SBU - CONTRACTING AND ACQUISITIONS

United States Section - International Boundary and Water Commission (USIBWC) Statement of Work (SOW) – Technical Assistance for PRC-019, 024, and 025

Amistad Power Plant

General Description The United States Section of the International Boundary and Water Commission (USIBWC) operates a hydroelectric power plant at the Amistad Dam and Reservoir located approximately 12 miles northwest of Del Rio, Texas. The Amistad Power Plant includes a power station with two 33 MW hydroelectric generating units powered by two 42,300 HP Francis Turbines. The U.S. power plant at Amistad generates an average of 99,000 Mega-Watt hours (MWh) of power annually. USIBWC requires technical assistance in completing studies to verify items pertaining to the North American Electric Reliability Corporation (NERC) Standards PRC-019, PRC-024, and PRC-025.

1. NERC Standard - PRC-019 Coordination of Generating Unit or Plant Capabilities, Voltage

Regulating Controls, and Protection

At a maximum of every five calendar years, Amistad Power Plant shall coordinate the voltage regulating system controls, (including in-service1 limiters and protection functions) with the applicable equipment capabilities and settings of the applicable Protection System devices and functions.

Assuming the normal automatic voltage regulator control loop and steady-state system operating conditions, verify the following coordination items for each applicable Facility:

• The in-service limiters are set to operate before the Protection System of the applicable Facility in order to avoid disconnecting the generator unnecessarily.

• The applicable in-service Protection System devices are set to operate to isolate or de-energize equipment in order to limit the extent of damage when operating conditions exceed equipment capabilities or stability limits.

Examples of Coordination are noted within Section G of the NERC standard PRC-019.

A. Vendor shall provide a draft and final written study to show coordination of the in-service limiters as described within Section G of NERC standard PRC-019. Section G of PRC-019 is attached to this

SOW.

B. Draft study shall be submitted to the USIBWC Contracting Officer Representative (COR) in electronic format for review and comment.

C. Vendor shall incorporate USIBWC review comments and submit a final written study within 14 calendar days of receiving the review comments. Final written study shall be provided in electronic format.

2. NERC standard PRC-024 - Generator Frequency and Voltage Protective Relay Settings

2.1 PRC-024 Attachment 1

Amistad Power Plant shall set its protective relaying such that the generator frequency protective relaying does not trip the applicable generating unit(s) within the “no trip zone” of PRC-024 Attachment 1, subject to the following exceptions:

• Generating unit(s) may trip if the protective functions (such as out-of-step functions or loss-of-field functions) operate due to an impending or actual loss of synchronism or, for asynchronous generating units, due to instability in power conversion control equipment.

• Generating unit(s) may trip if clearing a system fault necessitates disconnecting (a) generating unit(s).

• Generating unit(s) may trip within a portion of the “no trip zone” of PRC-024 Attachment 1 for documented and communicated regulatory or equipment limitations in accordance with Requirement R3 of NERC standard PRC-024. Attachment 1 is attached to this SOW.

A. Vendor shall provide a draft and final written study that verifies the frequency relays are set correctly to meet the “no trip zone” requirements using the ERCOT guidance within Attachment 1 of NERC standard PRC-024.

B. If the frequency relay settings do not meet NERC requirements, Vendor shall provide recommended relay setting changes to meet requirements.

C. If there are any limitations per R3 of NERC standard PRC-024, this shall be documented within study.

D. Draft study shall be submitted to the USIBWC COR in electronic format for review and comment.

E. Vendor shall incorporate USIBWC review comments and submit a final written study within 14

2.2 PRC-024 Attachment 2

Amistad Power Plant shall set its protective relaying such that the generator voltage protective relaying does not trip the applicable generating unit(s) as a result of a voltage excursion (at the point of interconnection) caused by an event on the transmission system external to the generating plant that remains within the “no trip zone” of PRC-024 Attachment 2. Attachment 2 is attached to this SOW.

A. Vendor shall provide a draft and final written study that verifies the voltage relays are set correctly to meet the “no trip zone” requirements using the ERCOT guidance within Attachment 2 of NERC standard PRC-024.

B. If frequency relay settings do not meet NERC requirements, the Vendor shall provide recommended relay setting changes to meet requirements.

C. If there are any limitations per R3 of NERC standard PRC-024, this shall be documented within study.

D. Draft study shall be submitted to the USIBWC COR in electronic format for review and comment.

E. Vendor shall incorporate USIBWC review comments and submit a final written study within 14

3. NERC standard PRC-025 – Generator Relay Loadability

Amistad shall apply settings that are in accordance with PRC-025-2 – Attachment 1: Relay Settings, on each load-responsive protective relay while maintaining reliable fault protection. Attachment 1 and associated Table 1 are attached to this SOW.

A. Vendor shall provide a draft and final written study that verifies the subject relays within scope of

NERC standard PRC-025 Attachment 1 are set per the requirements of NERC standard PRC-025. Any exceptions shall be noted within the study.

B. Also, if there are any relay setting changes required, recommended changes shall be provided within the study.

C. Draft study shall be submitted to the USIBWC COR in electronic format for review and comment.

D. Vendor shall incorporate USIBWC review comments and submit a final written study within 14

Note: Amistad has primarily only electromechanical relays associated with this standard. If relays are unable to be set to meet the requirements of Attachment 1, the study shall provide notification of inability to perform and provide a recommendation in order to meet compliance.
