ARCHITECTURE-ENGINEERING SERVICES
Project No. 463-26-101
Cooling Upgrades
OVERVIEW
Provide Architect/Engineer professional services to include investigative services, surveying, site visits, calculations, preparation of contract drawings and specifications, preparation of cost estimates, construction period services, and other services as required necessary to construct a cooling plant that allows the facility, located at the Alaska Veteran Affairs Healthcare System (AVAHS) outpatient clinic located at 1201 N Muldoon Rd, Anchorage, AK, 99504, to meet current and future cooling demands.
TASKS
The Architect Engineering firm (A/E) will be required to take meeting minutes and distribute to the VA for approval and as documentation of what was covered in all meetings.
The Project shall include the following items as required for the AVAHS to obtain a complete and fully functional project:
1. Design a complete air-cooled chiller plant system, to replace the existing single pass well system, as recommended by the Cooling study that was completed in January 2024 (attached to this solicitation). The current cooling load for the building is approximately 460 tons. Future Cooling loads should be considered during sizing.
2. Analyze existing power distribution capacity and upsize/expand as needed to support the chiller design.
3. Provide a design for a prescribed process that a contractor can clearly follow in order to thoroughly remove exterior scaling and interior scaling on all ten air handler cooling coils to return them to like new performance.
4. Design shall be in accordance with VA Design Specifications, and Design Guides found in the TIL.
5. The Architect/Engineer will provide a cost estimate as part of the 35%, 65%, 95%, and 100% submittals.
6. The Architect/Engineer will provide progress plan sets, in pdf form, for preview/ coordination 3x weeks prior to each submittal deadline.
7. The Design Development requirements of VA PG-18-15, Volume C, A/E Submission Requirements, must be followed for each submittal phase.
8. Specifications: The A/E firm may obtain the list of the complete VA Construction
Specifications from the VA Facilities Management Technical Information Library (TIL), which is located at https://www.wbdg.org/ffc/va/va-master-specifications-pg-18-1. Any specifications that are edited by the contractor shall be submitted to the VA for approval.

The edited version of the specification shall be in Microsoft Word™ in the editing format and all changes shall be in RED.
Total design period duration shall be 236 calendar days as described below. Interim and
Construction periods will be determined at a later date.
A/E DESIGN SCHEDULE AND DELIVERABLES
Within 7 days after Notice to Proceed (NTP) – Attend kick off meeting via Teams.
PART I – PREPARATION OF CONTRACT DRAWINGS AND SPECIFICATIONS
1. SCHEMATIC DEVELOPMENT (SD) 35% SUBMITTAL.
Submit a 35% Design Development Package, that provides all major elements of design, and incorporates the information from the Part A preliminary studies.
A review conference will be held via Microsoft Teams.
A Class 3 construction cost estimate per the Cost Estimate Classification System is required.
Provide the following:
▪ PDF of Arch C (22x34”) Drawings.
▪ 1x copy of the Class 3 Construction Cost Estimate (PDF)
▪ 1x copy of the Specifications Index (.xlsx format)
2. DESIGN DEVELOPMENT (DD) 65% SUBMITTAL.
Submit a 65% Design Development Package including the items noted below.
A review conference will be held via Microsoft Teams.
Provide the following:
▪ Provide PDF of Arch C (22”x34”) Drawings.
▪ 1x copy of the Class 2 Construction Cost Estimate (PDF)
▪ 1x copy of the Specifications (PDF)
3. CONSTRUCTION DOCUMENTS (CD) 95% SUBMITTAL.
Submit a 95% Construction Development Package including the items noted below.
A review conference will be held via Microsoft Teams.
A Class 1 construction cost estimate per the Cost Estimate Classification System is required.
This should be a complete bid set of documents and a final construction estimate. All necessary construction documents are to be incorporated into this submittal.
Provide the following:
▪ Provide PDF of Arch C (22”x34”) Drawings.
▪ 1x copy of the Specifications (PDF)
▪ 1x copy of the Class 1 Construction Cost Estimate (PDF)
▪ 1x copy of the Construction Schedule, Including Phasing (Coordinate file format)
▪ 1x copy of the Submittal Register (.xlsx format)
4. CONSTRUCTION DOCUMENTS 100% SUBMITTAL
This submittal will also include all prior documentation with comments incorporated and completed to 100% design Level.
Provide the following:
▪ Drawings o Provide PDF of Complete Arch C (22”x34”) Drawings Set o 1x Paper Copy of Complete Arch C (22”x34”) Drawings Set o Complete set of CAD files (AutoCAD 2024 File Format with consolidated layers), unedited Revit/BIM exports are not acceptable.
▪ 1x copy of the Specifications (PDF)
▪ 1x copy of the Cost Estimate (PDF)
▪ 1x copy of the Construction Schedule, Including Phasing (PDF)
▪ 1x copy of the Construction Submittal Register (PDF)
PART II CONSTRUCTION PERIOD SERVICES
Solicitation Phase:
Provide written clarifications to questions about the specifications and drawings that are submitted by prospective bidders and/or offerors prior to submission of offers. Written responses shall be prepared and forwarded directly to the VA Contracting Officer and Contracting Officer’s Representative (COR). Do not provide responses directly to bidders/offerors.

SCHEMATIC DEVELOPMENT (SD) 35% SUBMITTAL NTP + 45 DAYS
VA REVIEW NTP + 74 DAYS
DESIGN DEVELOPMENT (DD) 65% SUBMITTAL NTP + 119 DAYS
VA REVIEW NTP + 133 DAYS
CONSTRUCTION DEVELOPMENT (CD) 95% SUBMITTAL NTP + 178 DAYS
VA REVIEW NTP + 192 DAYS
CONSTRUCTION DOCUMENTS 100% SUBMITTAL NTP + 222 DAYS
VA REVIEW NTP + 236 DAYS
Construction Phase:
Construction is currently planned to begin in Spring of 2029.
Provide shop drawing review, submittal review, and RFI Response services as part of the construction phase services.
Provide review and evaluation of contractor’s fee proposals and proposed contract changes to the Contracting Officer and to the COR when required.
Provide a rough-in site inspection and a substantial completion site inspection, for each discipline.
Provide the number of inspections by discipline and a potential schedule of site visits and field inspections as part of the Offer.
Provide updated record drawings for coordination with construction trades as needed. Updated drawings during construction would be a result of proposed/approved change orders and for record keeping purposes.
Notate modifications to drawings and specs throughout construction and submit final as-built drawings (pdf) and as-built Autocad files (.dwg) for all disciplines within 30 days of construction substantial completion.
