1.0 BACKGROUND AND EXISTING CONDITIONS:
The DKQ is located at 46379 Lighthouse Road in Buxton, NC 27920 it was constructed circa 1850 and consists of a brick piling foundation with wooden frame, tongue and groove wood floor and ceilings, lapped board siding with windows on first and second floors, covered wooden porch on front side or building and small covered porch outside of rear exit door. The structure is listed on the national register of historic places and is part of the Cape Hatteras Light Station.
The exterior windows include wood trim and sill. The windows include a storm window added to the outside. There are two additions that were built onto the structure since original construction. The floor joists on one of the DKQ additions has signs of previous pest damage.
The floor joists are true 3” x 10” rough cut timbers measuring approximately 14 ft long. The DKQ addition measures approximately 14 ft wide. The joists are notched at each end and rest on a floor beam. Two joists have been cut and braced together with another timber. Several 2x4 pieces of wood have been placed as sister sections or bracing directly beneath floor boards to stabilize the flooring above. Electrical conduit has been clamped to the floor joists and other wiring has been run through holes drilled through the floor joists in several locations.
Figure 1: Photo of subfloor of DKQ Addition. Rot on one floor joist can be seen. Cut floor joist and 2x4 braces can be seen.
4 | P a g e
The combined lapped siding for the two-story original structure and the two single story additions measures approximately 5,350 sf. There are 37 double hung windows in the structure.
All windows have a plexiglass storm window covering the original opening and approximately 530 linear feet. The roof overhangs approximately 2 ft past the eve of the structure and includes a thin screened opening approximately 3 inches wide along the soffit, allowing air to enter the attic space. When the building was previously painted the areas that had paint were not sanded to provide a smooth transition to the areas that had no paint. Some of the clapboard siding has cracks and some have rough areas that were not sanded before applying paint. In August a Lead Paint Report was done and lead was detected above laboratory reporting limits in samples collected see attached results. The existing painted surfaces show signs of lead paint that are above laboratory reporting limits.
2.0 PLACE OF PERFORMANCE:

Install through bolts to sandwich the two existing treated rotten joists. New bolts shall be 3/8 inch diameter type 316 stainless steel. Washers and nuts on both sides shall be type 316 stainless steel. Place a pair of bolts spaced 2
ft. The pair of bolts shall be one above the other slightly staggered. The top bolt shall be 2” below the top of the joist. The bottom bolt shall be 2”
5 | P a g e above the bottom of the joist. Do not place new pairs of bolts within 12 inches of the end of the joist.
3.2.5 One pair of new full length joists shall be notched approximately 1.5” at the top to accommodate the pair of cables running through the existing joist. Verify the exact location and placement of this notch.
3.2.6 Remove six (6) short cut and braced joist sections.
3.2.7 Provide (2) new full length floor joists spaced equally between the sandwiched joists. Notch new joists to match adjacent joists.

3.4.2 Scrape off loose paint chips and collect for disposal.
3.4.3 Areas requiring sanding are approximately 3,220 square feet, including windows, gutters, porches, railing, porch ceilings doors, soffit, and facia.
3.4.4 The Wet Sanding method is preferred and is an acceptable method to safely sand lead containing paint to provide a smooth transition between uneven paint surfaces. Unless specifically approved in writing as part of
6 | P a g e the Contractor’s Lead Based Paint Plan, the contractor will use the wet sanding method on any surfaces that need sanding.
3.4.4.1 Provide tarps or other protection to prevent paint from covering surfaces below while painting.
3.4.4.2 Lightly mist the surface to be sanded with spray bottles to keep the immediate area being sanded wet.
3.4.4.3 Use absorbent rags to wipe off / remove the paint and water from the sanded surface before it runs down the walls and can drip.
3.4.4.4 Only sand and mist small areas which can be wiped while working.
Do not allow the moist surface to run down and drip to the ground or surface below.
3.4.4.5 Wet sand all rough areas on clapboard to obtain a smooth surface.
Replace boards which are thin or cannot be sanded smooth, approximately 10 boards.
3.4.4.6 Wet sand any areas that do not have a smooth transition between coats of paint.
3.4.4.7 Used absorbent rags and collected paint chips shall be placed in a Hazardous Materials container and deposed of at an authorized facility.
The above method is one way to safely sand lead paint. The contractor shall include their methodology in their Lead Based Paint Plan which they plan to use. The method must be an accepted practice for Lead Based Paint Removal according to a Code or Industry Standard or be signed off by an Industrial Hygienist based on the site conditions and scope of work for this contract. The process if different than the wet sanding method shall provide a smooth transition between previous coats of paint and removing the rough surfaces on the clapboard siding so that the end result is a level smooth finish.
