Architect/Engineer (A/E) Statement of Work (SOW) 528-812 Build New Women’s Health Center

A. General Scope of Work:

The project includes design and construction period services for the construction of a Women’s Health Center, on the Albany Stratton VA Medical center campus, located on the hillside, between the parking lots of Building 67 and (the former) Building 5. The Women’s Health Center shall be a 2-story structure, with an allowable footprint of 12,600 gross square feet. The construction project will also include site upgrades – pathways compliant with VA Barrier-Free Design Standard dsBarrFree.pdf (va.gov), modify the lower parking lot, consisting of renovations to stormwater infrastructure and landscaping improvements. The goal of the project is to construct a standalone Women’s Health Center, that will house dedicated Primary Care, Mental Health care, Imaging, and additional specialty services, separate from the Main Hospital. Additional site upgrades are required, to compensate for the building’s footprint, existing and new utilities, parking, and additional site infrastructure.

The AE shall conduct a survey of the project area to:

1. Verify all existing site conditions, particularly utilities: which utilities are nearby, and which are missing (e.g., medical gas, fire suppression, etc.).

2. Perform a geotechnical investigation in project area to define requirements for installation of foundation(s), necessary sub-grade supports and embankment soil stability design.

3. Determine the viability of connection to existing communications, electric, domestic cold water, sanitary sewer, storm sewer and chilled & heating hot water utilities.

A detailed cost estimate performed by a professional cost estimator is required at each design stage.

Deduct alternates shall be included in the design, which must equal 10% of the construction cost at minimum.

Work requirements include, but are not limited to:

1. Conduct an environmental assessment of construction.

2. Relocate existing utilities that conflict with project area. Replace the transformer and panelboard in new location.

3. Excavate section of hillside, allocated for building footprint and embankment stability design.

4. Construction of building foundation.

5. Provide structural supports for hospital-selected equipment.

6. Install necessary utility services and building envelope

7. Lead shielding calculations and design for imaging room(s)

8. Prepare a list of finishes and show necessary fixtures

9. New HVAC system(s) and equipment with BMS controls per the VA design manual. Note, entrance to utility (MEP) room(s) shall be from the exterior, to prevent interaction with patients.

10. Provide proximity-card access controls, Nurse Call, Code Blue, Telecommunications, Patient

Safety, and other electrical support systems.

11. Provide quick response, fire suppression system & Class 1A fire alarm system.

12. Provide site improvements for both infrastructure and aesthetics.

The A/E shall perform all work necessary to prepare the specifications, drawings, bidding documents, solicitation support services and construction period services for the subject project. The design shall follow all VA Standards, VA Design Guides and Design Manuals, Federal Energy Management Program, as well as local, state, and federal codes. Throughout the design phase, the A/E shall produce and maintain all meeting minutes. The A/E shall provide written response to design comments from the previous phases of design prior to submission of the succeeding phase submission; incomplete responses are grounds for rejection.

Prior to the submission of the un-reviewed final drawings and specifications, the A/E shall conduct a narrative walk-through with the COR and each of the trades included in the project to demonstrate that the work shown on the drawings can be physically constructed as depicted. The trades shall include, but not be limited to: architectural, interior design, structural, plumbing, HVAC, fire protection, IT, special systems, and electrical. The designer for each trade shall be present at the walk-through which will encompass all the physical areas affected by the project. Individual walk-through may be conducted for specific trades. Upon completion of the walk-through, the VA will give direction to the A/E whether the design may proceed to completion as shown or whether some redesign is necessary. The walk-through shall be scheduled by the A/E in a manner that will allow corrections before the un-reviewed final submission due date. Required corrections will not excuse the A/E from submitting the un-reviewed final drawings and specifications on time.

At the conclusion of the project, the A/E shall update the VA-provided CAD site map drawing.
