1. SCOPE OF WORK:

Doorway removal and replacement to function as a fire exit as well as facilitate equipment transfer needed.

Work consists of the removal of an STC50-rated double doorway with fixed mullion, and replacement with an STC50-rated double doorway with removable mullion. The result of this project will be a fully functional exterior doorway with a removable mullion that meets all ICD 705 requirements for the Intelligence Community Directive 705 (ICD705) Sensitive Compartmented Information Facility (SCIF) as well as National Fire Protection Association (NFPA) requirements.

The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, cost and other items and services necessary to complete the work unless explicitly stated in this Statement of Work.

2. AREA OF WORK:

Work location is the Reaper Operations Center, Building 643, 6001 East Molloy Road, Syracuse, New York 13211 at Hancock Field Air National Guard Base, Syracuse, New York 13211. Contractor shall work only in the areas designated by Contracting Officer Representative (COR).

3. DESCRIPTION OF WORK:

A. Remove existing double doorway and frame.

B. Install new STC 50 rated double doors, frame, hinges, exit devices, adhesive perimeter seals, adhesive door bottom seals, thresholds, and acoustic astragals as required. Attachments or connections on existing doors such as intrusion detection devices will need to be reinstalled on new doorway. In accordance with ICD705 no hardware shall be visible or accessible from the exterior side of the doorway. No outside light shall penetrate into the facility when completed.

4. PERIOD OF PERFORMANCE:

Work must be completed in 1 day to support the security of the facility, personnel, and safety of the Mission. Estimated time for this work will be March or April 2022, with an exact date given at least 1 week in advance.

5. MATERIAL/PLAN SUBMITTALS:

The contractor shall submit to the CO for approval all items listed on attached Submittal Schedule, AF Form 66 within 10 calendar days of the notice to proceed - or - provide a copy of the AF Form 66 indicating when each material submittal shall be submitted for approval. Ensure that any disapproved material submittal will not impact the approved project execution schedule, as disapproved submittal shall not be considered grounds for a time extension. Allow for a minimum of 30 calendar days for the Government’s processing of submittals.

6. GENERAL CONDITIONS:

Contractor and all personnel shall comply with the Standard Industry of New York State Codes. Contractor shall work within the timeline specified by COR.

All proposal items shall be itemized.

Contractor shall field verify all site conditions, quantities, measurements, and project requirements.

Contractor shall protect and barricade all work areas at all times to protect workers and the public from injury.

Contractor shall protect all structures, utilities, vegetation, sidewalks, and vehicles from damage at all times. Replace all damaged materials with new materials to the satisfaction of the Government, at no additional cost to the Government.

Contractor personnel will work under and comply with the following regulations that govern shooting ranges:

7. DIFFERING SITE CONDITIONS:

Bring any unforeseen project conditions to the attention of the CO immediately. Differing site conditions, which may alter the scope of work, shall be approved by the CO prior to such work being performed.

8. GOVERNMENT WORKING HOURS:

Work hours shall be Monday thru Friday 0700-1530 hours, with the exception of Federal holidays.

Contractor must have prior approval in writing to work outside these guidelines.

9. UTILITIES: The Government shall provide at no cost to the Contractor reasonable amounts of water and electricity to support the contract. Hook up will be to existing outlets and will be the contractor’s responsibility.

10. DISPOSAL OF MATERIALS AND CLEANUP:

The contractor shall not use any government disposal bins, dumpsters or trash receptacles for any reason at any time. The contractor shall provide appropriate disposal bins/trash receptacles. Approval of disposal bins/trash receptacle location(s) shall be coordinated through government project manager. The contractor shall not allow debris to leave the work area due to potential damage to aircraft engines. Contractor shall coordinate with the base Environmental Management Office (EMO) prior to disposing any materials off base. All debris or trash shall be disposed of off base. All demolition debris shall be disposed of at a permitted landfill, with landfill authorization, unless other arrangements have been coordinated through the EMO. Provide proof of landfill disposal from the landfill that accepts the materials. This may be accomplished by providing the government project manager with landfill receipts; waste manifests, or weight tickets from the landfill that accepts the construction debris. Contractor shall clean up after each work period and dispose of all debris at the close of each day.

11. MATERIAL & EQUIPMENT ACCOUNTABILITY:

Notify the government project manager prior to delivery of any material or equipment to the site. The contractor shall ensure someone is available to receive delivered materials and able to store them safely in an area to be coordinated with the government project manager. Any materials delivered without prior coordination and without having someone to take receipt, shall not be accepted and turned away.

12. SECURITY:

174th ATKW Security Forces shall monitor the incoming and outgoing of work personnel during the duration of the project. All deliveries shall be coordinated with the COR to arrange for their entrance onto Small Arms Range property building 720.

WHEN APPLICABLE:

The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation.

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

All contractor employees, to include subcontractor employees, requiring access to Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. AT level I Awareness Training is available through ADLS by completing the Force Protection CBT.

For contracts that require an OPSEC Plan. The contractor shall develop an OPSEC Plan and provide it to the COR or KO within 10 calendar days of contract award to be reviewed and approved by the responsible Government OPSEC officer, per AFI 10-701, Operations Security. This Plan shall include the government's critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it. For the contractor to effectively comply with OPSEC provisions of the contract, the organization will provide the following guidance: (1) Organization’s Critical Information; (2) Adversaries’ collection threat information as it applies to the organization’s mission and the contract; (3) Operations Security guidance; and (4) Specific OPSEC measures the organization requires (as appropriate).

Requirement for OPSEC Training. In accordance with AFI 10-701, Operations Security, OPSEC PMs/SMO/SMNCOs/Coordinators will provide OPSEC training or training materials to contract employees within 90 days of employees’ initial assignment to the contract and annually thereafter. General organizational orientations may need to be supplemented by duty-related orientations in the work center targeted toward specific critical information and vulnerabilities associated with the work. Initial training (OPSE 1301 - OPSEC Fundamentals) and refresher training (Protecting Sensitive Information) are both available on the ADLS website.

13. ESCORTS:

A security briefing will be conducted prior to the start of the contract. Security Manager at Bldg. 643 will also brief personnel of security requirements.

All Contractor personnel shall have a minimum of one (1) Form of Photo Identification with them at all times.
