About this file
This document is a Statement of Work (SOW) for the replacement of the Ankle Brachial Index (ABI) system at the Durham VA Healthcare System, a Level 1A hospital. The ABI is a diagnostic test that compares blood pressure in the upper and lower limbs. The current system is at end of life, and the vendor cannot guarantee it can be repaired if issues occur.
The SOW outlines the scope for the replacement system, which must include minimum standard features such as auto save, simultaneous multi-site blood pressure measurement, network/DICOM capabilities, single button operation, automatic cuff inflation, colored display, three-pedal hands-free control, wireless remote, and 10 independent inflation channels. The system must also have the ability to identify and display weak Doppler signals and include a washable keyboard and mobile cart. The vendor will be responsible for completing the full system replacement.
The related federal contract opportunity is a pre-solicitation for an Ankle Brachial Index (ABI) test system for the Durham Veterans Affairs Medical Center. This is a VHA Directive requirement, and the anticipated delivery is for a specific VA Falcon PRO physiologic vascular testing system with detailed hardware and software specifications. Responses from qualified Service-Disabled Veteran Owned Small Businesses (SDVOSBs), Veteran Owned Small Businesses (VOSBs), and Small Businesses are due by September 18, 2024.

Ankle Brachial Index (ABI) – Replacement
Title: Ankle Brachial Index (ABI) – Replacement
Background: The Durham VA Healthcare system is a Level 1A hospital. The ankle brachial index, or ABI, is a simple test that compares the blood pressure in the upper and lower limbs.
Health care providers calculate ABI by dividing the blood pressure in an artery of the ankle by the blood pressure in an artery of the arm. The result is the ABI. The Radiology department does nearly 200 ABIs each month. The current system is at end of life. The vendor cannot guarantee they will be able to fix any issues within the current system if something were to fail.
Scope: Replacement of the current ABI to reduce risk and upgrade the technology for increased performance, efficiency, and support. System to include the following:
Minimum Standard Features Characteristics auto save – no information is lost. Must simultaneously measure multiple blood pressure sites pneumatic channels are independent Must have Network/Dicom capabilities.
single button operation – easy flow Must automatically inflate patient comfort Must have colored display for arterial flow three pedal switch control – hands free Flexible protocols color coded air tubes Quick review of previous exams.
automatic cuff identification Review and compare contralateral measurements in real time.
wireless remote control 5PPG Ports with digit clips.
Doppler probe 10 inflation channels with 1 pump per channel for a total of 10 pumps.
high precision controllable deflate rate Mounted to adjustable mobile cart.
database search Ability to identify and display very weak Doppler signals in pathologically difficult patients.
washable keyboard (22inch)
Specific task: Vendor will complete replacement of the ABI system. The system will include all necessary, hardware and accessories.
