Statement of Work Nevada Bureau of Land Management Winnemucca District Office

The Winnemucca District Bureau of Land Management, Black Rock Field Office Bureau has a requirement for a Vendor Owned Government Operated web hosting services for air quality monitoring. The Contractor shall design, develop, integrate and host a public facing web site to present government air quality data that provides real time air quality index monitoring, and to provide data hosting for air quality monitors.

Period of Performance:

Base year plus four option years for web site annual maintenance, hosting and data storage.

Requirements:

· Web Site Design. Design, Develop, Test, and host a new public facing website to present government provided air quality data polled from existing air quality monitoring sites. A Web site design similar to that currently used by the Colorado BLM for Air Quality Monitoring; https://www.colowhiteriverairquality.net/monitoring-sites/piceance-station.html

· Provide and maintain a new public URL, to include web site updates and fixes, and security updates.

· Access real time data obtained from the assigned air quality monitors via static IP addresses. IP addresses used for 4 stations. Screen scraping data for the two satellite stations (hosted by the Desert Research Institute https://wrcc.dri.edu/cgi-bin/smoke.pl ). Make/Model of air quality monitors: four are MetOne’s BAM 1020 and two are MetOne’s EBAMs with telemetry via cellular modem and GOES satellite.

· Provide data storage for historical data from the monitors. Air Monitoring Stations provide data logging in CSV format.

· Allow customizable public information system for external users.

· Allow for password protected internal user access (1-5 internal users) to ensure data dependability.

· Must have ability to easily generate graphs and reports from individual monitors. Per unit reporting data is required. Each unit produces a reading for hourly concentration, wind speed, wind direction, temperature, and humidity. Hourly concentrations should be color coded to the Air Quality Index.

· Ability to obtain raw data transmitted from monitors in either cellular or satellite telemetry in some manner. Also, must process this raw data and upload to web service. Parameters measured from air quality stations; PM 2.5 and PM 10, wind speed, wind direction, temperature, and humidity.

· Map service to show physical location of monitors within the district and allow public users ability to scroll over and see individual monitor information.

· Mobile access to data through iPhone (IOS) & Android applications, is desired but not required.

Additional Information:

· This is a new requirement, with no incumbent service provider.

· There are currently two locations with two MetOne BAM 1020 monitoring units per station for which data must be maintained and publicly accessible via internet. Location #1 is our Field Station in Gerlach, NV and location #2 is our main office in Winnemucca, NV.

· BLM will assign a Contract Officer Representative to review and approve vendor design submissions and participate in development and/or review meetings.

· BLM will assign two administrators to manage privileges and generate reports as needed.

· Canned reports available for download should include designated parameters in intervals of hourly, daily, weekly and monthly basis. Realtime data should be available to internet users when clicking the location (pin) on the map.

· Equipment to gather data is already on-site but requires a medium (SIM Card) to transfer the information to be accessible via the internet.

· The expectation is a functional system will be available within 4-6 weeks of the awarded contract and should not exceed 8 weeks for adjustments. Direct coordination should be conducted with this office if the need for an on-site visit exists and for final functionality and design approval.
