1. Scope:

1.1. Title: A/C Units with Heaters for Boat Enclosure

1.2. Job Order/Key Op: 38AMP03506 S04

1.3. Purpose of Request: Service/Rental from vendor to provide Five (5) 75-80 ton A/C Units with Heaters meeting the specifications outlined below.

1.4. Location of work:

1.4.1. Norfolk Naval Shipyard (NNSY), Portsmouth, VA 23709

2. Reference:

2.1. N/A

3. General Specifications:

3.1. General Specification for A/C Units with Heaters.

3.1.1. Design must be electrically powered, either 120/460V. Capable of starting and running on a 400-amp circuit breaker. Camlock end connections are required. Refer to Appendix A.

3.1.2. The units will be exposed to everyday weather and saltwater air. It is the contractor’s responsibility to provide any protective coverings for the units.

4. Equipment Requirements:

4.1. Unit must be air-cooled.

4.2. Provide a minimum of 900,000 BTU/hr cooling capacity. Unit must provide at least a 25-degree temperature drop at 12,000 CFM.

4.3. Provide at least 12,000 Cubic Feet per Minute (CFM) at 4” Static Pressure.

4.4. Unit must have at least four (4), 20” Vent duct inlet (Return) connections.

4.5. Unit must have at least two (2), 20” Vent duct outlet (Supply) connections.

4.6. Must be capable of running 24 hours/day, 7 days/week.

4.7. Unit must be a complete system, incorporating all the requirements outlined herein, and shall not use external equipment to meet this SOW.

4.8. Contractor to adhere to the rigging requirements as outlined in this SOW for contractor equipment at Norfolk Naval Shipyard.

4.9. Unit must be free standing and must have forklift slots (capable of being moved with a forklift).

4.10. Unit must be affixed with a metal tag designating the supplying company, a POC responsible for repairs and maintenance, and a phone number of the POC who is responsible for repairs and maintenance.

4.11. Unit must provide at least the following heating capacity. In-line heaters are not acceptable.

4.11.1. Power Requirements: 460 V/ 3 phase/ 60HZ

4.11.2. Provide a minimum of 125 kW heating capacity

4.11.3. Input Rating: 425,000 BTU or better

4.11.4. Thermostatic Controller: Heating and cooling elements must be thermostatically controlled.

4.12. Contractor must include brochure or technical data sheet for the unit model that will be rented to

NNSY.

4.13. Contractor must acknowledge the ability to meet the required delivery date of 02 January 2026 or provide closest date that unit can be delivered.

5. Contractor Requirements:

Vendor certifies that vendor’s service meets or exceeds all specifications and contractor responsibilities stated in this solicitation, in their entirety, with no exceptions. Vendor is to provide a “Technical Submission Doc” outlining how the requirements listed herein will be met.

5.1. Equipment delivery and removal must be included in contract price. The Government will not pay additional delivery/removal fees afterward. Units are to be delivered to Drydock 4 at Norfolk Naval shipyard. Final placement is to be determined and specified by the Temporary Service Zone Manager (TSZM) at during delivery of the units.

5.2. Upon arrival to NNSY for A/C Unit delivery, the contractor shall contact the Temporary Service Zone Manager (TSZM) for information regarding AC unit placement on the job site.

5.3. Provide all parts requiring repair or replacement under circumstances of normal equipment wear and tear at no additional charge.

5.3.1. If the use of a transformer to step up voltage/protect contractor-supplied AC Units is desired it must be provided by the contractor at no additional cost.

5.4. Contractor is responsible for ensuring that all preventative maintenance is performed on equipment prior to delivery to the government as well as performing preventative maintenance as specified by the equipment’s manufacturer preventative maintenance schedule during the term of the rental period with the government. This includes the necessary coil cleanings.

5.4.1. Contractor shall provide a monthly report to the COR on preventative maintenance performed.

5.5. Post contact information for service/repair of equipment directly on the rental equipment. Contact information must be packaged to withstand being located in an outdoor environment.

5.6. The contractor shall dispatch a representative in response to a service request within two (2) hours to repair an air conditioner within four (4) hours of notification by NNSY at no additional charge, regardless of whether the request is placed during normal business hours. The contractor shall dispatch a representative in response to a service request to replace an air conditioner within eight (8) hours of notification by NNSY at no additional charge, regardless of whether the request is placed during normal business hours. Contractor is responsible for providing service technicians that are able to meet the badging and security requirements of Norfolk Naval Shipyard/NOB. NNSY Project Team has the authority to swap out current units for staged units if deemed necessary due to shipboard conditions.

5.7. Contractor personnel shall contact the Temporary Service Zone Manager (TSZM) for authorization prior to any work or maintenance on rental unit.

5.8. Contractor will not operate equipment without direct authorization from the Temporary Service Zone Manager (TSZM).

5.9. “Per FAR 22.102-1(a) entitled ‘Safety’, Contractors are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must follow Federal and State OSHA requirements and Norfolk Naval Shipyard OSHE Program Manual, NAVSHIPYDNORINST P5090.2 requirements for site specific location of the contract.

5.9.1. Contractors and Non-NNSY Government Agencies (NNGAs) are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard (NNSY) cognizance must adhere to Federal OSHA requirements for Hazardous Energy Control IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), when performing work under NNSY contract. All HEC work to be performed by Contractors and NNGAs requires that NNSY Technical Points of Contact (TPOCs) and/or Contracting Officer’s Representatives (CORs) be notified of the HEC scope of work prior to starting work. Any changes or deviations in the initial scope of HEC work requires the NNSY TPOCs and/or CORs to be informed of the change/deviation. Appendix 250.B-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NNGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the cognizant NNSY LOTC. HEC locks shall be provided by the contractor or NNGA for their employees’ use. The HEC locks shall have red bodies with

8. Requirements for Lifting of Equipment:

8.1. The equipment shall be outfitted with suitable attachments for overhead lifting.

8.1.1. For multiple point lifts, each lifting attachment shall be capable of supporting one half the gross weight of the equipment with a design factor of five to one based on ultimate strength.

For single point lifts, the lifting attachment shall be capable of supporting the gross weight of the equipment with a design factor of five to one based on ultimate strength.

8.1.2. For multiple point lifts, each lifting attachment shall be designed to accept a standard anchor shackle (Federal Specification RR-C-271D, type IVA) which can support one half the gross weight of the equipment. For single point lifts, the lifting attachment shall be designed to accept a standard anchor shackle (Federal Specification RR-C-271D, type IVA) which can support the gross weight of the equipment.

8.1.3. Design of the lifting attachments shall be such that the attachments and shackles are not side loaded more than 10° out of the plane. Lifting attachments shall be located such that the lifting slings do not contact the equipment, or alternatively a spreader beam certified to NAVFAC P-307 shall be provided. Whenever practical, the lifting attachments shall be located above the center of gravity, and such that the lifting slings do not contact the equipment housing.

8.1.4. Each lifting attachment shall be conspicuously marked in a contrasting color “Lift Here.”

Letters shall have a minimum height of 1”.

8.2. The equipment shall be marked in a prominent location with the gross weight. Sand hoppers, tubs, or other containers that may contain material shall be marked with the empty and full weight (or alternatively the empty weight and working load limit). Marking shall be upper case letters of a contrasting color, with a minimum height of 1”. Marking shall include the units (i.e. “pounds”, “long tons”, etc.).

8.3. The equipment shall be provided with a lifting sketch / rigging diagram that meets the requirements as outlined below:

8.3.1. The lifting sketch shall detail any specific requirements and / or configurations that must be met prior to lifting (i.e. “engage swing lock”, “Tilt mast back fully”, “Rotate lifting basket over side”, “Utilize 10’ minimum length slings”, “Spreader beam required”, etc.).

8.3.2. The lifting sketch shall include the location of the center of gravity of the equipment (full fuel, hydraulic tanks, etc.), equipment model/manufacturer, and gross weight.

8.3.3. A copy of the lifting sketch shall be permanently posted on the equipment, and a copy of all lifting sketches shall be forwarded to Mr. Jason Napier Code 714 for approval at jason.l.napier2.civ@us.navy.mil, 757-396-7001, 757-297-5024.

8.4. If specialized handling gear other than shackles, standard slings, or chainfalls (i.e. spreader beams, special lift rigs, etc.) is required, the contractor shall furnish it. This handling gear shall be provided verified in accordance with NAVFAC P-307, with written documentation of proof testing.

9. Rigging Sketch Requirements:

9.1. Rigging sketches, at a minimum, shall identify the following:

9.1.1. The weight of the load.

9.1.2. The location of the center of gravity.

9.1.3. The minimum crane capacity.

9.1.4. The minimum capacity / length of slings.

9.1.5. The minimum capacity of other standard rigging gear.

9.1.6. The attachment (lifting) points for the load.

9.1.6.1. The attachment points for multiple leg lifts shall be sized such that each attachment point can support half the load’s weight at the anticipated lift angle.

9.1.6.2. The attachment point for single leg lifts shall be sized such that the attachment point can support the entire load’s weight.

9.2. Limitations on allowable orientations for any parts making up the lifting assembly.

9.3. For single leg vertical lifts using twisted rope (wire or synthetic), two parallel ropes each capable of supporting the entire load alone shall be required unless a method is used to prevent unlaying the rope.

9.4. A minimum D/d ratio of one (1) shall be required where wire rope slings pass over any object, or in the eyes of wire rope slings. A minimum D/d ratio of two (2) shall be required where synthetic rope slings pass over any object, or in the eyes of synthetic rope slings.

9.4.1. “D” represents the diameter of the object the sling passes over.

9.4.2. “d” represents the diameter of the sling.

9.4.3. Table 14-2 of NAVFAC P-307 lists efficiency factors at various D/d ratios.

9.5. Components in each handling assembly shall be sized based on the worst-case distribution of loads.

9.5.1. When making a two-, three -, or four- point lift, the handling gear shall be sized so that two legs can support the load without exceeding the safe working load (SWL) at the lift angle expected, unless an equalizing method is used.

9.6. When non-standard gear is required (i.e. round stock lifting bars), written instructions shall be provided that ensure:

9.6.1. The proper material is being used.

9.6.2. The item is certified IAW NAVFAC P-307.

9.6.3. Any special requirements or dimensions are followed to ensure that engineering assumptions are met (i.e. eccentricity of the bearing points).

ADDITIONAL DETAILS:

1. New or used equipment may be provided. NNSY reserves the right to inspect the proposed equipment prior to contract award.

2. The units will be exposed to everyday weather, and saltwater air. It is the contractor’s responsibility to provide any protective coverings for the units.

3. The government reserves the right to return one or all units at any time prior to the expiration of the rental period. The contractor agrees to prorate costs for the time the units are in use by NNSY only.

The government agrees to give the contractor at least twenty-four (24) hours’ notice for return of units prior to expiration of rental period.

After Hours Base Access – Contractors are to inform the guards at Gate 15 that they are providing services/support via a contract. Please bring a copy of the contract and contract number. The guards will call the Base Precinct, and contractors will be escorted to Bldg. 1618 to obtain badges.

Defense Biometric Identification System and NAVSEA Badging

All contractors, with the exception of permanent party (or “seated” contractors with Common Access Cards (CACs), will be required to obtain a DBIDS card to gain access to NNSY.

Procedure for receiving a DBIDS card:

a. Contractor will complete the SECNAV 5512 form(s) and forward them to their NNSY Sponsor/Contracting Officer’s Representative (COR).

b. The sponsor will complete the CVS spreadsheet utilizing the information on the completed SECNAV5512 forms and forward all documents to Commander Navy region Mid-Atlantic (CNRMA) for vetting.

c. CNRMA will add the contractor to the “179-Day List” which is utilized by the Pass and ID office to create the DBIDS card.

d. Once on the 179-Day List, the contractor may go to Pass and ID to have their DBIDS card generated.

e. Green NAVSEA access badges can be generated at this point with contractors providing proof of U.S.

Citizenship (Birth Certificate/ US Passport).

Portable Electronic Devices (PEDs)

A PED is defined as any non-stationary electronic apparatus with singular or multiple capabilities of, but not limited to recording, storing, and/or transmitting data, voice, video, or photo images (e.g., cell phones, laptops, tablets and wearable devices such as fitness bands and smart watches).

Interface Requirements

For Rental Equipment Hook-up To NNSY Temporary Service

NOTE: All Rental Equipment received by NNSY must be supplied with proper interface connectors shown below to allow hook-up by NNSY Shop 99. There may be specific equipment that will require NNSY Shop 99 evaluation to determine proper cabling and connectors.

Mechanical Service: Shall have ½ inch male 6000# CPV Union End outlet connection interface.
