About this file

This document contains responses to questions from a contractor regarding ceiling-mounted patient lift requirements for a renovation project at the Syracuse VA Medical Center. The project involves installing 7 ceiling lifts rated for 1,000 pounds on the fourth floor for transferring patients. Two lifts will be in specific procedure and exam rooms, while the others will be 600-pound rated lifts. Ceiling heights are confirmed to be 8 feet, and tiles will be replaced to accommodate the lifts. The general contractor will handle bond and electrical requirements. Work may be completed during standard business hours but only in one or two rooms at a time to avoid closing departments.

A related federal contract opportunity involves solicitation number 36C24221B0016 for renovations to the third and fourth floors of the D-wing at the Syracuse VA Medical Center. The procurement is set aside for total service-disabled veteran-owned small businesses. Offerors must register in the System for Award Management and submit their VetBiz verification and annual Vets-100 report. Questions are due by January 28, 2021 and bids are to be emailed to the contracting officer. The architect of record is ineligible for the construction award.

Hi Nicholas, Paul, Good afternoon, hope this finds you both well. I’m forwarding our RFI for the 3rd and 4th floor renovation project which includes 7 1000 lb. ceiling lift systems on the 4th floor. Please review and let us know when the answers will be posted.

1. This project is called the 3rd and 4th floor Renovation project, but we do not see lifts on the 3rd floor. Please confirm there are only 7 1000 lb. lifts to be installed on the 4th floor. There are no lifts on the 3rd floor. There will be 2, 1000 lbs. lifts on the 4th floor. These will be in the D-Wing Procedure room and in Exam Room C434 in the SCI wing. All the other rooms will have the 600 lbs rated lifts. With all lifts having continuous charging rails.

2. Please confirm ceiling height in the rooms receiving lifts. I’m finding ceiling heights of 7’, 7’10 to 8’ which is too low to make an effective ceiling lift transfer with 1000 lb. traverse systems. All the Ceiling heights are at 8’. We currently have 600 lb. lifts in 4 of the rooms. I’ve attached below pictures of the ceiling lift we have installed in this area now.

3. Will the ceilings be removed for this renovation? If so, we can install our track recessed to gain us several inches of stroke length, then your ceiling contractor can run grid directly up and into our rail. If this is a recessed installation, will we be required to make 2 trips for install. First trip to install above ceiling material and fixed rails, then a second trip to install traversing rail and motor. Ceiling tiles and Grid will be removed and replaced by GC or Sub.

4. Do we know how much the new ceiling tiles will extend below the ceiling grid which will determine if we can install our fixed rails flush with ceiling grid or if we partially recess our track? Ceiling Tiles will not extend below grid framing. Ceiling tiles will need to match up to lift either flush or recessed. We can not have openings from exam room to above ceiling tiles (deck area)

5. Is union labor required for this project? No, this is not a requirement.

6. Prevailing wage applies to this project, is certified payroll required as well? We follow Davis Bacon Wages.

7. Is a loading dock available to receive material shipped via freight company? Yes, but this will need to be schedule for deliveries.

8. Will there be a required safety orientation for our installers to attend prior to work? Yes, this might be done by either GC or in conjunction with the VA safety Team.

9. Is a performance or payment bond required? Yes, but it is the GC responsibility to handle the bonds not a subcontractor.

10. Will ICRA be installed by GC? Our basic ICRA included in the quote is plastic and sticky mats. Yes, this will need to be done either by your group or the GC. This is a question you need to work out with GC.

11. Will the electrical outlet be installed by others? Our charging detail attached. Yes, this will be installed by GC

Electrical Sub contractor I would think. This is a question that you need to ask the GC on what they are providing for you.

12. Will our installation work be able to be completed during business hours, 8am to 5pm? Some work might be if it does not affect the workings of the patient care exam rooms. This work can only be done 1 or 2 rooms at a time. We cannot close the department for weeks.

In regard to the several spec. points:

We do not have BIM capabilities but have worked with architects and planners when BIM is required.

Our ceiling lift does not have the capability to be converted from in rail charge to handset charge.

Our motors cannot operate in competitive tracks.

Can you say at this point when these and other RFIs will be posted?
