About this file

This is a Statement of Work (SOW) for structural and mechanical modifications to the hoist training tower and platform at USCG Air Station Ventura in California. The contractor must complete three primary tasks: replace the existing sharp grating decking with smooth, slip-resistant material and install multiple 600-lb rated anchor points (pad eyes) for aircraft hoists and personal safety devices; remove the existing handrail gate and install a two-chain safety barrier system to improve operational access; and remove the current slide mechanism from the hoist's I-beam, fabricate and add a fixed eye, and install a standard 110v electric winch assembly. All work must comply with OSHA regulations, and structural and electrical work must be performed by certified and licensed professionals, including welders with current American Welding Society (AWS) certifications.

The period of performance is 45 days from contract award, with work occurring at USCG Air Station Ventura, 190 3rd ST, NAS Point Mugu, California 93042, during normal business hours (0700-1600 Monday-Friday). The contractor must furnish all materials, equipment, tools, supplies, labor, and transportation; the government provides site access and existing 110v utilities. Key deliverables include specifications and welder certifications within 14 days of award, completed installation by end of performance period, and a joint walkthrough with certified weight/load testing of the 600-lb anchor points and winch assembly. The contractor must provide a one-year commercial warranty on all materials and workmanship and conduct certified testing in the presence of the Government Point of Contact. Proposals must include a detailed technical approach with methodology, material specifications, safety plans, and weight-testing procedures; a comprehensive itemized cost breakdown using Davis-Bacon Act wage determination CA20260015; and two to three past performance references for relevant structural fabrication, welding, and hoist installation projects completed within the last five years. Award decisions will be based on a best-value tradeoff process where technical approach and past performance, when combined, are significantly more important than price.

STATEMENT OF WORK (SOW)

Air Station Ventura: Hoist Tower & Platform Modifications

1.0 BACKGROUND AND OBJECTIVES

1.1 Background: The current hoist tower and deck platform design at USCG Air Station Ventura restricts training capabilities. The existing sharp decking damages equipment (e.g., rubber feet of dewatering pumps), the current handrail gate impedes easy access, and the hoist requires a powered winch assembly to replace the current slide mechanism to improve operational simulation. Please note that this is a brand new requisition; there is no incumbent contractor for these specific modifications.

1.2 Scope & Objective: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to perform structural and mechanical modifications to the hoist tower and platform. The objective is to deliver a fully functional, safe, and upgraded training tower platform by replacing the decking, upgrading the safety railing, and installing a new electric winch assembly to the I-beam of the hoist.

2.0 SPECIFIC REQUIREMENTS & TASKS

The contractor shall address the following modifications on the tower platform. All dimensions, weight ratings, and placements must be verified on-site prior to execution.

2.1 Itemized List of Work:

Item 1: Decking Replacement & Anchor Points: Remove the current sharp grating/decking. Install new, durable, slip-resistant decking that is smooth enough to prevent damage to equipment with rubber feet. Install several deck rings/anchor points for an Atlas device (aircraft hoist) and personal edge limiting devices (gunners belts). Each anchor point must be rated for a minimum of 600 lbs. Exact placement of the pad eyes will be determined on-site using standard aircraft measurements and coordinated with the unit Point of Contact (POC).

Item 2: Railing Modification: Remove the long handrail across from the ladder access point. Replace the current gate with a two-chain safety barrier system to allow for a clearer operational pathway.

Item 3: Electric Winch Assembly: Remove the current slide mechanism on the hoist's I-beam. Fabricate and add a fixed eye to the I-beam and install a standard 110v electric winch assembly.

2.2 Safety and OSHA Adherence:

The contractor shall adhere to all applicable Occupational Safety and Health Administration (OSHA) regulations and standards during the execution of this contract. The contractor is responsible for ensuring a safe working environment for all personnel and preventing any hazards to government property and staff.

3.0 CONTRACTOR PERSONNEL & QUALIFICATIONS

3.1 General Qualifications: All structural modifications and electrical work must be performed by certified and licensed professionals.

3.2 Welder Certifications: Any personnel performing welding or structural fabrication must possess valid, current certifications from the American Welding Society (AWS) or an equivalent recognized industry body applicable to the specific types of welds required for this project. Copies of these certifications must be available upon request.

3.3 Base Access: Contractor personnel must comply with all facility security requirements and maintain a professional demeanor. All personnel must have a REAL ID Act-compliant form of identification to enter the facility.

11.0 EVALUATION FACTORS FOR AWARD

IAW FAR 52.212-2 Evaluation—Commercial Products and Commercial Services. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best overall value to the Government, utilizing a tradeoff process that evaluates price and non-price factors. The evaluation will be based on the following factors:

Factor 1 - Technical Approach: The Government will evaluate the offeror's understanding of the work, feasibility of the proposed approach, safety methodologies, and compliance with the SOW specifications.

Factor 2 - Past Performance: The Government will evaluate the offeror's track record of successful, high-quality performance on similar structural and mechanical modification projects.

Factor 3 - Price: Evaluated for fairness, reasonableness, and completeness. Price will be evaluated against the Independent Government Cost Estimate (IGCE) and the establishment of the competitive range once all bids are received and the solicitation period is closed.

(Note: Factors 1 and 2, when combined, are significantly more important than Price. The Government reserves the right to award to a higher-priced offeror if their technical capability and past performance represent a better overall value and lower risk to the Government).
