Replace Fused/Obsolete Electrical Panels Campus-Wide Phase 3 (AE Design) Project 620-15-111

STATEMENT OF WORK

Background:

Many Montrose electrical subpanels and associated feeders and branch circuit wiring have been identified as antiquated and in need of replacement. Fuse panels are no longer VA code compliant nor are panels located in hallways and stairwells. In addition to the fused panels needing replacement, aluminum wiring is no longer VA compliant and requires identification and replacement with copper. This project will correct safety deficiencies thereby enhancing patient care with a more reliable and robust power distribution network.

Objectives:

The Objective of the acquisition is to retain an AE/Engineering firm to design working drawings and specifications detailing the necessary work to relocate hallway and stairwell electrical fused panels to dedicated electrical room or a secure location; replacement of main feed and branch circuit aluminum wiring; replacement of fuse panels with circuit breaker panels. This design is to include site survey work to identify panels and wiring requiring replacement while field verifying new panel locations. All necessary wire re-sizing due to longer or shorter feeder runs will be accounted for. Panel sizing will be accounted for with assessment of power demand. Arc Flash analysis will be performed for all the new panels and all such labeling updated.

Period of Performance:

The period of performance shall be 240 calendar days from Notice to Proceed for a complete design.

Place of Performance / Place of Delivery:

The place of performance for this contract is the VA Hudson Valley Healthcare Montrose NY

2. In addition to replacing all designated panels, associated wiring, the Main as well as the branch circuits will be replaced. Longer and shorter circuit runs as a result of new breaker panel locations will be re-sized accordingly to NEC code.

3. Field investigate panel locations to determine suitable new locations. All panels stated above will be relocated to secured space. Panels will be sized in accordance with NEC code and to include 20 percent spare capacity.

4. Field verify and confirm accuracy of existing panel schedule. If no schedule exists, trace all branch circuits and identify the location of the loads. Also, verify and identify the power source and feeder size for the above panels being replaced.

5. Generate a corrective action plan for any incidental code violations identified during field investigation in conjunction with identified panels for evaluation by the facility. Hence, grounding and bonding observations which could adversely affect the validity of an arc flash bolted current calculation etc.

6. Arc-Flash calculations will be performed, and the new panels properly labeled with the new hazard levels.

7. AIC rating calculation provided for each panel.

8. Line side feeders upgraded as needed to accommodate spare capacity on the panels.
