About this file
This Statement of Work (SOW) details a high mast lighting equipment procurement for the Federal Correctional Complex (FCC) Hazelton in West Virginia. The project requires 156 high mast light fixtures (HMLED4P650KXVOLTHGRM) with specific technical specifications, including rugged die-cast aluminum alloy housing, corrosion-resistant coating, LED technology with color temperature options between 3000K-5000K, quick disconnect electrical connectors, and extreme surge protection meeting ANSI/IEEE standards.
The lighting equipment must comply with multiple national and international codes including NEC, NEMA, OSHA, and IBC regulations. Delivery is restricted to 7:00 a.m. to 3:00 p.m., Monday through Friday, excluding federal holidays, with the Facilities Department coordinating receipt. The vendor must provide a written material guarantee and manufacturer warranties. The project is part of a solicitation (15B12125Q00000032) anticipated to be released on June 18, 2025, with quote submissions due by June 25, 2025, and an expected award date of July 25, 2025, targeting replacement of existing high mast lighting across the correctional complex facilities.

STATEMENT OF WORK
PROJECT 25Z1AC8 HIGH LED CONVERSION SFF/SPC
REPLACE HIGH MAST LIGHTS
FCC HAZELTON, WV
I. SPECIFICATIONS:
A. INTRODUCTION
The Federal Bureau of Prisons (FBOP), Federal Correctional Complex (FCC) Hazelton located at
1640 Sky View Drive, Bruceton Mills, West Virginia intends to make a single award to a responsible entity that will provide all necessary High Mast Lighting equipment for FCC
Hazelton Complex Facilities Department to purchase.
B. BACKGROUND
The Federal Correctional Complex (FCC) Hazelton is a facility that currently has a United States
Penitentiary (USP), a Secure Female Facility (SFF) and Satellite Prison Camp (SPC), and a Federal
Correctional Institution (FCI). The USP houses approximately 1350 high security male offenders, the FCI houses approximately 1350 medium security male offenders, the SFF houses approximately 600 low security female offenders, and the SPC houses approximately 100 minimum security male offenders. The Facilities Department has received proposals from electrical suppliers and is requesting equipment from vendors to purchase new High Mast lighting equipment to replace Federal Correctional Complex (FCC) Hazelton High Mast lighting across the complex. Facilities staff will install the provided High Mast lighting of all equipment from awarded vendor.
C. SCOPE OF WORK
The High Mast lighting equipment vendor will provide for purchase and delivery to the Federal
Correctional Complex (FCC) Hazelton the following:
1. Quantity of 156 of high mast light fixtures type (HMLED4P650KXVOLTHGRM, AWDFHMAO LED IV P6 FIXTURES, UL1598, 40°C, Wet location P6) to include:
a. Mechanical Rugged die cast, low copper content aluminum alloy electrical and optical housing are polyester powder coated with super durable paint for durability and corrosion resistance. Rigorous pre-treating and painting process yields a finish that achieves a scribe creepage rating of 10 (per ASTM D1654) after over 5,000 hours exposure to salt fog chamber (per ASTM B117). Enhanced
J. Fisher, RFA Approved corrosion resistance option (CR) includes an anodized pre-finish that achieves scribe creepage rating of 10 (per ASTM D1654) after over 20,000 hours of exposure to salt fog chamber (per ASTM B117). Four bolt horizontal arm mount with +/- 5-degree vertical adjustment provides 3g vibration rating per ANSI C136.
arm mount is adjustable for arms from 1-1/4" to 2" (1-5/8" to 2-3/8"). Two captive bolts or optional tool-less latches disengage top electrical cover for easy access to LED drivers, surge protection, and terminal block. IP66 rated LED modules, IP65 electrical assembly per IEC60068-2-3. Luminaire electrical and optical housing ship complete in one carton facilitating installation and minimizing carton disposal at jobsite.
b. Electrical Quick disconnect connectors for ease of installation and maintenance.
Extreme surge protection meets 20kV/10kA per ANSI/IEEE C62.41. Driver includes 0-10V dimming, meets maximum total harmonic distortion (THD) of
20%, and is ROHS compliant. A three-stage terminal block is standard for ease of installation. Minimum operating temperature is -40°C. Electronic driver has an expected life of 100,000 hours at 25°C. XVOLT - Electrical option provides protection against dropped neutral in 277V input as derived from 480V Wye.
XVOLT also provides greater immunity from six common power quality issues.
c. Chip on Board (COB) LED technology with color temperature options of 3000K, 4000K and 5000K with CRI of 70 minimum. Borosilicate prismatic glass optics ensure longevity and minimize dirt depreciation. Zero uplight optics reduce sky glow and meets Dark Sky requirements. Prismatic glass optics provide overlapping pattern on application space eliminating dark spots. Prismatic glass optics minimize direct view of LED, reducing glare. Rotatable optic assembly provides alignment of asymmetric distributions to roadway.
NOTE: THE CONTRACTOR WILL DELIVER THE SYSTEM TO THE DESIGNATED AREA, AS FULLY
AGREED UPON BETWEEN THE COR AND THE CONTRACTOR.
Failure by the High Mast lighting equipment vendor to provide appropriate Quality Control may result in issuance of a CDR, and /or termination of the contract.
The Government will monitor the High Mast lighting equipment vendor under this contract and reserves the rights to sue whatever additional surveillance procedures are deemed appropriate.
A Government employee will not be considered an Inspector unless he identifies himself as such to the Contractor, as the Contracting Officer, or COR. No inspector is authorized to change any provision of the specifications without written authorization of the Contracting Officer, nor will the presence or absence of an inspector relive the Contractor from a requirement of the
Contract.
