STATEMENT OF WORK (SOW)

CAMP PENDLETON RESERVE TRAINING CENTER ARMORY CAGE INSTALLATION

4TH LAR, 4TH MARINE DIVISION

1.0 GENERAL SCOPE

Deliver, install, and complete a fenced, armory-cage wall for 4th Light Armored Reconnaissance Battalion (LAR) Battalion’s armory on Marine Corps Base (MCB) Camp Pendleton (CPEN), California.

The purpose of this installation is to serve as a physical barrier between two company size elements:

Headquarters Company and Alpha Company. Currently, these two armories are collocated within the same armory space, hampering the unit’s ability to segregate government equipment and property from two distinct company commands.

Contractor shall provide the requisite personnel, equipment, and materials to install a woven wire fence at the designated job site. The Contractor shall successfully demonstrate full cage system operation to the Government and provide system drawings.

2.0 GENERAL INFORMATION

2.1 Period of Performance: The period of performance of this contract to complete installation and provide all deliverables to the Government is 60 days from contract award.

2.2 Place of Delivery & Installation:

Delivery & installation shall be at 4th LAR, 100 Nelson Rd Bldg. 41408 Camp Pendleton, CA 92055. The Contractor shall maintain an adequate work force for the uninterrupted performance of all deliverables defined within this SOW when the Government facility/installation is not closed for the below reasons.

The Contractor shall be escorted by a Government representative (reference 4.0) throughout the duration of the performance of this contract.

The Contractor shall provide deliverables between the hours of 0800-1600 on Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Recognized Holidays: Contractor shall be required to continue to provide services and supplies during holidays if the military units they are supporting do not have the day off. Federal Holidays to potentially occur during this contract’s PoP may include: Memorial Day; Juneteenth National Independence Day; Independence Day; Labor Day.

Receiving “dock” for Contractor materials and equipment is collocated directly next to the installation site at ground level (approximately 20 ft. apart). Worksite is located within “open bays” available for staging forklift support to offload materials is provided by the Government.

2.3 General Waste Disposal:

The Contractor shall be responsible for the removal of general waste collected at the work site and be responsible for the proper disposal.

2.4 Security Requirements:

At the close of each workday, Government facilities, equipment, and materials shall be secured by Government personnel.

Contractor shall submit Visitor Requests through the cognizant Field Security Office. The Contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the site point of contact. The Contractor and all associated subcontractor employees shall provide all information required for background checks to meet installation access requirements. The Contractor shall ensure compliance with all personal identity verification requirements as directed by Department of Defense (DoD), Marine Forces Reserves (MARFORRES), Marine Corps Base Camp Pendleton, and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in Contractor security matters or processes.

The Contractor’s employees shall become familiar with and obey the regulations of the installation, including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All Contractor employees shall always carry proper identification with them and shall be subject to such checks as may be deemed necessary. The Contractor shall ensure compliance with all regulations and orders of the installation which may affect performance. The Government reserves the right to direct the removal of an employee for misconduct, security reasons, or any overt evidence of communicable disease.

Removal of Contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

2.5 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public, Government, or other Contractor personnel, that they are Government officials.

They must also ensure that all documents or reports produced by the Contractor are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.

3.0 DELIVERABLES

3.1 Schedule On-Site Field Measurements with 4th LAR Battalion and Technical Point of Contact

(TPOC)

The Contractor shall schedule on-site field measurements with 4th LAR and TPOC within five (5) business days of contract award.

3.2 Perform On-Site Field Measurements with 4th LAR Battalion and Technical Point of Contact (TPOC)

The Contractor shall attend the on-site field measurement with the TPOC within ten (10) business days of contract award. The TPOC shall accompany the Contractor to the job site. The Contractor shall bring measurement equipment and the government’s technical drawing to the field measurement. After field measurement and new technical drawings are completed by the Contractor, the Contractor shall provide drawing(s) docurents to the TPOC for approval prior to fabrication

3.3 Furnish Woven Wire Fencing Material

The Contractor shall deliver the materials in accordance with the standards listed below. Contractor shall ensure all packaging and debris is removed upon completion of delivery.

• All material wire edges to be enclosed in at least 12 gauge channel

• 10 gauge 1 ½” diamond wire mesh required.

• Fence stiffeners, if required, are to be posts centered on the wire partitions.

• Color: Black (enamel gloss or powder coat paint)

3.4 Woven Wire Fence Installation

The Contractor shall install all required woven fencing in accordance with government provided technical drawings (reference att. A). The Contractor is not required to remove any existing material/equipment prior to installation. Fencing is to be anchored to the existing concrete floor using applicable size anchors.

The contractor shall ensure that all packaging and debris are removed from the job site upon completing the installation. Install:

• Approximately 9’9 1/2” W and 34’10” W x 9’8 ½” H and 11’5” H, 25’4” W x 9’8 1/2” H fencing.

• Two sliding gates 5’ W x 7’ H with mortis locks.

• One service window in each sliding gate 8” W x 12” H with a metal swing door and padlock hasp.

4.0 GOVERNMENT POINTS OF CONTACT

The TPOC shall aid in identifying and resolving problems and provide technical clarification in support of the contract requirements. The TPOC DOES NOT have the authority to make changes and/or give direction under this contract. The only authority that is authorized to make any changes, and/or provide monetary adjustments is the Contracting Officer (KO) from the Regional Contracting Office (RCO), Marine Forces Reserve.

5.0 DEFINITIONS

CONTRACTOR. The supplier or vendor awarded the contract to provide supplies or service to the Government. The term used in this contract refers to the prime.

CONTRACTING OFFICER. A person with authority to enter into, administer, and/or terminate contracts, and make related determinations and findings on behalf of the Government. Note: This is the only individual who can legally bind the Government.

DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service meet contract requirements.

SUBCONTRACTOR. One that enters a contract with the prime Contractor. The Government does not have privity of contract with the subcontractor.

WORKDAY. The number of hours per day the Contractor provides services.

WORK WEEK. Monday through Friday, unless specified otherwise.
