About this file
This Statement of Work (SOW) details the requirements for replacing air compressors and a desiccant air dryer at Naval Air Station Pensacola, Building 3450, in support of the 11F19 training device for the Center for Naval Aviation Technical Training. The project involves procuring and installing two Kaeser BSD 50 compressors (50 horsepower, 237 cubic feet per minute) and one Kaeser KAD370 Heatless Regenerative Desiccant Air Dryer (370 standard cubic feet per minute) to replace existing non-operational or limited-operational equipment.
The contractor must remove existing equipment, perform site inspections, install new components without modifying building structures, ensure proper electrical and air piping connections, and conduct comprehensive testing. Additional requirements include providing a 12-month warranty, delivering technical manuals, conducting an installation planning meeting, submitting various reports (including progress and maintenance reports), and supporting logistical needs. The work must be completed during 0600-1600 hours Monday through Friday, with careful coordination to minimize disruption to the training system. Base access requirements include submitting personnel information at least 10 business days prior to on-site work.

1 Objective The purpose of this Statement of Work (SOW) is to define the requirements for the delivery, installation, and removal of 2 (two) replacement Commercial Off-the-Shelf (COTS) air compressors and the delivery, installation, and removal of 1 (one) replacement COTS regenerative desiccant air dryer at Naval Air
Station (NAS) Pensacola Building 3450 in support of the 11F19 training device for Center for Naval
Aviation Technical Training (CNATT) Schoolhouse.
2 Background The 11F19 training device located in BLDG 3450 requires a tech refresh on two associated compressor units and the associated desiccant air dryer. These units supply the required dry air for the operation of the training system and are beyond their service life. Currently only one of the two compressors is operational and the desiccant air dyer is non-operational. These components are critical to the training system and failure of these units would result in training delays impacting fleet readiness.
3 Scope This SOW describes the tasks and product requirements for the replacement of the compressors and desiccant air dryer, including removal of the existing systems and full installation of the new systems, to be delivered and installed at NAS Pensacola Building 3450.
4 Requirements
4.1 Compressor Removal and Installation
The contractor shall perform the following tasks:
a. Procure two (2) Kaeser BSD 50 compressors, or equivalent models providing the same form, fit, and function, meeting a minimum performance of 50 horsepower (HP) and 237 cubic feet per minute (CFM) at 125 pounds per square inch (PSI). Each compressor shall not exceed a weight of
2,475 pounds or dimensions of 63 inches (Length) x 41 inches (Width) x 67 inches (Height).
b. Perform a site inspection of Room C112 where the existing compressors are housed and verify that existing electrical service disconnect switches, conduits, and wiring are properly sized, meet all applicable code requirements, and are in satisfactory working conditions. Reuse of existing components shall be subject to Government inspection and approval prior to installation.
c. Disconnect the electrical conduits, wiring, compressed air piping, and exhaust ducting from the two existing air compressors.
d. Remove compressed air piping, as necessary, to allow clearance for removal and installation of the compressors.
e. Clean the existing concrete equipment pads and adjacent areas to remove any oily accumulation or debris.
30 July 2025
CUI
f. Install the two (2) new compressors in the same location using the existing concrete equipment pads. Installation shall not require modifications to the building structure.
g. Modify the existing compressed air piping system as necessary to fit the discharge fittings of the new compressors. All piping modifications shall use Schedule 80 steel piping.
h. Provide and install new exhaust ducting and seal all joints using appropriate duct sealant.
i. Modify the existing electrical conduit and wiring as necessary to suit the new compressors, and complete all internal electrical connections.
j. Remove and replace the filters in the mist eliminator and the coalescing/particulate filters.
Provide new filters and new flanged-type gaskets for the mist eliminator. Torque all flanges per manufacturer specifications.
k. Connect the new air compressors to the existing compressed air supply and distribution lines.
Ensure all connections are secure, leak-free, and comply with applicable codes and industry standards.
l. Maintain one operational compressor throughout the removal and replacement process.
m. Coordinate with the Government to ensure minimal impact to the 11F19 training system.
n. Upon completion of the installation, program, start and test the operation of each new air compressor and the system to verify proper functionality.
4.2 Desiccant Dryer Removal and Installation
The contractor shall perform the following tasks:
a. Procure one (1) Kaeser KAD370 Heatless Regenerative Desiccant Air Dryer, or equivalent model providing the same form, fit, and function, meeting a minimum performance of 370 standard cubic feet per minute (SCFM) at 100 PSI. The dryer shall contain 2” inlet/outlet connections and have removable desiccant supports.
b. Install the new dryer with a minimum of one pre-filter and one after-filter for proper air filtration.
c. Perform a site inspection of Room C117 where the existing desiccant dryer is housed and verify that existing electrical service disconnect switches, conduits, and wiring are properly sized, meet all applicable code requirements, and are in satisfactory working condition. Reuse of existing components shall be subject to Government inspection and approval prior to installation.
d. Ensure that the new dryer is compatible with all other existing components supporting the 11F19 training system.
e. Disconnect the electrical conduits, wiring, piping, and any ducting from the existing dryer.
f. Install the new dryer in room C117 in accordance with the original equipment manufacturers
(OEM) recommended installation guidance. If the new dryer must be installed in a different location within the room than the existing dryer, the contractor shall obtain approval from the
Government prior to installation. The installation shall not require modifications to the building structure.
g. Ensure compliance with American Society of Mechanical Engineers (ASME) B31.3 for all materials used for any new tubing, fittings, and diffusers.
