About this file

This Statement of Work (SOW) details a critical infrastructure replacement project for the Air Force Test Center at Eglin Air Force Base, Florida. The project involves replacing two dispenser sumps and one spill bucket at facilities 109 and 111 due to failed hydrostatic testing mandated by state regulatory requirements. The work includes disconnecting and removing existing fuel system components, excavating designated areas, installing new OPW EDGE Double Wall Spill Containers (Part number 1C-3112D), reconnecting fuel pipes and electrical systems, and conducting necessary testing.

Key project specifications include a 30-calendar day performance period, with work to be completed between 0700-1700 hours, requiring base access for U.S. citizen contractors. The solicitation (FA282325P0072) is managed by the Department of Air Force Materiel Command Test Center, with a site visit scheduled for 8 August 2025 and proposals due by 1300 CT on 27 August 2025. Contractors must be SAM-registered, provide a CAGE code, and submit proposals electronically to darren.alvarez.2@us.af.mil, demonstrating understanding of the comprehensive technical requirements outlined in the Statement of Work.

Dispenser Sump and Spill Buckets Replacement - AGE

22 August 2024

1. PROJECT

The state of Florida requires an annual hydrostatic test of your single wall spill bucket and a three-year hydrostatic test for the Dispenser Liner.

The spill bucket underneath the fill port and the dispenser liner underneath the dispenser failed the annual hydrostatic test at AGE (facilities 109 and 111). This test is mandated by the state regulatory board for fueling stations. There is an urgent need to replace one dispenser sump and one single wall bucket at AGE (facilities 109 and 111). State officials will have to close the fueling station, disrupting the mission, if the replacements are not made in time.

On July 9, 2024, a meeting was held between the leadership of CE and the 796 Liquid Fuels Maintenance Specialist (Mr. Tommy Miller).

The key elements (salient features) of the replacement parts (2 Dispenser Sump assemblies and 1 Spill Bucket assembly) were decided upon during the meeting.

The approved NextGenIT Work Task IDs are 15053447 and 15053455.

2. MOBILIZATION/BASIC SAFETY

The contractor shall coordinate with the government to move workers, materials, and equipment to the jobsite. The contractor shall ensure that no stray energy reaches the components being repaired or replaced. To ensure worker safety, electrical connections to the fuel system shall be locked/tagged out. For safety, an explosive limit detector shall be used to sample the air in the sump pumps and excavations before anyone enters. The contractor shall power wash the dispenser pans and fill buckets. It is the contractor’s responsibility to ensure the completed project meets all applicable current codes, regulations, guidelines, manuals, acts, laws and standards. Materials shall be GSA approved or equal where applicable. Conduct a site visit prior to bid to assess exact site conditions.

3. SCOPE OF WORK

Replace two dispenser sumps and one spill bucket. Details provided in Sections 3.1. and 3.2. below.

3.1. DISPENSER SUMP OR DIESEL UNDER DISPENSER CONTAINMENT (UDC) REPLACEMENT

The contractor will disconnect the dispenser's electrical connections. The fuel pipe at the dispenser will be unplugged and drained. Before being reinstalled, the dispenser will be removed and placed aside in a secure location. The contractor will plan an area around the dispenser (about 8' L x 5' W). This area will be sawcut and demolished. The debris will be properly disposed of.

The contractor shall excavate down to reveal the dispenser pan as needed.

According to FDEP, fuel piping is double-walled fiberglass. The fuel piping and conduit will be cut back, and the dispenser pan demolished.

Install new UDC sump. Install new entry boot as per the manufacturer’s instructions.

Connect new section of fiberglass pipe well to the existing pipe and install into the UDC.

New portions of conduit shall be rerouted to the outside of the conduit less UDC. Install shear valve brackets and shear valves.

Contractor shall hydro-test the UDC for tightness after the proper cure time of adhesives.

Backfill the excavated material. The cut faces of concrete will be drilled for the installation of concrete pins. Use a minimum 5000 psi rated concrete mix. Remount the dispenser into the existing position. Reconnect the dispenser to the fuel and conduit connections. Reenergized and be checked the equipment for normal operation.

3.2. SPILL BUCKET OR DIESEL FILL BUCKET REPLACEMENT

Sample the air in the fill bucket with an explosive limit detector for safety.

The overfill valve, cap, adaptor and nipple shall be removed and disposed of.

Any liquids or debris shall be removed from the fill bucket and properly disposed of.

Sawcut and demo around the DSL fill bucket (approx. 3’ L x 3’ W). The concrete will be properly disposed of. Excavate in order to expose the fill bucket. Remove and dispose the existing fill bucket.

Install new OPW EDGE Double Wall Spill Container, Part number 1C-3112D, or equal. (set above grade for a water runoff).

Conduct a hydro/vacuum test to the new fill bucket.

Install new nipple, cap adaptor, cap and overfill valve for the fill bucket. Set the overfill drop tube to 95% shut-off. Backfill the excavation. Drill holes into the cut faces of concrete for the installation of concrete pins. Use a minimum 5000 psi rated concrete mix and paint the lid to API color standards.

3.3. POST COMPLETION

The site shall be cleaned of any debris generated by the Contractor.

The consumer shall receive all the test records/reports.
