About this file

This Statement of Work (SOW) outlines requirements for commercial internet installation and service at Building 40100 (Ready Building) at the Oasis Compound, North Utah Test and Training Range. The project involves upgrading cellular infrastructure to provide reliable internet service with download speeds of 100 Mbps and upload speeds of 10-20 Mbps to support multiple users, live streaming, and video conferencing.

The scope includes conducting site surveys, procuring and installing new equipment (routers, antennas, hardware), upgrading core network components, integration testing, and network optimization. Key deliverables include site assessment reports, hardware/software inventory, installation documentation, testing reports, training materials, and a final project report. The contractor must provide regular project updates and ensure compliance with industry standards. Acceptance criteria specify WiFi coverage requirements, speed minimums, capacity for simultaneous users, compliance with regulations, and comprehensive testing. The SOW notes that access will be provided based on scheduled missions and requires formal change management processes for any scope modifications. No specific cost estimates or timeline details are provided in the document.

Statement of Work (SOW) for Commercial Internet in Building 40100 at the Utah Test and Training Range (UTTR)

1. Introduction

This Statement of Work (SOW) outlines the scope, objectives, deliverables, timeline, and responsibilities for the installation, monitoring, and management of commercial internet service to the Ready Building (40100) at the Oasis Compound, North Utah Test and Training Range. The purpose of this upgrade is to enhance the current cellular network to support increased capacity, improve service quality, and incorporate the latest technology standards.

2. Project Overview

The cellular infrastructure upgrade will involve the following key components:

The internet service provider (ISP) must be able to provide reliable download and upload speeds (approx. 100 Mbps for download, 10 - 20 Mbps for upload) to facilitate multiple users, live streaming and video conferencing. Service should allow for multiple users during peak times, maximize signal quality allowing for physical obstructions (walls, floors), and strive to minimize latency. The ISP should be able to monitor network performance and provide proactive maintenance to help prevent issues and be willing to travel back and forth to the UTTR for maintenance/repair if needed. The ability to scale the network to accommodate more users and higher data loads is important for any future growth requirements.

3. Scope of Work

The scope of work for the commercial internet infrastructure upgrade includes:

• Site Survey and Assessment: Conduct a detailed survey of the building to assess current capabilities, equipment conditions, and site readiness for upgrade.

• Equipment Procurement and Installation:

• Procurement of new routers, antennas, and other necessary hardware.

• Installation and configuration of new hardware.

• Core Network Upgrade:

• Upgrade of core network components including switches, routers, and servers.

• Integration and Testing:

• Integration of upgraded and new commercial WiFi into the existing network.

• Comprehensive testing to ensure all systems function correctly and meet performance requirements.

• Network Optimization:

• Post-installation optimization of network parameters to ensure maximum efficiency and service quality.

• Continuous monitoring and fine-tuning during the initial operation period.

• Training and Documentation:

• Provide training for staff on the operation and maintenance of the upgraded infrastructure.

• Supply detailed documentation on all new equipment, software, and network configurations.

4. Deliverables

The following deliverables will be provided as part of the project:

• Site Assessment Report: Detailed report of findings from the site surveys and assessments.

• Hardware and Software Inventory: List of all procured and installed equipment and software.

• Installation and Integration Report: Documentation of all installation and integration activities.

• Testing and Optimization Report: Results of all testing and network optimization activities.

• Training Materials and Sessions: Training materials and records of training sessions conducted.

• Final Project Report: Comprehensive report covering the entire upgrade project, including lessons learned and recommendations for future improvements.

6. Responsibilities

Client Responsibilities:

• Provide access to the facility and needed rooms.

• Approve the procurement of equipment and software.

• Participate in regular project meetings and reviews.

Contractor Responsibilities:

• Conduct all site surveys, equipment procurement, and installations.

• Ensure that all work is performed in compliance with industry standards and regulations.

• Provide regular updates on project progress.

• Deliver all project documentation and training materials.

7. Acceptance Criteria

The upgrade project will be considered successful and complete when:

• Coverage: WiFi signal must be strong and consistent in all designated areas of the building.

• Speed: WiFi must support a minimum download speed of 10-20 mbps and upload speeds at approximately 100 mbps.

• Capacity: The network should handle simultaneous connections from multiple users without degradation in performance.

• Compliance: The network must comply with all relevant industry standards and regulations.

• Support: Provided comprehensive documentation and training for staff to minimally troubleshoot the network.

• Testing: Conduct thorough testing to ensure all performance, security, and reliability criteria are met before final acceptance.

8. Project Governance

• Regular project updates will be given to review progress, address any issues, and make decisions as required. The contractor will provide regular updates, including a summary of work completed, and any issues encountered.

9. Assumptions

• Access to all areas will be provided depending on scheduled missions.

• Necessary permits and regulatory approvals will be obtained in a timely manner.

• Any changes to the scope of work will be documented and approved through a formal change management process.

10. Change Management

• Any changes to the scope, schedule, or cost of the project must be formally requested and approved by both the client and the contractor. A change request form will be used to document and track all change requests.

11. Cost Estimate

• A detailed cost estimate will be provided separately, covering all aspects of the project, including equipment, labor, travel, and any other associated costs.

12. Conclusion

This Statement of Work outlines the comprehensive plan for installing and maintaining the common area internet service in building 40100 at the Utah Test and Training Range. Both parties agree to adhere to the terms and responsibilities outlined in this document to ensure the successful completion of the project.
