MINNESOTA VALLEY NATIONAL WILDLIFE REFUGE
Community Safe Room/Storm Shelter for Rapids Lake Complex
Background The site is located in Carver Minnesota. The site is in the most severe wind zone (Zone IV) and, although at its edge, it is likely to experience more severe weather events in the future due to climate change.

Scope of Work This project is to supply all labor material and equipment to install a Storm Shelter/Community Safe Room which includes a six-inch-thick concrete slab with thickened edges. The shelter will be installed at the Rapids Lake Complex behind the existing bunkhouse. See attached site layout (titled ShelterProjectLayout.pdf). The storm shelter shall safely hold a minimum of 25 personnel in compliance with FEMA standards.
The contractor shall be required to provide all labor materials and equipment to prepare the site, install the concrete slab, purchase the Safe Room/Shelter, have the storm shelter delivered, place and anchor the storm shelter to the concrete slab and ground in compliance with FEMA guidelines, install all accessories and perform all site cleanup.

· Minimum size 8’ x 16’ x 6’-6”
· Pitched Roof
· Two Steel doors at opposite ends with lever locksets and minimum 3 dead bolts on each door,
· Minimum two fire extinguishers
· Porta potty
· Accessible signs at both doors with Braille
· LED interior lighting.
· Benches along walls to seat a minimum of 25 people.
· At a minimum provide passive ventilation. Assure that the passive ventilation will not enable bugs and other vermin to enter safe room Structural Requirements
· Minimum 3/16 plate steel walls
· Double plated steel door either painted galvanized or powder coated finish.
· Minimum 3/16 steel supports
· Minimum ¼ inch base frame
· Minimum anchorage requirement every 24 inches with HILTI anchors with 7000 lbs. of pull strength.
· Powder coated finish on shelter (provide light color)
· Welded construction not bolted.
· Construction shall comply with FEMA 320/361 ICC 500 debris impact resistant tests 250 mph for a minimum of 3 seconds wind gusts 15lbs 2x4 traveling at 100 mph.
Installation
· Install concrete slab as specified in 03300
· Confirm that concrete slab will support the safe room that is being supplied and meet the FEMA requirements.
· Anchor the safe room as necessary with screw anchors/piles into the ground and also to the slab as described above. Assure that the anchorage will secure the structure against movement during severe winds such as a tornado as required by FEMA.
· Assure positive water drainage away from the shelter and concrete slab.
· Clean up site and hall all debris away from site.
