1.0 DESCRIPTION OF SERVICES. This project involves installing the TX750 Autocrib in the 325th Security Forces Squadron Combat Arms Building located in at building 1265, 711 Beacon Beach Road, Tyndall Air Force Base, Florida. The current combat arms parts inventory VIDMAR drawers are more than 20 years old, are severely outdated for the required amount of inventory conducted. The parts system must be updated to ensure proper accountability and security of weapons parts while reducing manpower hours to conduct the inventory. Updating the combat arms parts system is required in order to effectively integrate current and future technologies in accordance with the Base of the Future initiative. The purpose of this statement of work is to install state of the art TX750 industrial vending machine with auxiliary unit and locker systems to provide security and accountability of weapons parts. The machine must be modern and durable, provide updated software with all current weapons parts in inventory, support nine hundred and seventy six (976) weapons parts and two (02) auxiliary locker systems that has eighty two (82) doors, provide all required extension cables, fit within the confines of the combat arms parts room, and be both reliable and sustainable with a minimum five year product warranty. Installation must be professional and sturdy. Must be installed as a stand alone system (Not be connected to the Base network).

2.0 SCOPE. Contractor shall work with the Combat Arms Project Manager to provide a design/layout for the combat arms section that will function with a [minimum] one (1) TX750 with one (1) auxiliary unit, and two (2) auxiliary lockers that has a [minimum] eighty two

(82) doors for personnel working in the Combat Arms Section. Contract shall provide console arrangement that best utilizes the available space. Contractor shall install all consoles and work centers per the agreed upon design. This includes electrical/communications as needed.

2.1 EQUIPMENT, MATERIALS, AND LABOR. Contractor shall furnish all equipment, supplies and labor to install all consoles and work centers. The contractor shall provide all other materials necessary to perform the work. Contractor will dispose of all waste materials.

Contractor will not remove or dispose of existing furniture in the building. There is no executive furniture included in this project.

2.1.1 Contractor may commence on-site delivery and installation activities through coordination with the appropriate Points of Contact (aka Government Representatives) as noted in Appendix B. Contractor shall conform to any approved drawings and specifications that they have developed to complete the work.

2.1.2 INSTALLATION.

i. Installation Timeframe. Time of installation will be scheduled between the hours of 7am – 4pm. Coordinate installation date(s) with the Combat Arms Project Manager.

Location has no loading dock, or any equipment to unload equipment and or freight.

ii. Delivery, Storage, and Handling. All products shall be delivered to the jobsite. Storage of product prior to installation is the contractor’s responsibility. There shall not be a staging area provided at the project site. Product is manufacturer’s responsibility until the Combat Arms Project Manager accepts complete installation.

iii. Scheduling Delivery. Contractor shall coordinate delivery and installation of items with the Combat Arms Project Manager. Combat Arms Project Manager has cleared the facility of all furniture/equipment and the room is prepared to receive delivery/installation of the product. Contractor shall refer to Appendix C for placement and layout of new dispatch consoles and command staff desks. Contractor will protect doors, doorways, corridor walls, and floors for delivery and installation. The contractor shall exercise due care and take reasonable steps to avoid damages to the existing facility. Contractor is responsible for repair of these areas should any damage be caused during the delivery and installation process.

iv. Specifications. The types of components or elements utilized shall be as shown on the drawings and the specification sheets once agreed upon. The storage capacity, machine accommodated or layout configuration shall not be reduced. Contractor shall be able to field verify the project site after award. Any modification to the design after award shall be approved by the client prior to order/implementation.

v. Project Completion. The following shall be submitted within one (1) week of installation:

1. Product instructions and cleaning information.

2. Product training materials (if not covered by instructions)

3. Punch list update on scheduled completion for outstanding items.

vi. Utility Outages. In the event utility outages are required, they shall be coordinated with the Combat Arms Project Manager at a minimum of fourteen (14) workdays prior to the proposed outage. Outages will be scheduled in all cases at the convenience of the Government, and work performance may be required during periods of time other than normal duty working hours.

vii. Additional Information. All items shall be installed by certified installers in accordance with the manufacturer's recommended installation instructions. Consoles and work centers shall be installed level and with proper alignment. The components shall be securely affixed to the ground or wall to prevent employee injury. A punch list walk through shall be performed with the contractor’s representative. Items on the punch list shall be noted, and a response for completion time (expected date of completion) of each item shall be provided from the contractor. All work shall be completed in accordance with all regulations in Appendix A.

viii. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO ABIDE BY ALL OF THE

LOCAL ORDINANCES GOVERNING THE PROJECT LOCATION.

2.1.3 HAZMAT REQUIREMENTS. All Chemicals must be approved by Tyndall AFB.

Environmental Flight and Material Safety Data Sheets (MSDS) must be available with the contractor.

2.2 CLEANING. All packaging material and debris shall be removed from the site and properly disposed of by the contractor. Upon completion of installation and prior to the punch list walk through, all products shall be cleaned and dusted. The area shall be left in a well- organized condition and ready for occupancy. Any defects in material from installation shall be repaired and damaged products that cannot be satisfactorily repaired shall be replaced.

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES. None provided.

3.1 GOVERNMENT FURNISHED FACILITIES. None provided.

3.1.1 Contractors are advised that the Commander has placed restrictions on the smoking of tobacco products in ACC facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities.

Contractor employees and visitors are subject to the same restrictions as government personnel. Smoking is permitted only in designated smoking areas.

3.2 GOVERNMENT FURNISHED SUPPLIES AND EQUIPMENT. None. All other supplies, materials and equipment will be provided by the contractor.

3.3 GOVERNMENT FURNISHED UTILITIES. The government will furnish electricity, water and sewage service as necessary for accomplishment of work in accordance with this contract.

3.3.1 Utility Conservation. The contractor shall adhere to all base level utility conservation practices or requirements. The contractor shall be responsible for operating under conditions that prevent waste of utilities.

3.4 TELEPHONE SERVICE. The government will provide base, local, and long distance commercial telephone service. The contractor shall use government provided telephone services for official government business only.

3.5 SECURITY, FIRE AND MEDICAL SERVICES. The government will provide police and fire protection. In the event of a medical emergency the base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.

4.0 GENERAL INFORMATION

4.1 SECURITY.

4.1.1 SUITABILITY INVESTIGATIONS. Personnel working in a government facility or working anywhere on Tyndall AFB property are required to have a Local Files Check.

The BDOC Program Manager will coordinate the Background Affidavit (with Pass & ID) and the DD 1172 Base Access Request form – allow 3-5 day process time.

Contractor shall submit the DD 1172 and Background Affidavits no later than 14 days prior to scheduled work.

4.1.2 PASS AND IDENTIFICATION ITEMS. The contractor shall ensure that the following pass and identification items required for contract performance are obtained for employees and non- government owned vehicles:

i. AF Form 75, Visitor/Vehicle Pass (DoDM 5200.08v3_AFMAN 31- 101v3_AFGM2020-01, Installation Perimeter Access Control). The Service Provider shall adhere to local security policy when applying for short/long term visitors’ passes.

Any contractor requesting a pass for more than 3 days will complete a Background/Local Files Check with 325 SFS/Pass & ID. Contractor shall ensure vehicles (both commercial and private) utilized in the performance of this contract have required insurance and registration documentation to access the installation.

4.1.3 ANTI-TERRORISM/FORCE PROTECTION. Contractor personnel, including subcontractors, must comply with and participate in the installation AT/FP Program, specifically including the conduct of Random Antiterrorism Measures (RAM).

4.1.4 FREEDOM OF INFORMATION ACT PROGRAM (FOIA). The contractor shall comply with DoD Regulation 5400.7/Air Force Supplement and AFMAN 33-302, DoD Freedom of Information Act Program requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material

4.2 OPERATING INSTRUCTIONS. Adhere to the Air Force activity Operating Instruction (OI) for internal circulation control, protection of resources and to regulate entry into Air Force controlled areas during normal, simulated and actual emergency operations.

4.3 TRAFFIC LAWS. The contractor and its employees shall comply with base, state, and local traffic regulations.

4.4 HOURS OF OPERATION. Hours of operation can start as early as 0700 and end as late as 1600, Monday through Friday. Contractor will coordinate with the Government representative on specific work hours.

4.5 FEDERAL HOLIDAYS.

4.5.1 If these holidays fall on Saturday, the preceding Friday shall be observed. If these holidays fall on Sunday, the following Monday shall be observed. If a holiday falls on a scheduled service day, the contractor shall be responsible for rescheduling services for the first day post the holiday observance.

4.6 DOWN DAYS. These are days designated by MAJCOM or 325 FW/CC as non-working days.

The government reserves the right not to allow all non-essential tasks to be performed on these days. The estimated number of down days is eight per year. The contractor shall not charge any cost for down days unless approved by the Contracting Officer.

4.7 QUALITY CONTROL. The contractor shall develop and maintain a quality control program to ensure services are performed. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.

4.8 QUALITY ASSURANCE. The government will evaluate the contractor’s performance to ensure services meet contract requirements. When performance has not been met or contractor performance has not been accomplished, the Government Representative will immediately contact the Contracting Officer with information concerning the deficiency.

4.9 SITE VISIT. Offerors/bidders are hereby advised that if they are awarded a contract as a result of the solicitation, they shall be required to attend a site visit on a date and time to be determined by the Contracting Officer prior to any work on Tyndall AFB, Florida. Contractor shall provide key points of contact.
