About this file

This is a Statement of Work for the provision and maintenance of a breathing air compressor unit at Commander Fleet Activities Sasebo, Japan, aboard USS RUSHMORE (LSD-47).

The contractor must provide one Rent Co., Ltd. Model RST-55/RST-55A breathing air compressor unit featuring a 100% oil-free scroll compressor with integrated refrigeration air dryer, pre-filtration, multi-stage coalescing and activated carbon filtration, and continuous in-line carbon monoxide monitoring with audible and visual alarms. The unit requires three-phase 200V/220V power and includes a 4-way air distribution manifold allowing simultaneous operation of up to four airline respirators. Output air must strictly conform to OSHA Grade D Breathing Air standards (29 CFR 1910.134(i)(1)(ii) and ANSI/CGA G-7.1-1989), with specified thresholds for oxygen content (19.5%–23.5%), condensed hydrocarbons (5 mg/m³ or less), carbon monoxide (10 ppm or less), carbon dioxide (1,000 ppm or less), and proper dew point control. Included accessories comprise a separate remote 4-port air distribution manifold, airline mask quick-connect adapters, and complete spare replacement filters.

The performance period runs from October 22, 2026, through February 12, 2027, with continuous availability required across all weekends and U.S./Japanese holidays. The contractor must provide independent certified laboratory air quality testing within thirty days prior to delivery and repeat testing following any major repair or contamination event. The contractor is responsible for all preventive maintenance, emergency response within four hours of notification, service restoration or replacement unit provision within twenty-four hours, calibration of the CO monitor, and all associated labor, parts, and disposal costs. The Government provides three-phase shore power, material handling support, and end-user equipment such as airline respirators and personal protective equipment. The contractor retains responsibility for all equipment failures, mechanical breakdowns, normal wear and tear, and pre-existing defects. Primary points of contact are Kenta Nakashima (Government) and Shamir Jones (Technical POC), both located at SRF-JRMC Sasebo.
