The SOW outlines a firm-fixed-price purchase order with a one-year base term and four option years, with the contractor responsible for providing packed red blood cells, fresh frozen plasma, and platelets to support patient care in the emergency room, operating room, and obstetrics ward.
The contractor must maintain specific in-house inventory levels including four units each of O positive and A positive red blood cells, one unit of B positive, two units of O negative, and four units of plasma, with platelets ordered as needed. Packed red blood cells will be automatically delivered every two to three weeks with unused units returned for credit, while fresh frozen plasma and platelets are non-returnable and billed upon request. All blood products require overnight mail or courier delivery with strictly monitored temperature control. The Contracting Officer holds exclusive authority to modify contract terms, and the designated Contracting Officer Representative is Kelly Thomas, Lab-Supervisory Medical Tech, reachable at Kelly.Thomas@ihs.gov. This SOW corresponds to a pre-solicitation sources sought notice (IHS-SS-26-1524548) intended to determine availability of Indian Small Business Economic Enterprises or Indian Economic Enterprises for this acquisition under NAICS code 541380.
