1. INTRODUCTION

1.1 The USCG SFLC ESD performs structural analysis on aging cutters to determine the remaining strength of structure in its current condition by interpretation of 3D laser

Hull Scans. In order to perform this analysis, the 3D laser scans are compared to hull forms that are developed from hull lines drawings. The structural condition information is then used in connection with Finite Element Analysis (FEA) programs to assess the ultimate strength of the ship structure. The results of the comparisons and deviations are used to guide structural repairs and future surveys of problematic structure required to insure operational availability.

1.2 The objective of this effort is to develop new Rhino 3D graphic surface models of

USCG cutters based on comparisons with the hull lines drawings and measured hull surfaces and review and update existing models developed by the USCG.

2. REFERENCE MATERIAL

2.1 The Tasks of this project require information about existing cutter classes, including the hull lines drawings, offset files, and 3D Rhino surface models developed for or by the USCG will be provided as government furnished material.

3. SCOPE OF WORK – The work is to be accomplished through the following tasks.

3.1 Task 1 – UPDATE THE EXISTING 3D HULL MODELS. The contractor shall review USCGC EAGLE and 87 WPB Rhino3D hull forms and adjust to measured 3D

Laser Scan to achieve as built shape. Resolution should be within 1% of displacement based on estimated deviation from the measured surface. The contractor shall develop updated hull form and hydrostatics of the modeled in Orca, OrcaCFD and GHS. The contractor shall prepare Orca3d CDF hull inputs and demonstrate resistance simulations at three speeds provided by the USCG. The contractor shall provide resulting hull form files with documentation of the updates made. The contractor shall provide the updated

Rhino 3D hull surface models to the USCG in digital format.

3.2 Task 2 – DEVELOP NEW HULL FORMS - The contractor shall Develop

Rhino3D hull forms for CGCs 140 WTGB, 175 WLBB, and third cutter to be determined from hull offsets (GHS or SHCP) and lines drawings provided as GFI by the US Coast

Guard. The contractor shall provide Rhino3D hull files. The contractor shall prepare

Orca3d CDF hull inputs and demonstrate resistance simulations at three speeds provided by the USCG.

3.3 Task 3 – PROVIDE DOCUMENTATION. The contractor shall provide a copy of the Rhino 3D hull and deck surface models to the USCG along with a letter report describing the results of the Task 2 integration concept. Documentation shall include hull forms in Rhino3D V6, Orca Level 2, and OrcaCFD as applicable. A letter report shall be provided on hull form modifications in Task 1 with screen shots showing rendered deviations. Hydrostatic calculations shall be provided showing differences between original and modified hull forms. A virtual kick-off, interim task completion, and final brief shall be provided to present the results of this effort.

4. DELIVERABLES AND SCHEDULE

4.1 DELIVERABLES – The contractor shall include in the letter report deliverables to

SFLC all photographs, illustrations, charts, graphs, tables, calculations, text, analyses, algorithms, conclusions and recommendations developed as a part of this project.

4.2 MODIFICATIONS - Modifications to contractor submittals required by the government reviewers, if judged by the contractor to be outside the scope of this Statement of

Work, shall be discussed at a meeting of the government technical and contracting personnel with contractor representatives.

4.3 SCHEDULE – The following schedule of events shall be followed by the contractor in carrying out the provisions of this Statement of Work. When either party becomes aware of their inability to conform to this schedule, they shall so advise the other party, in writing, propose an alternate schedule, and provide justification.

Item

No. Description Quantity Deliverable Due

1 Task 1 and 2 -Draft models, 2 copies and CD, 24 weeks after

Contract Award.

2 Task 3 Documentation and CDs, 2 copies and CD, 4 weeks after receipt of USCG .

5. QUALITY ASSURANCE

5.1 The government reserves the right to witness the validation procedures and validation processes of any part of the project development at whatever site such action is taking place.

5.2 The government will review the contents and format of the deliverables in their entirety prior to issuing approval.

6. SECURITY CLEARANCE

6.1 This work is not classified. No security clearance is required.

7. USE OF GOVERNMENT FURNISHED MATERIAL

7.1 Government furnished material shall be used for the delivery order only and shall not be used or disseminated for any other purpose.

8. NOTES

8.1 DELIVERY DESTINATION – All items to be delivered under this work statement shall be delivered to the SFLC-ESD technical point of contact, Mr. Karl Stambaugh, with a documenting cover letter at the following address:
