Statement of Work Fabrication of E-2D Rotodome Repair Patch Laminate Sheets
1.0 SCOPE
This statement identifies necessary services and materials to fabricate SGP196P/8552 Graphite/Epoxy and 7781/8552 Fiberglass/Epoxy Laminate Sheets for performing composite material repairs on E-2D Rotodomes.
1.1 The Contractor is required to have full knowledge of the laminate sheet manufacturing process, and must be able to perform all work in compliance with the Original Equipment Manufacturer (OEM) technical specifications and drawings.

3.0 GENERAL REQUIREMENTS
3.1 Pre-preg Material Certification:
SGP196P/8552 Graphite/Epoxy Pre-preg must be certified to Northrop Grumman Corp. (NGC) material specification GM3026. 7781/8552 Fiberglass/Epoxy Pre-preg must be certified to NGC material specification GM3028.
3.2 Laminate Fabrication Requirements:
SGP196P/8552 graphite/epoxy laminates shall be fabricated in accordance with NGC process specification GSS11121, Draft DWG No. 175945-1, and AASC DWG No. 2230023001 REV B.
7781/8552 fiberglass/epoxy laminates shall be fabricated in accordance with NGC process specification GSS11123, Draft DWG. No. 175944-1, and AASC DWG No. 2230023001 REV B.
Laminates from both the graphite/epoxy and fiberglass/epoxy pre-pregs shall be 3 plies each, in a (0°/45°/0°) configuration. Each laminate shall be 30” x 30”.
A total of 20 laminates shall be manufactured from each type of pre-preg (Graphite/Epoxy and Fiberglass/Epoxy) within the Base Year.
3.3 First Article Laminate Manufacturing/Testing
At the time this subject contract goes into effect, the Contractor shall initially fabricate 3 first article laminates from each pre-preg material (Graphite/Epoxy and Fiberglass/Epoxy) in accordance with paragraph 3.2 of this document. Each laminate shall be cured separately in an autoclave, along with one Process Control laminate. A total of 6 first article Process Control laminates shall be manufactured (3 Graphite/Epoxy laminates, 3 Fiberglass/Epoxy Laminates).
Graphite/Epoxy Process Control laminates shall be manufactured in accordance with NGC process specification GSS11121, Draft DWG No. 175945-1, and AASC DWG No. 2230023001 REV B.
Fiberglass/Epoxy Process Control laminates shall be manufactured in accordance with NGC process specification GSS11123, Draft DWG. No. 175944-1, and AASC DWG No. 2230023001 REV B.
Upon completion of the manufacture of the first article and process control laminates, a Certificate of Conformance for each first article and process control laminate shall be submitted to the TPOC (paragraph 6.0) via email within 30 days. The Certificates of Conformance shall include all the information specified in paragraph 3.4 of this document.
In addition, the process control laminates shall be delivered to the TPOC for testing. The TPOC shall evaluate and compare local test results with the Certificates of Conformance from the Contractor to ensure that there are no discrepancies. The process control laminates shall be packaged in accordance with paragraph 3.7 of this document. The Contractor shall deliver the process control laminates to the TPOC using the following delivery address:

If discrepancies are found during the data evaluation, the TPOC shall contact the Contractor to resolve them. The Contractor shall perform any additional manufacturing and testing as requested by the TPOC. If no discrepancies are identified by the TPOC, the TPOC will accept all Certificates of Conformance from the Contractor, and submit for invoice payment processing upon receipt of invoices.
3.4 Certificate of Conformance:
Cured SGP196P/8552 graphite/epoxy laminates shall meet all Post-Processing and Quality Assurance requirements outlined in GSS11121. Cured 7781/8552 Fiberglass/Epoxy laminates shall meet all Post-Processing and Quality Assurance (QA) requirements outlined in GSS11123.
For each fabricated laminate, the Contractor is required to provide the Government with a Certificate of Conformance, confirming that the laminates met the aforementioned Post-Processing and QA requirements.
The Certificate of Conformance shall include, but is not limited to, pre-preg material (graphite or fiberglass), laminate part number, date of laminate manufacture, cure cycle log print out, parameters in which all Post-Processing/QA tests were performed, internal laminate drawings, results of all Post-Processing and Quality Assurance inspections, and manufacturing work orders.
The cure cycle log print out shall include laminate temperature, vacuum pressure, autoclave pressure, and overall cure time. Manufacturing work orders shall include the date of manufacture of the pre-preg, and the pre-preg batch/lot number, and all procedures performed to fabricate the laminates. Procedures shall include ply lay-up sequence, vacuum bagging parameters, autoclave cure cycle, and Post-Processing/QA tests.
Parameters in which all Post-Processing/QA tests were performed shall include the following as applicable to the tests: Test machine load rates, names of technicians performing the tests, dates/times the tests were performed, pre-load value calculations, and 2-dimensional NDI images with Db values.
3.6 Electronic Reports
Electronic copies of the Certificate of Conformance, internal manufacturing work orders, and contractor manufacturing drawings are required to be provided by the Contractor to the TPOC via email within seven (7) days of completion of the laminate Fabrication. The TPOC shall perform a comprehensive review of the reports and if there are no discrepancies or issues for discussion, the TPOC will accept the reports and submit for invoice payment processing upon receipt of invoices. Electronic copies of documents listed in section 2.0 shall be shared between the Government and the Original Equipment Manufacturer (OEM). Additionally, any manufacturing drawings produced by the OEM for the purposes of this procurement shall be shared with the Government.
3.7 Laminate Packaging – See Attachment A
4.0 OTHER REQUIREMENTS
4.1 This will be a Firm-Fixed-Price (FFP) order. There shall be no additional charges, other than those specified per the contract line items, regardless of when the service is performed, the time spent by service personnel after arrival at the site (or lodging while awaiting the arrival of additional maintenance personnel, equipment or delivery of parts), or for transportation to, or from, other sites.
Overtime work, or work performed outside of normal business hours, are not authorized under the work order.
The Contractor is cautioned to not exceed the amount specified, without a contract modification or verbal authorization from the Command Fleet Readiness Center Procurement Group (CPG) Procurement Contracting Officer (PCO) only.
4.2 Services are to be performed Monday through Friday (excluding federal holidays), during the hours of 8:00 AM to 5:00 PM local time.
4.3 The Contractor is required to ensure that all personnel involved in the scope of this work order are aware of monetary limitations of the FFP order. In the event the Contractor is confronted with uncertainty related to performance, or has knowledge of necessity that has not been previously identified within the limitations of the contractual agreement, they are instructed to immediately notify the TPOC, and CPG PCO.
4.4 FRCSW personnel are not authorized to direct contractor personnel to perform any additional labor or furnish parts outside of the scope of this work order or other contract. This course of action may constitute an “Unauthorized Commitment” (UAC). In the event of uncertainty, the Contractor is required to contact the CPG CPO specified in the contract for guidance.
5.0 SPECIAL REQUIREMENTS
5.1 Base Access:
The FRCSW TPOC will forward a SECNAV 5512/1 Base Access Pass Registration and FRCSW 5512/5 Visitor Access Request form to the Contractor within five days after contract award. The Contractor is required to review the forms and provide all applicable data as required by the 5512/1 and 5512/5. The information to be furnished includes, but not limited to: Full name (first, middle, and last), date of birth, place of birth, citizenship, and full Social Security Number of each person requiring base access. The completed form is to be returned to the FRCSW Security Department, with a copy to the TPOC, a minimum of twenty (20) business days in advance of the scheduled site visit to facilitate the mandatory vetting process to be performed by FRCSW Security Office/personnel.

Upon arrival, all Contractor personnel are required to check-in at the Visitor Control Center, Bldg. 680, which is located adjacent to the Main Gate of Naval Base Coronado (NBC), NAS North Island, San Diego, CA 92135.
Following receipt of clearance, Contractor personnel are required to coordinate with the TPOC and obtain visitor badges through the FRCSW Quarterdeck, located in Building 94.
