About this file

This is a Statement of Work (Schedule A2) issued by the Michigan Department of Health and Human Services through the Michigan.gov/MiProcurement system for Request for Proposal No. 260000000897, establishing requirements for the Frontline Strong Together program. The program provides comprehensive behavioral health support, crisis intervention, and resource referrals specifically for Michigan first responders and public safety personnel through 24/7 omni-channel communication (phone, text, chat, and email). The Frontline Strong Together service is funded through a Michigan Department of Health and Human Services grant program and operates in coordination with Wayne State University as a co-grant recipient. Contractors must employ Michigan-based staff, utilize the State-owned behavioral health customer relationship management (BH CRM) system for intake and documentation, and maintain a strong understanding of Michigan's behavioral health resources and systems. The anticipated staffing structure includes 7 full-time call specialists, 1 supervisor, and 1 manager to support the statewide line. All services must be integrated with the broader 988 Suicide and Crisis Lifeline system, with overflow calls directed to trained 988 staff during peak demand periods.

Contractors are required to implement specialized training in first responder culture and crisis support, maintain comprehensive quality monitoring and improvement processes aligned with Schedule A1 requirements, and adhere to strict confidentiality standards under HIPAA, the Michigan Mental Health Code, and 42 CFR Part 2. Service level agreements establish a 95% answer rate within 20 seconds and 90% within 15 seconds, with financial credits of $100 to $500 assessed for non-compliance. The target population includes firefighters, police officers, emergency medical services personnel, public safety telecommunicators, correctional officers, juvenile detention employees, prosecutors, and special operations personnel experiencing post-traumatic stress and other mental health conditions. Monthly reporting requirements include call volume, average speed of answer, referral numbers, distress scores, follow-up calls, abandonment rates, and staffing metrics. Contractors must achieve full staffing within a 90-day transition period and submit detailed hiring plans as part of their project proposals.

BACKGROUND

The Michigan Integrated Crisis and Access Line (MiCAL) is a statewide initiative, intended to provide omni-channel communication methods to provide information, referral, and access to all Michiganders as outlined in the Michigan Mental Health Code at MCL 330.1165. Frontline Strong Together is funded by a grant program through the Michigan Department of Health and Human Services and, in coordination with the other grant recipient, Wayne State University, provides support, information, and referrals to first responders and public safety staff. The Contractor(s) must use the State-owned and managed phone system and behavioral health customer relationship management system (BH CRM) for the intake of calls, text messages, and/or chats.

SCOPE

Frontline Strong Together will provide comprehensive support for Michigan first responders in crisis or distress through phone contacts and email requests. All services will be integrated into broader crisis services systems in Michigan. Prospective vendors must hire and/or employ staff that reside in the state of Michigan to answer calls and supervise call specialist teams. Contractor(s) must have a strong understanding of the state of Michigan, and Michigan’s behavioral health system and resources. The scope of services for the Frontline Strong Together line includes the following:

Requirements General Requirements Frontline Strong Together: Operate a 24/7 statewide call line with dedicated staff to provide first responder and public safety staff, and family members, with behavioral health and crisis support, including but not limited to:

Engagement with pertinent stakeholders, including but not limited to first responder organizations and WSU.

When dedicated Frontline Strong Together staff are busy, calls will automatically overflow to specified 988 Suicide and Crisis Lifeline staff. All 988 staff who receive these calls must receive first responder-specific training.
