SCOPE OF WORK
Libby Dam Oil Storage Room Access Platform, Libby, MT
1. MATERIALS REQUIRED
Acceptance of Materials
Materials will be inspected at the jobsite prior to acceptance. Contractor shall be responsible for maintaining the product‘s condition as specified until the point of acceptance. Vendors shall supply items in the sizes and quantities specified to satisfy the requirements of this contract.
New equipment only; No remanufactured or “gray market” items.
All items must be covered by manufacturer’s warranty.
2. DELIVERY LOCATION
USACE – Libby Dam Project Office 17877 Highway #37 Attn: Shelley Schultz Libby, MT 59923‐7828
3. MATERIALS SPECIFICATIONS
Elevated platform equipment including stairs, connecting hardware and concrete anchors shall be constructed from galvanized steel. The equipment must be compatible with attached drawing and must comply with all U.S. Army Corps of Engineers safety regulations manual EM 385‐1‐1 (http://www.usace.army.mil/SafetyandOccupationalHealth.aspx) and shall meet all OSHA requirements.
4. DELIVERY
Items shall be delivered, disassembled, within 60 days after award to the above government facility.
5. SYSTEM CHARACTERISTICS
A. The system shall be designed by a licensed professional engineer who will serve as the designer of record.
B. The system shall be designed to carry a minimum of 400 pounds per square foot. The designer of record shall designate the actual design load ratings for the individual platform on the stamped drawing.
C. The system shall be designed such that field assembly is mechanical and does not require cutting or welding.
D. The system shall be designed such that each component can fit through an opening which is 55” X 88”.
E. The system shall be designed such that the guardrails are removable.
F. The system shall be designed to have two (2) 32”x 32” interior dimensions (clear space) square access hatches with removable load bearing covers. Ensure each cover is capable of supporting without failure, at least twice the maximum intended load that may be imposed on the cover at any one time. Covers shall be secured when installed so as to prevent accidental displacement by the wind, equipment, or employees. Covers shall be color coded or they shall be marked with the word " COVER" to provide warning of the hazard. Hatch covers should be flush with the surrounding platform as to not make a trip hazard. Hatch covers should be easy to remove and replace after use. See attached drawing for hatch locations.
G. The system shall be designed to have two (2) 3M DBI‐SALA Confined Space Permanent Deck Mount Sleeve Davit Mast Base 8515834, Stainless Steel (or approved equal) provided and installed. See attached drawing for center locations for sleeves. Deck must be engineered to meet or exceed the sleeve manufactures minimum requirements. See attached drawings for sleeve locations.
H. The system shall be designed such that the base mounts to an existing concrete slab.
I. The system shall be designed to match the dimensional parameters of the contract drawing.
J. The system shall be designed that the posts/legs will straddle the Oil Storage Tanks that are existing. See attached drawing.
6. Guardrail Systems
Guardrail systems shall be so surfaced as to prevent injury to a worker from punctures or lacerations and to prevent snagging of clothing.
Guardrail shall consist of:
A. Toprails, midrails, and posts, and shall have a vertical height of 42 +/‐ 3 in (106.6 cm +/‐ 7.6
cm) from the upper surface of the toprail to the floor, platform, runway, or ramp level;
B. Midrails shall be erected halfway between the toprails and the floor, platform, runway, or ramp;
C. The ends of the toprails and midrails shall not overhang the terminal posts except where such overhang does not create a projection hazard;
D. Toe‐boards shall be provided around entire perimeter except stair access location to prevent persons and material from falling from the elevated platform.
7. Strength requirements: toprails and midrails shall be designed to meet the following requirements:
A. Toprail shall be capable of withstanding, without failure, a force of at least 200 lb (0.9 kN) applied within 2 in (5 cm) of the top edge, in any outward or downward direction, at any point along the top edge;
B. When the force described in (1), above, is applied in a downward direction, the top edge of the top rail shall not deflect more than 3 in (7.6 cm) nor to a height less than 39 in (99 cm) above the walking/working level;
C. Midrails, screens, mesh, intermediate vertical members, solid panels, and equivalent structural members shall be capable of withstanding, without failure, a force of at least 150 lb (666 N) applied in any downward or outward direction at any point along the midrail or other member;
8. Minimum construction materials for standard guardrail components. The following are minimum requirements used for constructing guardrail systems.
Pipe railings:
A. Toprails and midrails: At least 1 ½ in (3.8 cm) nominal diameter (schedule 40 steel pipe);
and
B. Posts: At least 1½ in (3.8 cm) nominal diameter (schedule 40 steel pipe) spaced not more than 8 ft (2.4 m) on centers.
C. Toprails and midrails: At least 2‐in x 2‐in x 3/8 in (5 cm x 5 cm x .9 cm) angles, and, D. Posts: At least 2‐in x 2‐in x 3/8‐in (5 cm x 5 cm x .9 cm) angles spaced not more than 8 ft
(2.4 m) on centers.
9. Toe‐boards
A. Toe‐boards shall be 3½ in (8.75 cm) in vertical height.
B. Toe‐boards shall be securely fastened in place and have not more than ¼ in (0.6 cm) clearance above floor level.
C. Toe‐boards shall be made of any galvanized steel, either solid or with openings between adjacent pieces not greater than 1 in (2.5 cm).
D. Toe‐boards shall be able to withstand, without failure, a force of 50 lbs (0.22 kN) applied in any outward or downward direction at any point along the toe‐board.
10. DRAWINGS
A. The contractor shall furnish stamped engineering drawings by the designer of record within 30 days of award. The government shall review and accept or reject submittal within 7 days of receipt. Any proposed modifications to the system after acceptance of the stamped engineering drawings will require written approval from the designer of record.
B. The contractor shall furnish 3 (three) copies of shop drawings within 15 days after the acceptance of stamped engineering drawings. The government shall review and accept or reject submittal within 7 days of receipt. Acceptance of shop drawings shall constitute notice to proceed with fabrication.
C. The contractor shall furnish field fabrication drawings which, at a minimum, shall graphically identify all components showing details for all field connections including connector sizes.
11. FIELD FABRICATION
Field fabrication shall be performed by government personnel within 1 (one) calendar year of acceptance of delivery. The contractor shall have the following responsibilities during field fabrication:
A. The contractor shall provide verbal or written guidance to resolve issues where the contractor’s product differs from field fabrication drawings provided.
B. In the event that verbal or written guidance cannot resolve the issue, the contractor shall perform a site visit at no additional charge to the government to correct the defect.
C. In the event that the issue cannot be corrected in the field, the contractor shall be responsible for replacing the defective part(s) in their entirety, at no additional cost to the government.
