Scope of Work Landscape & Irrigation Maintenance Services South Bay International Wastewater Treatment Plant

Project Overview The United States Section of the International Boundary and Water Commission (USIBWC) has a requirement to maintain the landscaping surrounding the SDFO Administration Building.

General This is a non-personnel services Contract to perform landscape and irrigation maintenance service. The Government will not exercise any supervision or control over the Contractor. Such Contractor provider shall be accountable, in turn is responsible to the Government.

Description of Services The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, permits, and supervision necessary to perform the work as defined in this Scope of Work (SOW).

Present Conditions The Contractor shall be responsible for monthly landscape maintenance of the area defined on the 4 attached drawings, including planting and irrigation plans. The property is landscaped with gravel beds containing native vegetation, as well as decomposed granite and riprap areas without vegetation.

Period of Performance The period of performance shall include one base year plus four optional years, not to exceed five years from contract award date.

Base Year:15 February 2024 – 14 February 2025
Option Year 1:15 February 2025 – 14 February 2026
Option Year 2:15 February 2026 – 14 February 2027
Option Year 3:15 February 2027 – 14 February 2028
Option Year 4:15 February 2028 – 14 February 2029

Project Location The SBIWTP is located at 2995 Clearwater Way, San Diego, CA 92154. The work is located completely within the United States but is adjacent to the international border with Mexico.

Work Restrictions The Contractor is responsible for conducting business between the hours of 7:00 AM thru 3:30 PM, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings.

Work Requirements Irrigation Maintenance

1. Monthly, check grounds to ensure there are no visible leaks within the system.

2. Once a month, check the controller to ensure station programming is appropriate for the season.

3. Once a month, visually check system to ensure there are no leaks and heads are adjusted properly.

4. Any repairs needed are to be completed within reasonable time. All repaired items must be replaced with the same or equivalent components. Government shall furnish repair parts; contractor shall provide labor and any equipment required.

Landscape Maintenance

5. Monthly, inspect planters for weed activity and plant vitality.

6. Plants shall be trimmed as needed to keep desired look, and to keep walkways clear.

7. Plants shall be maintained to heights not to exceed 2 feet unless with prior IBWC approval. (Please see IWBC Landscaping Square footage)

8. Monthly, inspect planter, riprap and decomposed granite areas and remove and dispose of weeds off site at a legal disposal facility. Herbicide may be used for small weeds less than 2” in height

9. Remove and dispose of any dead landscape plants. New plants shall be furnished by the Government.

10. Rake gravel areas as necessary for clean and uniform appearance.

11. Cut dead fronds on palm trees, remove, and haul offsite.

12. Fertilize plantings as necessary to maintain plant health and vitality.

13. Remove and dispose of all cuttings and debris offsite at Contractors expense.

Measurements and Payments

0. Progress Payment

0. Invoices shall only include the cost for the work completed during the monthly progress period.

0. Progress payments do not constitute acceptance of any portion of the work and do not reduce the Contractor’s liability to replace unsatisfactory work, material, or equipment.

0. No progress payment will be made when, in the judgment of the Government, the work is not proceeding in accordance with the provisions of the Contract.

USIBWC Payment Processing

0. The Contractor shall submit invoices via the Invoice Processing Platform (IPP) System. Further information on IPP will be provided at time of award.

0. The invoice for this Contract shall not be combined with any other work or other Contracts; it shall be for this Contract only.
