5/2/2022SOW for Site Assessment for CGL - Submarine Cable Portion r2FINAL.doc
STATEMENT OF WORK
SITING ASSESSMENT OF A COMMERCIAL SUBMARINE POWER
CABLE FOR COUGLAN ISLAND (CGL), ALASKA
Job Description:
Subcontractor shall conduct a siting assessment and feasibility study of a commercial submarine and/or overland power cable and any associated electrical systems to supply commercial electrical power to both FAA’s Battleship Island and Coghlan Island facilities, Alaska (Fig. 1).
Period of Performance:
May 2022 through August 2022 (est)
Tasks:
The subcontractor shall provide technical support to the tasks identified below and support and/or complete any deliverables identified herein. Tasks shall include:
FAA’s Coghlan Island facility in Alaska is currently running 24x7 on prime generator power (PX) (Fig. 2). The FAA wishes to reduce maintenance and upkeep costs at the site by installing commercial power originating from the local utility company. Commercial power would also greatly reduce the risk and extent of any fuel leakage from storage tanks currently used to power the existing PX engine generators. A commercial power cable project would greatly improve the environmental impact of the FAA facility.
FAA’s nearby Battleship Island installation also houses facilities that would benefit from commercial power and is included in the study for a possible commercial power connection (Fig. 3).
The siting assessment will include the following activities and deliverables:
Preliminary:
1. Initial “meeting of the minds” with FAA and contractor to characterize FAA interests, concerns, and constraints, and evaluate contractor suitability to the project and assessment.
2. Establish an organizational and assessment project structure.
3. Consult with stakeholders as needed.
Assessment:
1. Identification and preliminary confirmation of a suitable project stakeholder team members and alternates, if appropriate.
2. The effort shall consist of a paper study using data gathered from readily available published sources, plus a site visit. This is a feasibility assessment, not a formal design project, although informal conceptual design alternatives and possibilities are desired as part of the assessment.
3. Marine (boat trips) and terrestrial field assessment of FAA remote facility site(s), potential routing corridors for submarine cables connecting to utility commercial power (primary scenario), and investigation of any adjacent opportunities in the utility market area for cost/scope share.
4. A recommendation as to what type of mapping of the sea floor to provide possible routing recommendations for a submarine power cable should be undertaken at some future date.
5. Presentation of choices as to which type of cable to be used.
6. Develop project routing path alternatives with informal conceptual designs for each.
Paths to be investigated are as follows (Fig. 1):
a. Option One (yellow): Cable run from Mendenhall Peninsula to Battleship Island and thence to Coghlan Island. Utility has nominally agreed to provide a service drop at the origin point on Mendenhall Peninsula..
b. Option Two (green): Cable run from Auke Cape/Indian Cove/Juneau Ferry Terminal area (Fig. 4) to Coghlan Island and thence to Battleship Island.
Contractor will need to consult local utility and jurisdictions for any available prospective power drops, and decide on best route.
c. Option Three (orange): Cable run from Auke Cape/Indian Cove/Juneau Ferry Terminal area to Coghlan Island. A separate cable run coming from the other direction, i.e., from Mendenhall Peninsula to Battleship Island. Contractor will need to consult local utility and jurisdictions in the Auke Cape area for any available prospective power drops, and decide on best route.
d. Any other routes or solutions offered by awardee that would meet the basic requirement of providing economical commercial power to the two islands.
7. If commercial power (ideal scenario) is not available or feasible, then develop conceptualization/design/installation ideas relating to alternative energy options (secondary scenario), either as primary or supplementary power source, recommending a solution that employs durable, maintainable, tried and tested technology. Overly exotic, complicated, and/or untried technologies/solutions likely will be rejected).
8. An informal validation of environmental, regulatory, and permitting requirements.
9. Rough order of magnitude cost estimates and timelines for each project alternative.
10. A Draft Report for review that includes a risk assessment of the alternatives and a recommendation for a preferred alternative.
11. A Final Report that incorporates requested corrections and clarifications to the Draft
Report.
Proposal Timeline:
1. From the date of the FAA notice to proceed, a Draft Assessment Report and
Feasibility Study shall be submitted within 4 months, and a Final Report by two weeks from FAA requested edits to Draft Report.
FAA Responsibilities:
The FAA shall provide the following:
1. Participate in a pre-assessment meeting of the minds.
2. Assign a single point of contact and alternate if appropriate.
3. Provide basic load information as deemed relevant by FAA to facilitate the study.
4. Provide rough location of a prospective FAA load center on Mendenhall Peninsula.
5. Review and comment on Draft Assessment Report in a timely manner to facilitate
Final Report.
6. Agree to protect any proprietary, confidential, or critical energy infrastructure information provided and marked as such by contractor within the Assessment.
Work Location: Areas in the environs of Mendenhall Peninsula, Battleship Island, Coghlan Island, and Auke Cape/Indian Cove/Juneau Ferry Terminal, Alaska (Figure 1).
Evaluation Criteria:
Deliverable end product will be a project design/installation assessment and feasibility study for a possible submarine and/or overland cable run, including any auxiliary or alternative energy systems along the run (AES not preferred as primary electrical supply)..
