Statement of Work Project Name: Renovate 3rd & 4th floor D Wing for SCI Primary Care Project No: 528A7-19-708 Project Address: 800 Irving Ave Syracuse, NY 13210 Building 1 Overview:
The Syracuse VA Medical Center located at 800 Irving Ave Syracuse, NY 13210 has a need to renovate the existing D wing, 3rd and 4th Floor of Building 1 and part of the 4th Floor C-Wing of SCI. These areas have under-utilized space that can be made more efficient for lab research and patient care where staff can better care for veterans.
Scope of Work:
This project will include abatement of all known and unforeseen asbestos containing materials as well as removal and disposal of any PCBs and other hazardous materials, in addition to demolition of the necessary existing walls, electric, lighting, ceiling, floor tile, mechanical equipment, ductwork, plumbing, AHU, etc. for approximately 10.000 gsf of existing space in order to construct a new Research areas and Office spaces. These areas will include 6 Exam rooms with 1000-pound lifts, SCI Research Lab, Office spaces, Conference rooms, and New Research Lab areas. The Contractor shall refer to all contract documents including drawings and specifications for a complete detailed description of work and all requirements to be performed. Furthermore, it is the contractor’s responsibility to provide all required supervision, labor, materials and equipment necessary to complete the work on time. Contractor is required to follow all infection control requirements, interim life safety measures, safety/security procedures and all other VA requirements.
Item 01;
Renovation and general construction of 3rd and 4th floors of D-Wing and 4th floor of SCI of approximately 10,000 gsf, located at Syracuse VA Medical Center which includes, but is not limited to, general construction, demolition, renovation, carpentry, mechanical, electrical, plumbing, fire protection, security and all other items required by the drawings and specifications.
Item 02;
Asbestos abatement including selective demolition as outlined in drawings, and 3rd party survey of proposed areas of construction to include:
- Removal, clean up and disposal of all thermal insulation including pipe insulation, mudded fitting insulation, pipe end sealant, floor tile, mastic and all Hazardous related materials.
Work Hours:
Normal business hours (Monday through Friday, 8am – 4pm) as well as after normal business hours and weekends as required by the COR to minimize impact to patient care and facility operations. Demolition and construction that is disruptive to facility operations and patient care will only be performed between the hours of 7am and 7pm may only be completed in 2 hours on (maximum) and 2 hours off (minimum) intervals or Work will need to be completed outside of normal business hours and/or weekends. This disruption work hour options will be worked out and determined by COR. A work schedule will be required with regular updates in order to plan future work in certain areas and hours of work. Some of the work on the 4th floor of SCI will need to be schedule in order to not impact patient care areas. All electrical, steam, chilled and hot water shutdowns, that is required, shall be coordinated one week in advance with the COR and scheduled after normal business hours.
Period of Performance:
The durations of this project are 60 days (2 months) for submittals, 60 days (2 months) for asbestos abatement and 215 days (7 months) for construction for a total period of performance of 335 days. The Contractor is to submit a detailed construction schedule to the CO and COR for review and approval two weeks upon receipt of Notice to Proceed. In addition, the contractor is to provide contact information for all individuals who will be working on-site 7 days before starting the work. All Contractors on site will need to Follow the PIV Procedure for badges. All Contractors entering facility daily will need to complete the online “Covid-19 Screening Tool” assessment and will follow CDC guidelines on mask wearing unless deemed unnecessary by VA Facility.
