Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

STATEMENT OF WORK (SERVICES)

(SOW)

GENERAL INFORMATION

Title of Project:

HANDLS Medicaid Data Linkage and Analyses

Statement of Need and Purpose:

Investigators in the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) study require documented health data to facilitate analyses of health disparities. State Medicaid services track services, procedures, and diagnoses associated with hospitalizations, physician visits, and other healthcare utilization. HANDLS requires these records to document healthcare utilitzation and prevalence of various disease classifications among study participants. These records are especially valuable because they are the administrative records of healthcare. Consequently, they avoid the likelihood of unintentional misreporting health histories by participants. In addition, historical administrative healthcare records provide the basis for assessing the accuracy of participants’ self-reported health histories. These data will lead to a better and more complete understanding of the factors influencing health disparities throughout participants’ adulthood.

As part of using these data for research, investigators require an assessment of the HANDLS-Medicare linked data to examine and report on the representativeness of study participants to the broader Medicaid cohort. These results are crucial for future work by HANDLS investigators because this information provides evidence for the legitimacy of extrapolatation to other high‐risk populations.

Background Information and Objective:

The HANDLS study is a longitudinal study on a representative sample of Baltimore residents to understand the impact of disparities on health outcomes. HANDLS is an ongoing study. Thus far, HANDLS has collected extensive information on the health status of over 3,000 individuals since 2004, including self‐reported health care utilization, physiological and psychological wellbeing, social supports and environmental characteristics, and vital signs. Data have been collected in five waves, each of which include a set of standard study questions and tests in addition to wave‐specific items of interest. These data have provided the base for over 200 academic journal articles covering a range of topics from cell biology to psychological wellbeing (https://handls.nih.gov). The objective of the present contract is to provide administrative healthcare records of Medicaid service use by HANDLS participants so investigators can link objective diagnostic and procedural data to health outcomes over time.

Period of Performance:

Base Year: One (1) year from the date of award with one (1) year option period.

The Contractor shall also provide a report containing a set of statistical tests to determine if Medicaid‐ covered HANDLS participants are a representative subset of the entire Maryland Medicaid population.

Using their expertise in the demographics of the Medicare cohort, the Contractor shall explore and recommend methods for adjusting the “unrepresentativeness” of the HANDLS sample that would enable an extrapolation to a broader population.
