STATEMENT OF WORK

For

30m Ellipticus Antenna

S20-036

24 June 2020

PREPARED BY:

OC-ALC/OBCA

1. SCOPE

The Software Engineering Group (SWEG) requires the upgrade of the Nuclear Testing Apparatus (30m Ellipticus Antenna) located near Bldg. 1027 at Tinker AFB. This upgrade will include the replacement and removalof the existing antenna as well as all associated conduit supports and cabling. This will increase the height of the mast to support the test on various aircraft including the 747, E-4B, VC-25 and KC-46A.

2. BACKGROUND

Tinker is currently the only location with the technical expertise and equipment to conduct Nuclear Hardness testing for the Air Force. A new 30 meter extended antenna is required to support testing on various aircraft including the 747 E-4B, VC-25 and KC- 46A. The existing antenna cannot accommodate the larger aircraft.

The 30-Meter Extended Ellipticus Antenna testing volume will provide sufficient area to accomplish Low Level Continuous Wave (LLCW) testing of a 747-200 airframe with the objective of testing a 747-8i.

3. REQUIREMENTS

3.1. Project Summary: The following guidelines have been provided by the 72 Air Base Wing (72ABW) Civil Enginneering (CE) department. Any diviation from these must be approved prior implementation.

a) The Contractor shall disassemble the existing 20-Meter Ellipticus Antenna and Support System prior to starting any installation work. They shall lower the antenna and disconnect it from the support system and lower both support poles and disconnect all guys. The Contractor shall dispose of both support poles and the two (2) wooden poles from the older (and already dismantled) HSI antenna per site SME directions.

b) The Contractor shall complete site preparation and foundation work, including support structure and winch foundations and pouring a concrete pad for the climate controlled, 8’ x10’ amplifier shelter. Engineering analysis shall be provided prior to the installation of support structure.

c) Site preparation shall also include preparation of the ground plane surface.

Ground plane shall be leveled to approximate height of Compass Rose. A concrete pad with wooden poles around the perimeter shall be installed to prevent damage to ground plane and pad.

d) The Contractor shall provide an 8’ x 10’ metal, climate controlled structure for the amplifier. It shall be placed on a pad and anchored in place at the base of the northwest antenna pole.

e) The Contractor shall provide power to the amplifier structure (for lighting, climate control, additional 110 volt outlets, 220 volt 30 amp for the amplifier) and to the support structures (for the winches and emergency lighting system). This power to the shelter and northwest support pole will be run from the existing service located in Building 1027 and the power to the southeast support pole shall be run from the existing southeast support pole. All power shall be run underground.

f) The Contractor shall erect the two support structures and hardware and secure with the Down-Guys and install the Cross-Guy between the two support structures. This shall be followed by installation of powered winches to raise/lower the antenna and lightning protection system. The antenna and ground plane shall then be installed. Once completed the Government will mount the Government furnished drive equipment in the portable amplifier shelter and install the antenna terminations.

g) Aircraft Warning Light System, Aerial Markersand Lightning Protection System shall be provided for the new Antenna and Supporting Shelter.

h) SWEG/555 MXDPCD will assist the Contractor in conducting a RF Validation Test on the 30-Meter Extended Ellipticus Antenna to verify its functionality and that it meets all illumination requirements. The antenna must be capable of radiating a continuous wave electric field within the test volume of field strength of no less than 1V/m across the operational frequency range (10kHz to 1 GHz) when measured at a location 3 meters above the ground directly beneath the antenna balun. The antenna must perform the requirement when driven with existing amplifier/network analyzer (RF/Microwave Instrumentation model SP1088 and Network Analyzer Keysight Technologies E5061B. This will be similar to a standard field mapping exercise performed routinely using the existing 20-Meter Ellipticus Antenna.

i) The Government will provide use of the Depot Hardness Surveillance Test System (DHSTS), instrumentation and drive system to support the RF Validation Test. The Contractor shall develop and deliver a Validation Test Plan two weeks prior to the start of the RF Validation Test for the SME to review. Following the validation testing, the Government will assist the contractor if required in order to generate and deliver a RF Validation Test Report.

j) The Contractor shall leave the area clean and without debris.

k) A Project schedule for all project activities will be provided 30 days after contract award.

l) A preliminary design review shall be conducted within 90 days of contract award.

a. The contractor shall provide for Government approval computational electromagnetics modeling and simulations demonstrating the performance and electromagnetic field characteristics of their proposed design including vertical and horizontal modes of antenna operation.

m) A critical design review shall be conducted on-site 90 days after the preliminary design review. Engineering drawings and specifications shall be provided to the Government two weeks prior to the design review.

n) The contractor shall provide monthly progress updates to the Government.

o) Project shall be completed within 18 months of contract award.

• Antenna apex (balun) shall be 30m above pad.

• Antenna apex shall intersect the symmetry plane at 90°.

• At +/-38m (+/-125’) from center, Antenna shall be at least 28m above pad with design objective of 29m.

• From the +/- 38m points, the Antenna shall follow an elliptical shape (magenta) of vertical radius of 30m and horizontal radius of 81.75m within +/-2m, with a design objective of +/-1m.

• Antenna shall be 90°+/-10° of the ground plane for at least the last 2m of its length with a vertical ground stake connection.

• Antenna base shall be at +/-81.75m

3.2 Standards: The project involves multiple areas of concern and as such the Contractor shall submit design documents to 72ABW CE for review and approval prior to beginning construction. This design shall incorporate the following CE requirements.

a) Design and construction shall comply with the most current Tinker AFB Facility Standard. Contractor is responsible for securing all necessary dig permits and airfield construction waivers required for construction. The Government will provide assistance as required.

b) Fire Protection, if any, shall comply with the most current UFC 3-600-01 Fire Protection Engineering.

c) All electrical work shall be in accordance with the most current NFPA 70 and TAFB Electrical Standard requirements.

d) The Aircraft Obstruction Lighting shall comply with UFC 3-535-01 § 6-6.1.

e) The Lightning Protection System shall comply with UFC 3-575-01.

f) User shall supply As-Built Drawings and .Dwg files before project close out for

72ABW CE review and master file updates.

g) Inspection of the building and utilities will be performed by the CE representative during construction prior to final acceptance of the site.

3.3 Training – The Contractor shall provide up to one day of training on the working of all components. This shall include the following:

a) Raising and lowering the antenna

b) Operation of climate controls for building

c) Preventive Maintenance requirements

d) Provide Antenna and Support System Operation and Mainteance (O&M) Manual

3.4 Special Qualifications: The Contractor shall provide personnel with the following special qualifications:

• Provide examples of experience building 30m or similar suspended antennas

• Provide examples of previous work involving LLCW testing

4. GENERAL REQUIREMENTS

4.1 Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 7am to 5pm. If work hours are required outside the hours stated, the Contractor shall contact the Government POC for approval from the CO. Upon approval from the CO, the Government Subject Matter Expert (SME) or Government POC must be present with the Contractor.

These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.

4.2 Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health.

The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.

4.2.1 Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC- ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e- Publishing website at www.e-publishing.af.mil for downloading or ordering.

4.3 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911.

The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:

4.3.1 One (1) copy to CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:

1.) Name and contact number of person reporting the spill

2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.

4.3 Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this SOW.

4.4 Foreign Object Damage (FOD) and Dropped Object Prevention: (SS) Contractor personnel who work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers, and the Contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps, and in aircraft hangers and maintenance areas are required to receive the FOD/DOP training and to comply with AFI 36-2650, AFMC Supplement 1, paragraph 9.2., and A4.4.4. (Initial)/A4.4.5. (Refresher).

The Contractor and Contractor personnel shall acknowledge the FOD/DOP training either by viewing the Digital Versatile Disc (DVD) provided by the Government POC or the YouTube site, http://www.youtube.com/watch?v=tYcbodjFPnM.

4.4.1 The Contract Manager shall provide written certification to the Government POC for each employee within ten (10) business days after the contract award date. The certification shall have the title of the training, the name of the person who received the training, and the date of the training. The Contractor shall also ensure all new employees view the FOD/DOP training and provide written certification of training to the Government POC prior to the employees starting work in the OC-ALC shops. Every 36 Months, the Contractor and Contractor personnel shall be required to review the FOD/DOP training and to provide written certification to the Government POC.

4.5 Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.

4.6 Visitors Pass: The Contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes.

The Government POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot.

The Contractor shall provide two (2) forms of identification, one of which shall be a picture

ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.

4.7 Foreign Nationals: The Contractor shall notify the Government POC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.

4.8 Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, Government POC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, Government POC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.

4.9 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency.

It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
