contract with delivery requested by May 30, 2025 to support FY24 project planning and ongoing measurement activities. The equipment will be used to verify test systems and perform propagation measurements for model validation as part of ITS's core function of propagation measurements and modeling.

Statement of Work/Specifications NTIA0000-23-00147 – Horn Antennas
BACKGROUND:
Propagation measurements and modelling is a core function of the Institute for Telecommunication Sciences (ITS). To perform these type of measurements, we typically transmit and receive a known RF signal along the propagation path (RF in the environment). After performance of these measurements, we use the results to either create a new model or make corrections to a current model. As part of test set up development and system verification as part of data collection ITS needs a selection of high power attenuators and terminations better inform their measurement systems.
ITS seeks to establish a long-term tropospheric forward scatter (troposcatter) measurement link between a remote transmitter and receiver system. For this purpose, ITS requires attenuators with the frequency bandwidths that can operate at higher continuous power levels to maintain stable and characterized operation while the system is in operation.
OBJECTIVE:
The purpose of this procurement is to acquire a selection of attenuators verify test systems and to perform propagation measurements for the validation of models.
