STATEMENT OF WORK
Painting and Striping of Cape Cod National Seashore Parking Lots
CAPE COD NATIONAL SEASHORE
WELLFLEET, MA
Scope of Work
This project includes preventative cyclic maintenance to select Cape Cod National Seashore’s paved parking lots. Project is for the painting to have visible centerlines, fog lines, parking delineation lines, arrows, stop bars and crosswalks.
The Contractor shall provide all labor, materials, tools, and equipment required to complete this work. All ancillary work, cutting and /or removal of existing work necessary for the installation of new work shall be done as required as part of this contract.
The contractor shall minimize disturbance to the site to the greatest extent possible unless directed otherwise.
All work performed under this contract shall be done in accordance with applicable local, State, and Federal codes, bylaws, and ordinances in effect at the time of this work.
Measurements Estimated dimensions and quantities are provided as a guide only. The contractor is responsible for verifying all measurements and dimensions. The contractor shall take all measurements for quantities of materials and note existing conditions for the installation of new work.
Site Examination It is the responsibility of the Contractor to examine the work site to confirm existing conditions and required quantities prior to submitting a proposal on this project.
PAVEMENT MARKINGS
A. General: Before opening a pavement surface to traffic, remove all conflicting pavement.

Parking Lines and Arrows are to be in White Paint for Road surfaces, Center Lines will need to be in Yellow.
Parking space and center lines need to be 4 inches wide.
Where existing and final pavement marking locations are identical, stake the limits of all.

Quality Assurance, Safety and Environmental Protection Requirements, Permits and Approvals
The Contractor shall clearly mark and delineate the limits of work activities, access routes, staging areas for approval prior to starting any on-site activities. Equipment shall not be allowed to operate outside the limits of work or to disturb existing vegetation.
The Contractor shall maintain project areas in neat, orderly and safe condition at all times. Contractor shall provide containers for collection and disposal of waste and trash resulting from work. Contractor shall keep dust and dirt pollution to a minimum. Contractor shall be responsible for storage of all materials and equipment; the Park COR and / or Project Inspector must approve contractor’s use of any space on the site in advance.
During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by the Occupational Safety and Health Administration’s Safety and Health Standards. The contractor shall provide barriers, signage, etc. wherever work could cause injury to workers or visitors.
No radios or smoking (including vaping) will be allowed on the job site. Hardhat use must conform to safety rules and regulations.
The Contractor shall provide and maintain environmental protection during the life of the Contract to control pollution, runoff, or to correct conditions that develop during construction.
Construction equipment shall be kept in good repair, without leaks of hydraulic or lubricating fluids. Contractor must visually inspect all equipment prior to commencing work every day and at the mid-point in the workday for leaks. If such leaks or drips do occur, they shall be cleaned up immediately. Drip pans shall be utilized when vehicles are parked. Confine equipment maintenance to one location. Control runoff in this area to prevent contamination of soils and water. No equipment repair will be allowed on the site.
Equipment shall not be allowed to operate outside the limits of work or to disturb existing vegetation. It is the contractor’s responsibility to ensure that any disturbance or damage done during this project to the existing utilities, landscape, building or government materials, shall be repaired or restored to its original condition by the contractor at contractor’s expense to the government’s satisfaction prior to completion of the job. Restore all disturbed areas, repairing or replacing damaged plants, grasses, and other vegetation, at no additional expense to the Government, to pre-project conditions. Provide temporary barriers to protect existing vegetation.
All debris and removed material is the property of the contractor and is to be recycled or legally disposed of in a manner that is consistent with local and state regulations.
No work shall take place on holidays or weekends. All work areas shall be secured and safe after work hours, on weekends and holidays.
The work shall conform to all applicable state and local codes and shall be made in a neat and workmanlike manner, in accordance with the best practice of the trade. Requirements of the following entities shall be considered minimum:
· Massachusetts General Laws and Department of Environmental Protection regulations and statutes
· Occupational Safety and Health Administration (OSHA)
· National Institute for Occupational Safety and Health (NIOSH).
Workmanship The Contractor is responsible for appropriate Quality Control and workmanship shall be the best of their respective kinds and in full accordance with applicable codes.
When a manufacturer or a standard uses subjective words, e.g., should, could, may, etc., these words shall mean shall, will, required, etc. When the word recommended is used, it shall mean required. When there is a conflict between general and specific provisions, the specific shall govern.
Upon Notice to Proceed, Contractor shall make steady and uninterrupted progress toward the completion of the work of this contract.
Clean-Up After completion of the work, construction debris, excess material and equipment shall be removed from the site and legally disposed of. The work areas shall be left broom clean.
Period of Performance Material Submittals – Due within 48 hours (or 2 business days) of Notice to Proceed.
Proposed completed work with all documentation submittals – 14 days after date of the Notice to Proceed.
