STATEMENT OF WORK (SOW)
DMEA 22-2E2
12 July 2022
Project Engineer/Contracting Officer Representative:
1.0 SCOPE:
1.1 TITLE: Trusted Semiconductor and Analysis Study (TSAS)
1.2 TASK DESCRIPTION: Study and analyze advanced microelectronics system requirements and understand how those needs can be met and upgraded with the design, development and integration of Trusted Parts in microelectronics based USG systems.
1.3 PURPOSE: The purpose of the task is to analyze Trusted Access Program Support (TAPO) requirements to include Systems Engineering Analysis, Trusted Supplier Program Development and Trusted Plans, Policy Initiatives and Program Solution Development.
NOTE: The information described within paragraphs 1.0 through 1.3 above is given for information only and has no contractual effect.

3.0 REQUIREMENTS:
3.1 GENERAL REQUIREMENTS:
3.2 PROGRAM MANAGEMENT: The contractor shall perform administrative, technical, financial management, and SAM Service Contract reporting functions during the course of this effort and shall maintain a status of their effort towards achieving the SOW objectives, including all technical activities and efforts, problems/deficiencies, impacts, and recommended solutions. 3.2.1 Technical Interchange Meetings (TIMs): The contractor shall conduct TIMs as necessary in the performance of this task. The TIM with the contractor shall be scheduled when there is need for technical interchange between the government and the contractor. The content of the meeting can include the discussion of any information that has impact upon the task activities, including documentation contents or format. (A002)
3.3 ENGINEERING REQUIREMENTS: The purpose of the task is to analyze Trusted Access Program Support (TAPO) requirements to include Systems Engineering Analysis, Trusted Supplier Program Development and Trusted Plans, Policy Initiatives and Program Solution Development.
3.3.1 Trusted Supplier Program Development and Systems Engineering Analysis: The Contractor shall perform the following tasks:
a) Identify Government programs requiring Trusted parts sourced from DMEA (TAPO) accredited Trusted
Supplier per the current revision of DoDI 5200.44 and analyze their engineering approach in implementation of system and subsystem requirements.
b) Develop, manage initiatives and increase the effectiveness of the Trusted Foundry’s government and industry partnership to include, but be limited to: managing and hosting government-and-industry channels as it relates to the Trusted Supplier Steering Group (TSSG), , and other information forums, workshops, training sessions, and other interface.
c) Conduct research, studies and analyses of technology trends and market dynamics of the semiconductor industry that:
1. Intersect with and leverage commercial capabilities when possible,
2. Address the avoidance of surprises arising from disruptive changes in technology or commercial business models and practices, and
3. Adapt and respond to changes within the time- and resource-constrained environment in which the
Trusted Foundry Program operates.
d) Serve as technology development liaison between DoD and the microelectronics industry and verify Trusted microelectronics technology roadmaps are aligned to program requirements.
e) Represent the DoD Trusted Foundry Program at industry events, and government and industry meetings.
f) Provide technical oversight and technical leadership to the Trusted Supplier Industry Day at GOMACTech
Conference which shall be dedicated exclusively to issues that impact the DMEA Trust community. This shall encompass government officials and industry representatives to share plans and highlight opportunities to collaborate. Cybersecurity and systems engineering communities shall also be encompassed in the scope of Industry Day.
g) Facilitate the Trusted Accredited Suppliers Steering Group’s activities and communicate with the Trusted
Supplier community.
h) Provide recommendations on Trusted part requirements regarding industry activities, global events, government efforts and legislative initiatives that could impact the program’s ability to meet its objectives.
i) Provide recommendations regarding the methodology, processes, tools and resources to define, account for, model, partition, track, implement and support systems design and technical performance requirements.
j) Schedule, manage, and provide reports of program activities, meetings attended, periodic staff meetings or conference calls.
The contractor shall report findings at a TIM and document recommendations in the monthly progress report. (A001, A002)
3.3.2 Trusted Plans, Policy Initiatives and Program Solutions Development: The Contractor shall investigate DoD
Trusted policy initiatives, and program solutions. The contractor shall;
a) Monitor DoD policy initiatives and identify new policy initiatives as they relate to DoD microelectronics.
b) Advise the program offices of industry activities, global events, Government efforts and legislative initiatives that could impact the program’s ability to meet its objectives.
c) Provide recommendations regarding the development and implementation of acquisition and program strategies, policies, and procedures.
d) Develop, manage an outreach effort and raise awareness of Program assets, microelectronics’ threats, and policy requirements targeted to government and industry personnel.
e) Research, develop and implement initiatives to expand use of the DoD Trusted Foundry Program to ensure that critical defense and security systems’ microelectronics are protected from tampering, counterfeiting, and misrepresentation.
The contractor shall report findings at a TIM and document recommendations in the monthly progress report. (A001,
3.3.3 ASIC Sizing and Commercial Industry: The contractor shall serve as technology development liaison between TAPO and the commercial electronics industry and verify TAPO’s microelectronics technology roadmaps are aligned to commercial technology roadmap. Additionally, the contractor provides independent technology assessments and budgetary estimates for microelectronics technology efforts. The Contractor shall assist TAPO in determining and mitigating gaps in its engagements with defense industrial base partners and shall assist in the development of new focus areas in the defense semiconductor eco system.
The contractor shall report findings at a TIM and document recommendations in the monthly progress report. (A001, (Option 1) The contractor shall update the study to reflect changes in the semiconductor ecosystem and Trusted Supplier base for the items listed in sections 3.3.1-3.3.3 for the period 1 October 2023 – 30 September 2024.
(Option 2) The contractor shall update the study to reflect changes in the semiconductor ecosystem and Trusted Supplier base for the items listed in sections 3.3.1-3.3.3 for the period 1 October 2024 – 30 September 2025.
(Option 3) The contractor shall update the study to reflect changes in the semiconductor ecosystem and Trusted Supplier base for the items listed in sections 3.3.1-3.3.3 for the period 1 October 2025 – 30 September 2026.
(Option 4) The contractor shall update the study to reflect changes in the semiconductor ecosystem and Trusted Supplier base for the items listed in sections 3.3.1-3.3.3 for the period 1 October 2026 – 30 September 2027.
The contractor shall report findings at a TIM and document recommendations in a standard report (A001, A002).
3.4 PROGRAM SUMMARY: The contractor shall summarize all work accomplished under this SOW, including significant technical accomplishments, problems encountered, solutions implemented, recommendations for improvement, and a comparison of planned schedules and costs with final performance. All analysis reports shall be consolidated into a single document as a final deliverable. (A003)
3.5 TRAVEL: Travel may be required during the conduct of this SOW. Additional travel shall be authorized only upon written approval of the PCO. (A004 -Trip Report)
4.0 DATA ITEMS: The following CDRLs apply to this delivery order and shall be submitted as described below.
