About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to perform a Longitudinal Study of Aging in Mice and Non-Human Primates part 2. The National Institute on Aging (NIA) Experimental Gerontology Section (EGS) requires the measurement of metabolites and data analysis in longitudinally collected serum samples from the Study of Longitudinal Aging in Mice. The Government anticipates awarding a firm-fixed-price purchase order to Emory University - Clinical Biomarkers Lab, the only center that can process the samples with the required specificity and sensitivity using only 15 microliters of serum. The period of performance is estimated to be 8-12 weeks from receipt of samples, with the option to extend up to 4 additional weeks. The contractor is required to provide a relative concentration profile of all structurally named small molecule entities, including endogenous compounds, xenobiotics, and metabolites, as well as a statistical analysis of the resulting data.

Statement of Work (SOW)

Title of Project: Longitudinal Study of Aging in Mice and Non-Human Primates part 2

A. GENERAL INFORMATION

1. Background Information: The National Institute on Aging (NIA) Experimental

Gerontology Section (EGS) requires the measurement of metabolites and data analysis in longitudinally collected serum samples from the Study of Longitudinal Aging in Mice.

2. Purpose or Objective of the Requirement: The EGS are contracting Emory

University - Clinical Biomarkers Lab to perform measurement of metabolites and data analysis in mouse serum samples. This is the only center that can process samples with the required specificity and sensitivity of the assays required for this project using only 15 microliters of serum. Emory delivers high-quality data and results with less than half the volume required by other services.

3. Type of Contract Contemplated: The Government anticipates award of a firm-fixed-price purchase order.

4. Period of Performance: It is estimated that the result of the study will be completed 8 – 12 weeks from receipt of samples, provided that there are no discrepancies between the samples received, the electronic manifest, and the quote. Parties may mutually agree to extend the expected turnaround times by up to four (4) weeks.

B. CONTRACTOR REQUIREMENTS (SCOPE OF WORK):

1. A relative concentration profile of all structurally named small molecule entities, which can include both endogenous compounds, xenobiotics, and their metabolites, extracted from the samples and detected by an established mass spec based metabolomics platform.

2. A statistical analysis of the resulting data, which typically consists of univariate significance tests (tests, ANOVA, repeated measures analysis, etc.).

C. GOVERNMENT RESPONSIBILITIES:

The Government will provide the biological samples for analysis.

D. DELIVERY OR DELIVERABLES:

1. Description of Tasks and Associated Deliverables:

A relative concentration profile of all structurally named small molecule entities, which can include both endogenous compounds, xenobiotics, and their metabolites, extracted from the samples and detected an established mass spec based metabolomics platform.

2. A statistical analysis of the resulting data, which typically consists of univariate significance tests (ttests, ANOVA, repeated measures analysis, etc.).

3. . Reporting Requirements: N/A

E. TRAVEL

There is no funding for travel associated with this work.

F. CONTRACTOR EXPERIENCE REQUIREMENTS – KEY PERSONNEL: N/A

G. SECURITY REQUIREMENTS: N/A

H. DATA RIGHTS: The National Institute on Aging shall have unlimited rights to and ownership of all deliverables provided under this contract with Emory, including reports, recommendations, briefings, work plans and all other deliverables. This includes the deliverables provided under the basic contract as outlined in the quote and any optional task deliverables exercised by the contracting officer. In addition, it includes any additional deliverables required by contract change. The definition of “unlimited rights” is contained in Federal Acquisition Regulation (FAR) 27.401, “Definitions.” FAR clause 52.227-14, “Rights in Data-General,” is hereby incorporated by reference and made a part of this contract/order.

I. SECTION 508 – ELECTRONIC AND INFORMATION TECHNOLOGY STANDARDS

The contractor shall comply with Section 508 of the Rehabilitation Act (29 U.S.C. § 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998.

J. CONTRACTING OFFICER'S REPRESENTATIVE (COR)

1. The following Contracting Officer's Representative (COR) will represent the Government for the purpose of this contract:

Name: Julie Mattison 16701 Elmer School Rd. Bldg 103 Dickerson, MD 20842 301-435-7637 Julie.mattison@nih.gov mailto:Julie.mattison@nih.gov

2. The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the statement of work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance.

3. The Contracting Officer is the only person with authority to act as agent of the

Government under this contract. Only the Contracting Officer has authority to: (1) direct or negotiate any changes in the statement of work; (2) modify or extend the period of performance; (3) change the delivery schedule; (4) authorize reimbursement to the Contractor for any costs incurred during the performance of this contract; (5) otherwise change any terms and conditions of this contract; or

(6) sign written licensing agreements.

4. The Government may unilaterally change the COR designation for this contract.
