Areas to be treated are characterized by low water velocities or still waters. Such areas include backwater contiguous lakes and impounded areas. They do not include main channel areas, main channel borders, or other areas with swiftly-flowing water.

Map Attached: Yes Status: Approved by RO (Dis)Approver Pesticide Use Pattern:

Need for Treatment: Crop Pest, Native Habitat Restoration, Habitat Improvement

Page: 2

Treatment Site: Aquatic & Wetlands Management Action/Economic Threshold:

Individual plants or small populations will be be eradicated when feasible based on location, availability of resources, and season of discovery relative to season of growth. Larger populations will be assessed by staff to determine if resources are available to conduct control/management activities that will have a meaningful impact on the distribution or abundance of the population and/or species (i.e., multiple populations).

How does this pest(s) interfere with achieving habitat and/or wildlife management objectives?:

All seven species are capable of forming dense, extensive, monotypic stands and can displace native vegetation. All seven species also have a designation of Prohibited, Regulated, Noxious, Invasive, Injurious, etc. in at least one of the four states (IA, IL, MN, WI) associated with the refuge. Native vegetation in the Upper Mississippi River that could be displaced, and has high wildlife value, include arrowhead (Saggitaria spp.), sago pondweed (Stuckenia pectinata), wild celery (Vallisneria americana), and wild rice (Zizania aquatica).

Target Pest(s): Flowering rush (Butomus umbellatus) Parrot feather (Myriophyllum aquaticum) Phragmites (Phragmites australis syn. Phragmites communis) Water hyacinth (Eichornia crassipes) Water lettuce (Pistia stratiotes) Reed canarygrass (Phalaris arundinacea) Purple loosestrife (Lythrum salicaria)

Note: Proposed pesticide applications in this PUP may not reflect actual on-the-ground pesticide applications. Specifically, PUPs may include different application scenarios (e.g., spray equipment and rate combinations) to capture the breadth of application options that could be used to treat target species.

Actual pesticide applications must be compliant with the pesticide label(s). The completed pesticide usage report will contain actual usage information associated with this PUP.

IPM Plan Year:

Non-Chemical Controls Considered (Y/N): Y IPM Strategy:

Mechanical control and hand removal will also be used when appropriate. Biological control has been conducted by the refuge in the past for one species (purple loosestrife) and may be used in the future as well.

Best Management Practices:

Application at wind speeds less than 10 mph (but not inversion conditions) - must follow label.

Calibrate application equipment.

Field scouting/monitoring before pesticide application.

Page: 4

Pesticide application buffers around sensitive areas.

Use lowest effective application rate.

Additional Best Management Practices:

Surfactant toxicity - use surfactants that are practically non-toxic or have slight acute toxicity (LC50 >10 mg/L (ppm)) to aquatic organisms when applying pesticides.

Where/when appropriate, use of floating booms to minimize transport of chemical beyond treated areas and to increase the contact time of chemical with target plants.

Submitter Comments:

The majority of the sites where these aquatic species of plants are found are aquatic habitats. However, fluctuating water levels may result in some populations being temporarily found on "terrestrial" habitats, i.e., exposed mud or sand that had previously been inundated and will be inundated again in the future.

Reviewer Type: Regional (Dis)Approver Action Taken: Approved by RO (Dis)Approver Comments: The chemicals included in this PUP have the same active ingredient and very similar specimen labels. Those labels have the same restrictions including, ?For applications only to still water (i.e. ponds, lakes, and drainage ditches) where there is minimal or no outflow to public waters. and/or For applications to public waters in ponds, lakes, reservoirs, marshes, bayous, drainage ditches, canals, streams, rivers, and other slow-moving or quiescent bodies of water for control of aquatic weeds.?

?Treatment of dense weed areas may result in oxygen loss for decomposition of dead weeds. This loss of oxygen may cause fish suffocation. Therefore, treat only 1/3 to 1/2 of the water body area at one time and wait 14 days between treatments.?

IPM Coordinator provided station with updated Diquat USFWS Chemical Profile on December 14, 2020. Station believes (September 30, 2020 email) application locations meet label restrictions, which limits applications to "slow-moving or quiescent bodies of water."
