About this file
This Statement of Work (SOW) details requirements for an Acoustic Hailing Device (AHD) for government marine vessels. The device must meet stringent acoustic performance standards, including a 500-meter communication range, maximum peak output of 150 dB SPL, and a focused, adjustable sound projection beam. Physical requirements specify a weight limit of 65 lbs, with mounting capabilities for tripods, ground vehicles, and marine vessels. The device must operate on 12-28 VDC power, with specific power consumption limits and electromagnetic compatibility standards.
Environmental performance requirements include compliance with multiple military standards for temperature (-33° to 60°C operating, -40° to 70°C storage), humidity, rain, salt fog, vibration, and shock. The vendor is responsible for complete installation and integration on government vessels within one year of contract award, with a mandatory operational testing and government acceptance process. Each AHD system must include accessories such as a control module, microphone, cabling, hearing protection, and a ruggedized case. The SOW also lists several separately priced optional items including wireless operation kit, HD video camera, magnetic mounting kit, searchlight, and battery pack. The vendor must provide a minimum three-year warranty covering parts and labor.

Statement of Work (SOW) Acoustic Hailing Device
13 Jan 26
1.0 ACOUSTIC PERFORMANCE REQUIREMENTS
The Acoustic Hailing Device (AHD) shall meet the following minimum performance standards:
• 1.1. Communication Range: The device shall be capable of broadcasting intelligible voice communications over ambient background noise at a minimum operational range of 500 meters.
• 1.2. Acoustic Output:
• 1.2.1. The device must be capable of producing a maximum peak output of at least 150 dB SPL at 1 meter.
• 1.2.2. The device must be capable of producing a maximum continuous output of at least 145 dB SPL at 1 meter.
• 1.3. Sound Projection:
• 1.3.1. The device must project sound in a focused, directional beam to allow for targeted communication.
• 1.3.2. The operator must be able to adjust the dispersion angle (beam width) of the acoustic broadcast.
2.0 PHYSICAL AND MECHANICAL REQUIREMENTS
• 2.1. Portability: The primary acoustic emitter unit shall not exceed 65 lbs in weight
(excluding mounting hardware or accessories) to ensure it can be repositioned by personnel.
• 2.2. Mounting Capability: The device shall be capable of being mounted on a standard tripod and include adaptability for mounting onto a variety of platforms including ground vehicles and marine vessels.
3.0 ELECTRICAL REQUIREMENTS
• 3.1. Power Input: The device must operate on a 12-28 VDC power source.
• 3.2. Power Consumption:
• 3.2.1. Power consumption during voice broadcasts shall not exceed 60 Watts.
• 3.2.2. Power consumption during alert tone broadcasts shall not exceed 350 Watts.
• 3.3. Electromagnetic Compatibility (EMC): The device must comply with FCC Part 15 class A standards for radiated emissions.
4.0 ENVIRONMENTAL PERFORMANCE REQUIREMENTS
The device must be certified to meet or exceed the following environmental and durability standards as defined by the referenced military standards:
• 4.1. Temperature:
• 4.1.1. Operating: MIL-STD-810G, Method 501.5 & 502.5, Procedure II (-33° to
60° C).
• 4.1.2. Storage: MIL-STD-810G, Method 501.5 & 502.5, Procedure I (-40° to
70° C).
• 4.2. Humidity: MIL-STD-810G, Method 507.5, Procedure II, Aggravated Cycle.
• 4.3. Rain: MIL-STD-810G, Method 506.5, Procedure I, Blowing Rain.
• 4.4. Salt Fog: MIL-STD-810G, Method 509.5.
• 4.5. Vibration: MIL-STD-167-1A (Shipboard) and MIL-STD-810G, Method 514.6
(Wheeled Vehicles).
• 4.6. Shock: MIL-S-901D (Shipboard) and MIL-STD-810G, Method 516.6 (SRS Shock).
ANCILLARY REQUIREMENTS & DELIVERABLES
5.0 INSTALLATION AND INTEGRATION SERVICES
• 5.1. The vendor shall be responsible for the complete installation and integration of all AHD systems onto government-specified marine vessels. This includes all necessary electrical work, hardware fittings, and modifications to ensure full system functionality.
• 5.2. The vendor shall be required to perform installation services on newly delivered vessels for a period up to one (1) year from the date of contract award, as the vessels become available.
6.0 TESTING AND ACCEPTANCE
• 6.1. Following installation, the vendor shall conduct operational testing of all equipment in the presence of government personnel. Government acceptance shall occur only after successful demonstration of all system capabilities and characteristics outlined in this document.
7.0 INCLUDED ACCESSORIES
Each AHD system shall be delivered with, at a minimum, the following accessories:
• A vehicle dash-mountable control module with integrated controls for playing pre-recorded audio files.
