About this file
This is a Statement of Work (SOW) from the Louisiana Air National Guard (LA ANG) 159th Security Forces Squadron for the procurement, installation, calibration, and sustainment of a Physical Perimeter Intrusion Detection System (PIDS) at a Department of War installation. The project, titled "SFS Advantor Fenceline," is dated May 12, 2026, with a period of performance in FY26.
The contractor must provide a multi-layered detection system utilizing fiber-optic fence sensors and Passive Infrared sensors for gates, capable of continuous operation in all weather conditions with a nuisance alarm rate below 5%. The system must deliver real-time visual and audible alerts to the Base Defense Operations Center (BDOC) with precise geospatial coordinates and include uninterruptible power supply (UPS) backup ensuring minimum 24-hour operation during power failure. All hardware and software must comply with NDAA Section 889 supply chain restrictions (prohibiting equipment from entities such as Hikvision, Dahua, and Huawei), Unified Facilities Criteria (UFC) 4-021-02 for electronic security systems, and DoD Impact Level 5 (IL5) requirements for IP-based controllers. Field panels and sensor enclosures must include tamper switches triggering immediate BDOC alarms.
Deliverables follow a phased timeline: Site Survey and Engineering Plan (Day 30), Equipment Delivery and Staging (Day 60), Installation and Integration (Day 120), Calibration and Testing Phase (Day 150), and Final Acceptance and Training (Day 160). Equipment and accessories must be delivered to NAS JRB New Orleans, Building 516, by September 30, 2026. Required quantities include seven 100-meter rolls of G-Fence cable with 40 sensors each, six G-Fence 600 link and termination units, fourteen bags of metallic tie wraps (100 per bag), and one G-Fence Gate Connector junction box assembly with connector cable.

159 SFS
DATE: 12 May 2026
SFS Advantor Fenceline
1. PURPOSE. The purchase of Alert fenceline sensor material and accessories to be installed, tested and certified for completion of the Alert Intrusion Detection System (IDS) project.
2. SCOPE OF WORK. The contractor shall provide all equipment and accessories needed, test and certify the Alert IDS project. Once work is completed, provide 159 SFS all as-builts for the area.
This Statement of Work (SOW) defines the requirements for the procurement, installation, calibration, and sustainment of a Physical Perimeter Intrusion Detection System (PIDS) for the designated Department of War (DoW) installation. The objective is to detect, assess, and alert security personnel to unauthorized physical access attempts along the installation boundary and restricted enclaves.
Element Description
Objective Acquire and deploy an all-weather PIDS to secure the physical perimeter of the Alert Area.
Scope of Work Includes site survey, civil works (if necessary), hardware/sensor installation, system calibration, and integration with existing physical security platforms.
Target Environment
Facility exterior, including fence lines, gates, and critical infrastructure boundaries.
Period of Performance
FY26
2.0 Technical Requirements
The Contractor shall provide a PIDS solution that meets the following physical and technical detection requirements.
Requirement Category Technical Specification
Sensor Modalities Must utilize a multi-layered detection approach fiber-optic fence sensors, Passive Infrared for gates.
Environmental Tolerance Must operate continuously in all local weather conditions (rain, snow, fog, extreme temperatures) with a targeted Nuisance Alarm Rate (NAR) of less than 5%.
Alerting & Dispatch Must provide real-time visual and audible alerts to the Base Defense Operations Center (BDOC) with exact geospatial coordinates of the intrusion zone.
Power & Redundancy Must include uninterruptible power supply (UPS) backups ensuring a minimum of 24 hours of continued operation during primary power failure.
3.0 Deliverables and Schedule
The Contractor shall execute the following deployment phases and provide the associated deliverables.
Deliverable Description Timeline
Site Survey & Engineering Plan
Comprehensive review of terrain, existing fencing, and power access, resulting in a formal design document.
Days After Contract Award
(DACA) 30
Equipment Delivery & Staging
Delivery of all sensors, cabling, control panels, and server hardware to the installation.
DACA 60
Installation & Integration
Physical mounting of sensors, trenching (if required), and connection to the BDOC network.
DACA 120
Calibration & Testing Phase
A 30-day operational test to adjust sensitivity, test defeat methods, and filter out wildlife/weather anomalies.
DACA 150
Final Acceptance & Training
System sign-off and hands-on training for DoW Security Forces and maintenance personnel.
DACA 160
4.0 Security and Compliance
All physical hardware and associated software must comply with DoW physical security and supply chain mandates.
Security Domain Compliance Requirement
Supply Chain (NDAA 889)
Strict compliance with NDAA Section 889; no cameras, sensors, or network equipment from prohibited entities (e.g., Hikvision, Dahua, Huawei).
Facility Engineering Standards
Installation must comply with Unified Facilities Criteria (UFC) 4-021-02 (Electronic Security Systems).
Network Security Any IP-based controllers or reporting servers must meet DoD Impact Level 5 (IL5) requirements for processing physical security data (CUI).
Tamper Resistance All field panels and sensor enclosures must have physical tamper switches that trigger immediate BDOC alarms if opened or vandalized.
