STATEMENT OF WORK (SOW)
OVERHAUL AND REPAIR OF THE 14RF-37 PROPELLER ASSEMBLY and COMPONENTS
3.6.1.3 Parts shall be returned in Ready For Issue (RFI) condition, and be shipped to the Coast Guard's ALC facility unless directed otherwise by the contracting Officer by contract modification.
3.6.2 "Overhaul" (Major Inspection) - "High Time," having reached one of the OEM's airworthiness limitations for any life cycle limits or having some other general condition (out-of-limit/out-of-tolerance) such as excessive wear and tear, damage, or corrosion, as deemed to require a major inspection or overhaul level of service.
3.6.2.1 Components identified in advance by the USCG as requiring "Overhaul" service will be funded at the negotiated "Overhaul" Firm Fixed Price rate.
However, during the inspection of a component which was shipped/funded as a "Repair," it may become evident that an "Overhaul" is warranted. In this case, the contractor shall contact the USCG and provide the justification for the amendment for the subject item and shall receive authorization before proceeding with "Overhaul" services.
3.6.2.2 An "Overhaul" shall be considered as the next higher level of service beyond the "Repair" scope; it shall include the complete teardown, inspection, rework, assembly, and testing of components, to OEM original or rebuilt specifications. An "overhaul" shall zero the TSO and effectively restart intervals and OEM component life cycle limits as applicable.
3.6.2.3 All parts sent to the contractor under the "overhaul" level of service shall be returned to the Coast Guard within 60 calendar days After Receipt of Material (ARM) at the contractors facility.
3.6.2.4 Parts shall be returned in RFI condition and be shipped to the Coast Guard's ALC facility unless directed otherwise by the Contracting Officer by contract modification.
3.7 During Overhaul of all 14RF-37 Propeller Hubs (814721-2), the contractor shall provide 100% replacement of the following parts within the firm fixed price structure of the contract, regardless of whether the hub was configured with these parts upon receipt by the contractor: Outer Bearing Race (782674-1) and Race Barrel Retainers (789263-1), Shim (820475-1) and Glide Ring (790098-4), Dowel Pin Composite Bushing Shim (815597-1).
3.8 During both repair and overhaul of propeller blades, the contractor shall paint all 14RF- 37 propeller blade tips White (Paint PIN 55W002) 5.75 to 6.25 inches from the blade tip with White paint that meets MIL-PRF-85285 standard and FED-STD-595 (17925).

3.11 Missing Components: the contractor shall notify the Contracting Officer in writing of any missing parts or sub-assemblies required for final inspection and acceptance, within ten
(10) working days after the receipt and inspection of the components. The Contracting Officer will then have forty-five (45) calendar days to provide formal disposition instructions to the contractor. This is particularly the case for propeller hubs subject to repair service, as they must be returned in an RFI condition. The Coast Guard reserves the right to provide RFI or repairable parts.
3.11.1 Tum-Around-Time (TAT) stops as of the date of the correspondence giving notification that work must cease due to missing parts. Unless the Contracting Officer elects to have the component returned to the Coast Guard as is, the TAT will re-start at a mutually agreed date stated in the bilateral modification.
3.12 During both repair and overhaul, the contractor shall maintain all existing SBs (Mandatory and Optional), public & private Als and other amendments or modifications previously incorporated on USCG components unless appropriately superseded or as directed by the Contracting Officer.
3.12.1 SB and Al configurations are subject to change during the contract period. SBs, Als. (both public & private), and modifications not previously incorporated shall be identified in writing to the Contracting Officer.
3.12.2 Upon receipt of notification from the OEM that a SB, AI (public & private), MOD or other applicable publication revision, the contractor shall review and evaluate the change and submit, within ten (10) calendar days after receipt of that notification, a firm-fixed price proposal for the change to be applied.
3.12.2.1 The proposal shall contain a breakdown of material and labor costs including hours, labor categories, labor rates, and applicable mark ups.
Upon completion of negotiations, a contract modification will be issued to reflect the change, and the service bulletin shall be incorporated into each subsequent component received at the contractor's facility.
3.12.2.2 When incorporation of such revisions changes a components part number, the new part number shall be added to the contract. The same procedures apply if removal of service bulletins is required.
3.12.2.3 Incorporation of some revisions may result in superseded parts. In cases where older components cannot be modified/upgraded to newer configurations, the contractor shall notify and request disposition instructions from the Contracting Officer for superseded parts.
3.12.2.4 Unless the contractor has a signed contract modification permitting a change and bearing the signature of a Contracting Officer, funding has not been authorized.
