STATEMENT OF WORK

24Z2A1M Replace Water Softener Resin Bed (Media)

INTRODUCTION

The Federal Correctional Institution (FCI) located at Fairton, New Jersey, intends to make a single award to a responsible entity for the Replacement Water Softener Bed Resin and removal and proper disposal of existing resin.

The Government reserves the right to award without discussion and to make a single award. Therefore, each initial quote should contain the best terms from a cost or price standpoint.

SCHEDULE OF DELIVERY PERFORMANCE

The contractor will provide all labor, material, and equipment necessary to acquire, transport, and replace the water softener bed resin and removal of existing resin. The contractor must be licensed to perform work in the state of New Jersey and must provide licensure and/or certifications prior to award.

SCHEDULE OF PERFORMANCE

Normal working hours are Monday thru Friday 6:00AM-3:00PM excluding federal holidays. If adverse weather conditions or other contributing factors cause a delay, the COR and contractor may request Saturday and Sunday hours. The contractor cannot be guaranteed a forty (40) hour work week at the work site.

The contractor will have ten (10) calendar days upon issuance of the Notice to Proceed to begin work. The contract period will be in effect from the date of award to no later than eighty (80) days after Notice to Proceed.

DESCRIPTION OF WORK

The current Water Softener Bed Resin is approximately twenty years old and nearing its life expectancy. The existing resin bed consists of an estimated 110cu ft ion exchange resin and 1,500 lbs. of gravel. The system will need to be sanitized and top and bottom screens cleaned. The Resin will need to be replaced and old resin removed. After refill with new gravel and resin a system startup must be performed to ensure valves and system are working properly. The contractor is responsible for scheduling with NJDEP. Disposal must comply with all local, state, and federal regulations.

The contractor will provide material safety data sheet for all materials used prior to their use. Contractor will provide all confined space entry documentation prior to start of work. One softener tank must always remain in service to provide softened water to the institution (one tank at a time).

MATERIALS

A. Provide 110 cu. ft. ion exchange resin, 1500 lbs. of gravel bed replacement.

DELIVERY OF MATERIALS

The contractor will receive, and process all delivered project construction materials and equipment and deliver to the institutions approved storage area.

On site deliveries will be received by the contractor Monday through Friday, excluding Federal Holidays between the hours of 7:00AM - 3:00PM. The contractor will notify the COR when a delivery is scheduled and must have a contractor representative present at time of delivery.

FINAL INSPECTION AND WARRANTIES:

The contractor’s installation shall meet all manufacturer recommendations, industry standards, and be in accordance with federal, state, and local regulations. Upon complete installation, the contractor will inspect and verify all work to the satisfaction of the Contract Officer Representative (COR).

The contractor shall provide a warranty for all products procured and installed to be free of defects and workmanship for a minimum of 12 months from the date of acceptance by the COR.

Upon completion of the installation, testing, and acceptance, the contractor shall provide the COR a hardcopy and a .PDF file of all maintenance and software manuals.

STORAGE OF TOOLS, MATERIALS, AND EQUIPMENT

All contractors may store materials, tools, and equipment brought on site for an extended period in a mutually approved location agreed upon by the Contract Officer Representative (COR) and the contractor. Tools considered a high security risk must exit the institution grounds daily.

DEFINITIONS

The Contract Officer (CO) executes the contract on behalf of the Government; this shall include a duly appointed successor. The Contracting Officer is the only official authorized to obligate funds on behalf of the Government, change and or terminate the contract.

FCI Fairton shall ensure a Contract Officer’s Representative (COR) is present to provide access to all work site areas. The COR will be on-site for the project and has overall responsibility for the administration, operation, and activity at the project site.

The Contract Officer’s Representative (COR) represents the Contract Officer (CO) for all technical matters under the contract. The COR will evaluate and prepare a performance report of the contractor’s overall performance at the conclusion of the contract.

The Contract Officer Representative (COR) has no authority to re-delegate authority, change or modify any contract terms, obligate payment, and/or cause the contractor to incur cost not otherwise covered by the contract.

The contractor shall provide (3) three copies of the safety data sheet (SDS) for all materials and substances intended for use during the contract. In the event the Institution Safety Manager does not approve a material or substance, the Contractor must find and procure an alternate comparable product.

OTHER CONSIDERATION

Contractors should account for time accrued against institution security processes to include base security checkpoints, check-in screening, tool inventories, daily inmate movements, institution lockdowns, institution emergencies, and institution counts. In the event an institutional emergency occurs, the Contractor will be instructed to secure and stow all tools, equipment, materials, and the contractor will be escorted off the institution grounds. Work will resume when the institution emergency passes. The work location is considered inside the confines of the secure institution. The institution reserves the right to suspend work for any reason listed above.

Contractor will NOT be allowed to bring weapons, cell phones or any other objects that violate criminal laws or are prohibited by Federal regulations or Bureau of Prisons policies on institution grounds. The Contractor shall be responsible for removing all waste from the institution grounds and disposing of in accordance with all federal, state, and local regulations.

INSTITUTION SECURTIY

The Contractor agrees to adhere to all regulations as outlined in HSPD-12 (Homeland Security Presidential Directive), regulations prescribed by the institution for safety, custody and conduct of staff, contractor workers and inmates. The contractor will complete a limited background investigation through the National Crime Information Center (NCIC). The Contractor may at any time be removed from the institution grounds at the discretion of the Warden. Contractor will NOT bring weapons, cell phones or any other objects that violate criminal laws or are prohibited by Federal regulations or Bureau of Prisons policies on institution grounds.

PAYMENT TERMS

The Contractor will provide a means for electronic payment to include bank routing and account numbers, payment terms are specified in FAR 52.212-4(g). The Government will make payment in accordance with the Prompt Payment Act (31 U.S.C 3903 and prompt payment regulations at 5 CFR part 1315). The Contractor can however offer discount payment terms for prompt payments as specified in block 12 on the SF 1449 form of this solicitation.

Partial or half sessions payments are not authorized.
