TITLE: 5G SA Lab Network Expansion Requesting Lab/Division/Group: Public Safety Communications Research Laboratory, Division 671 Requisition Number: NB671000-22-01668
Statement of Need The Public Safety Communications Research (PSCR) Division of the National Institute of Standards and Technology (NIST) is in the process of expanding its Long Term Evolution (4G LTE ) lab network toward the 5G Stand Alone (SA) network architecture. The aim of the expansion is to support PSCR core research projects in assisting public safety first responders fulfilling their missions.
Having the Polaris 5G SA and 5G Non-Standalone (NSA) virtual EPCs and Nokia 4G LTE radio network (RAN) units already in the lab, it is logical that the PSCR lab would expand the network with 5G SA new radio (NR) gNB elements to achieve the 5G SA network architecture. Since the existing 4G LTE RAN units are Nokia specific the new 5G SA gNBs, new 5G Airscale Baseband cards and to-be-upgraded 4G LTE units and associated software shall be Nokia’s manufactured and supplied products to meet compatibility requirements with existing Nokia products in the lab.
More specifically, this expansion effort will include new software, software upgrades and new hardware elements for the Nokia Airscale Baseband unit, and software upgrades for 4G LTE eNB radio units, new 5G sub-6 GHz and millimeter wave (mmW) NR gNB units. Besides the hardware components, the procurement shall include all the related operating software and updates, all necessary wiring including RF and fiber optic cables and connectors, installation and configuration, integration and technical support, training, warranty and maintenance for the installed elements. NIST will provide 48 VDC and 120 VAC power sources and related circuit breakers. All new and ugraded items shall be compatible with the latest 3GPP release for 5G SA network at the time of installation and configuration, or at the minimum 3GPP Release 15 or newer.

All deliverable, operational and related software shall be compatible with the latest 3GPP Release for 5G SA, at the minimum 3GPP Release 15 or newer.
The Contractor is responsible for providing all wiring including RF cables and connectors, fiber optic cables and connectors for the installation. NIST will provide fiber optic cable between two physical rooms if needed. Utilizing the 48VDC and 120 VAC power sources and the available patch panels, routers and switches in the lab the Contractor shall provide all elements that are needed for connections among the installed units.

Software deployment via electronic delivery is acceptable, if applicable. Shipping & Delivery cost for the hardware to the NIST site in Boulder CO is to be included in the submission.
Installation ☐ N/A
On-site installation and services shall be provided by the Contractor. The Contractor is responsible for the installation of the hardware and ensuring that all components are able to power up. The Contractor shall configure, commission and integrate all the acquired equipment to PSCR lab 5G SA core network and 5G NSA core network.
Installation shall include, at a minimum, Installation will take place between 8:30 AM and 5:00 PM Mountain Standard Time, Monday through Friday (except Federal Holidays).

Statement of Work: 5G SA Lab Network Expansion 3 uncrating/unpacking of all materials, installation and configuration of all of the acquired equipment, demonstration of specifications, and removal of all trash. The acquired equipment shall operate to manufacturer’s specifications upon installation.

Delivery of all units shall take place earlier but no later than 20 weeks after receipt of purchase order.
Installation and configuration shall take place earlier but no later than 12 weeks after delivery of units.
Inspection and Acceptance ☐ N/A
The Contractor shall demonstrate that all units are operational according to the manufacturer’s specifications. The deliverable and installed equipment shall be configured and integrated with the PSCR Lab Polaris 5G SA EPC and 5G NSA EPC emulators in collaboration with NIST and Polaris personnel for the overall integration effort. NIST will inspect and perform basic operation to ensure that the requirements have been met. NIST shall not sign off on the acceptance until an end-to-end call with a commercial handsets/UE, i.e., originating and terminating calls between two handsets via the network, has been completed on the installed and integrated system.

Warranty

When NIST reports a hardware failure the Contractor shall send NIST a unit replacement within NBD. NIST shall send back the broken unit for repair.
