About this file
This is a Statement of Work (SOW) for replacement chain net services at Commander Fleet Activities Sasebo (CFAS) Port Operations. The procurement requires the contractor to replace broken chain nets on two foam-filled marine fenders (Marine Fender International, 4.5M diameter x 9.0M length, 11 tons each with 4.1-ton chain nets) that are used to prevent fender damage during ship berthing on pier. Work must be performed at the contractor's yard, with the government delivering the fenders via water and retrieving them after completion within Sasebo Harbor limits. The contractor is responsible for lifting the items between sea surface and the yard.
The contractor must submit pre-fabrication approval documents (drawings, materials list, and work schedule) to the Government Technical Point of Contact within 25 working days of contract award, with government review and feedback completed within 10 working days. The project has a four-month performance period from contract award. Deliverables include providing all materials for two fender sets: galvanized chains (JIS approved, t-22/25M), galvanized shackles in three sizes (bb-38, bb-22, bb-16, all JIS approved), 160 used truck tires (250mm width x 850mm outer diameter), and four clevis plates. The contractor must assemble and fit the chain nets to the fenders per the Standard Specification for Ocean Cushion attachment, minimize chain slack, perform a lifting condition test to verify slack, and dispose of all existing chains and tires. Government inspection and operational testing will be conducted by the Government Technical POC, Masashige Kawabata (0956-50-2364). No government-furnished materials or equipment are provided. Only the Contracting Officer may authorize any contract changes.
