Attachment 1: STATEMENT OF WORK SOLICITATION: FA8601-22-Q-0097

STATEMENT OF WORK

FOR:

Converting Storage Space into Office Space

Project: Building 10280, RM. 1205H

Dated: 6 Jun 2022

1. BACKGROUND: The National Air and Space Intelligence Center (NASIC/GXA), located at

Wright-Patterson Air Force Base (WPAFB), Ohio is in need of additional systems furniture to expand their current work area to accommodate extra desks. Construction and Facility

Modification is being executed via existing SABER contract (ZHTV21-0608). Furniture vendor is required to reconfigure existing furniture and furnish additional product to accommodate layout as shown in plans (Attachment 2).

2. GENERAL INFORMATION: The contractor shall provide all labor, design, materials, equipment, delivery, and installation to accomplish this project in accordance with this

Statement of Work (SOW) and Plans (Attachment 2). Coordination and management of all new product, equipment, and people required to create, deliver and install new furniture within

WPAFB, Building 10280, and Room 1205H. This includes ongoing servicing of any items defective due to manufacturing error as well as for replacement or repair of any damaged item after purchase.

2.1. The contractor shall be responsible for all personnel, equipment, tools, materials, supervision, storage, assembly, transportation, incidentals, and all other items and services necessary to provide and install systems and modular furniture.

2.2. The contractor shall be knowledgeable of and shall comply with all applicable Federal, State, and local laws, codes, permits, Department of Defense (DoD), Air Force (AF) and

Base requirements and instructions required for the performance of the duties in this

Statement of Work.

2.3. The contractor shall ensure policies and procedures are established that protect the safety and welfare of customers, employees, and the community to minimize or eliminate safety or environmental risks. These policies shall be in compliance with Federal and Installation policies and procedures.

2.4. The contractor shall provide a Contract/Project Manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates who shall act for the contractor when the manager is absent shall be designated in writing to the

Contracting Officer (CO) within five (5) calendar days after contract award. The contract manager, or alternate, shall have full authority to act for the contractor on all contract matters relating to the daily operations of this contract on the installation.

2.5. All contractors shall submit a complete list of personnel in accordance with installation policy, including delivery personnel, who will be expected to work on the installation.

This list shall contain Privacy Act information as required, as well as the expectation that each individual will be able to present a current and valid state identification to meet local

Air Force security requirements. This information must be provided a minimum of 3 days before work is scheduled to begin.

2.6. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees.

2.7. The contractor shall be an authorized dealer of the specific Systems and Modular furniture manufacturers specified on the project. The vendor shall manage ordering, shipment, delivery, and installation of all new furniture from manufacturer to final acceptance by the designated Government Acceptor identified in the schedule of the final awarded contract.

2.8. The Contractor shall perform work during the following hours of operation, unless otherwise noted in the specific sections below:

2.8.1. Normal hours of operation will be from 0700 to 1600 hours Monday through

Friday, except Federal holidays.

2.8.1.1. The following Federal holidays are observed at WPAFB: New Year’s Day, Martin Luther King Jr. Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.

2.8.2. Mission required non-work days.

2.8.3. Base closure/delay policy and communication methods for closures/delays. In the event of adverse weather conditions, NASIC follows the response protocols set forth by Wright Patterson Air Force Base (WPAFB).

2.8.3.1. Please follow guidance provided on local TV and radio channels, 7,9,22, and WHIO 1290 or by calling the base weather Hotline 656-SNOW (7669).

These channels will have postings on closure or delays of WPAFB.

2.8.4. When the contractor desires to work other than standard times, a written request shall be submitted to the Government Acceptor for approval. Written approval from the Contracting Officer must be received before proceeding with the work.

2.8.4.1. The request shall be submitted at least five (15) work days prior to the proposed performance of work, and it shall indicate the day/days, time/amount of work, and reason why performance is necessary during nonstandard hours.

2.8.4.2. All Air Force inquiries shall be responded to by a contractor representative within two (2) business days.

2.9. Contractor may be required to attend meetings to discuss status of work.

2.10. Vehicle registration, proof of insurance, and a valid driver’s license shall be presented to gain base access.

2.11. The contractor shall be responsible for coordination of an escort through the assigned Government Acceptor if access to any controlled areas is necessary in the performance of the contract.

2.12. The contractor shall provide a schedule of work minimum 2 weeks before work is scheduled to start.

2.13. Lost vehicle and entry passes shall be reported immediately to the Security Police as well as the Government Acceptor in accordance with the local security forces policy.

2.14. The contractor shall be responsible for any storage of all new furniture, components, parts, and assemblies prior to and during installation in accordance with the agreed upon delivery schedule.

2.15. The contractor shall maintain the ability to surge in the event of unforeseen circumstances such as extended business hours, travel, classes and education, and mission related surges.

2.16. The contractor shall maintain continuity between the support operations at WPAFB and all other assigned performance locations and the contractor’s corporate offices.

2.17. The contractor shall provide the necessary resources to manage and administer the contract. The contractor shall, as a minimum, maintain a single point of contact for this effort to be available in person to the Facility Project Manager during the same business day.

2.18. Secure Facility Access. NASIC is a secure facility and has special project requirements that includes but not limited to:

2.18.1 Security clerk oversight of contractor personnel while in the facility;

2.18.2 Contractor performance shall be assessed using Inspection/Acceptance

Checklist (see paragraph 7 for more details) provided by the Government.

Contractor quality assurance representative (installation site lead) shall inspect the installation of product for quality and accuracy every day prior to leaving the base;

2.18.3 Prohibited electronic items within the space include cell phones, apple watches, and any recording devices. Lockers are provided outside this space to place the items prior to entering the room.

2.19.4 All contractors shall submit a complete list of personnel in accordance with installation policy, including delivery personnel, who will be expected to work on the installation. This list shall contain Privacy Act information as required, as well as the expectation that each individual will be able to present a current and valid state identification to meet local Air Force security requirements. This information must be provided a minimum of 3 days before work is scheduled to begin.

2.19.5 Loading dock/delivery procedures: The contractor shall be responsible for determination of the appropriate delivery method and handling, based on site conditions to include the non- existence of loading docks and equipment at any given location. Special circumstances may be identified by and negotiated with the

Contracting Officer. Personnel are prohibited from sponsoring guests onto the installation.

3 SCOPE - HERMAN MILLER, AO2 SERIES FURNITURE: The Contractor shall provide product and services necessary to complete the installation of new systems furniture in Building 10280, RM 1205H. Contractor shall provide all materials, services, labor, and tools required to dismantle existing furniture and rebuild to reflect the plans (Attachment 2).

3.19 All Furniture is to match the existing systems furniture finishes. See breakdown of existing and new workstation descriptions below:

3.20 The contractor shall be responsible for moving any loose furnishings (file cabinets, tables, chairs, etc.) that may impede the required work.

3.21 Contractor shall be responsible for transporting excess parts to Building 867 at the close of the installation. A loading dock is available for delivery and installation at Building

856. A liftgate is required to unload product at Building 867.

3.22 At completion of work, contractor shall clean worksite. Wipe all surfaces clean from dust and debris and vacuum floor in the work area. Contractor shall remove and dispose of all trash and refuse from this project.

3.23 Work will take place in three (3) Phases, over the course of seventy-five (75) calendar days as identified below:

3.23.4 Phase I: Removal of Systems Furniture

3.23.4.1 Contractor shall disassemble and remove fifteen (15) existing modular systems furniture stations from the site, as well as miscellaneous loose furnishing per the drawings provided. Existing furniture is Herman Miller

A02 Series. Existing furniture to be transported to Building 867 and turned over to Government. Contractor to provide all transportation equipment and vehicles.

3.23.4.2 Contractor will return at a later agreed upon date within a 2 week timeframe

(with a min. 3 days of notice from government) to complete Phase II.

3.23.5 Phase II: Furnish and Install Systems Furniture to utilize and match existing (Panels

Only)

3.23.5.1 Return to site for furniture installation. Transport all furniture from Phase I back to Building 10280. Furnish and Install 45 furniture stations (15 existing and 30 new) of Herman Miller AO2 Series Product, utilizing as much existing product as possible. Furnish new additional product as required to complete layout in its entirety according to plans provided.

3.23.5.2 Phase II build includes structure standing panels and installing power poles only. Contractor shall cut ceiling tiles around power and communications poles. The contractor will then leave the site to allow for electrical and fiber connections.

3.23.5.3 Contractor will return at a later agreed upon date within a 2 week timeframe

(with a min. 3 days of notice from government) to complete Phase III.

3.23.6 Phase III: Furnish and Install Systems Furniture to utilize and match existing

(Components)

3.23.6.1 Return to site for installation of workstation components. Complete the installation of components for 45 workstations, utilizing existing product and provide additional parts as needed to compete the layout according to plans provided. At completion of work, Contractor shall clean the worksite, including wiping all surfaces clean from dust and debris as well as vacuuming the floor in the work area. Contractor shall remove and dispose of all trash and refuse from this project.

3.24 Once the contract has been awarded, it becomes the responsibility of the contractor to verify measurements and site condition. All visits to facility require badging, and personnel must be escorted at all times.

4 PRODUCT MARKINGS/DOCUMENTATION/TOOLS: Items used after new product acceptance used to identify or modify a particular product.

4.19 All documentation (owner’s manuals, warranty information, assembly instructions, maintenance and care instructions, operating instructions, etc.) shall be provided to and reviewed with the Government Acceptor and/or Government Project/Facility Manager upon completion of the installation.

4.20 Special assembly tools (security hardware wrench, spare parts provided with the furnishings, etc.) shall be provided to the Government Acceptor and/or Government

Project Manager prior to final Government acceptance of products and services.

4.20.4 ADDITIONAL NOTES:

4.20.4.1 All furniture to be keyed alike

4.20.4.2 Contractor to provide all hardware, tools, connectors, etc. to complete layout according to plans provided.

5 DELIVERY: Transportation of all new products, loading, unloading, storage, and all necessary movement from factory to final onsite set up. All items shall be delivered (FOB) to 4180 Watson Way, Building 10280, WPAFB, Ohio 45433.

5.19 The contractor Project Manager shall be responsible for on-site coordination of all staging and deliveries of their product, to include access to and operation of any equipment needed for unloading and movement of materials or product.

5.20 The contractor shall be responsible for determination of the appropriate delivery method and handling, based on site conditions to include the nonexistence of loading docks and equipment at any given location. Special circumstances may be identified by and negotiated with the Contracting Officer.

5.21 Delivery shall be in accordance with the terms of the contractor's agreement. If the ordering activity designates an accelerated delivery schedule it will be identified in the contract.

5.22 A maximum of thirty (30) days storage for new products shall be included in the contractor's agreement.

5.23 Work shall comply with applicable building standards and codes, specifically: National

Electrical Code (National Fire Protection Association (NFPA 70) and National Life

Safety Code (NFPA 101).

5.24 The contractor shall be responsible for following all safety and security guidelines within the area in which work is being performed, to include securing any contractor owned tools or equipment, and any on site storage being utilized.

5.25 The contractor shall maintain accountability and control of any keys provided and shall return them to the Government Acceptor upon completion of work. Duplication of keys or other means of access is not authorized.

5.26 The contractor shall prevent its personnel from entering any area other than the designated work area.

5.26.4 The contractor shall ensure its personnel eat, drink, or smoke only in designated areas.

5.27 The contractor shall maintain a means of egress within all designated work areas to comply with fire codes.

6 INSTALLATION SERVICES: Contractor shall provide manufacturer-certified professionals to install furniture per the approved plans.

6.19 Contractor shall be able to provide, or capable of obtaining, support services to include removal of existing furniture. Existing furniture shall be transported to Building 867 for on-site storage until ready to be placed back into the room.

6.20 The contractor shall appoint an authorized representative who shall be the company's senior representation on site for all customer communication and who shall enforce compliance of all requirements for the project. This representative shall have a physical presence during any delivery and throughout installation unless agreed to by the

Government Acceptor and/or Government Project Manager.

6.21 The contractor representative shall meet with Government Acceptor and/or Government

Project Manager to review the installation drawings prior to installation.

6.21.4 This authorized representative can be the same person identified above in paragraphs 2.18 and 2.4.

6.22 The contractor shall install new furniture in accordance with this Statement of Work

(SOW) and plan.

6.23 Contractor shall install power poles according to manufacturer’s guidelines. Contractor to cut ceiling tiles around the power and communication poles.

6.24 The contractor shall be liable for any damage to Government property caused by the contractor or its representatives.

6.25 During installation, the contractor shall protect all furniture and building materials existing within the space, to include carpet, with industry approved protective coverings inclusive of craft paper, moving blankets, and such type material. The contractor shall not use protective materials that will leave any type of residual print, outline, or imaging on any furniture or building materials. Contractor shall not repair damage to finishes but will be responsible to pay for damages. The Government will make repairs and back charge the installation contractor.

6.26 Contractor shall maintain a clean and tidy workspace throughout the entirety of the installation.

6.27 The contractor shall uncrate/unpack all new items and perform required assembly in accordance with the manufacturer instructions.

6.28 Services shall include inspection of product for shipping damage. If damage is found, it shall be the responsibility of the contractor to notify the authorized Government representative and make all arrangements for replacement or repair of the item(s) damaged.

6.29 Services shall include assembly of new product to conform to final Air Force approved design drawings.

6.30 Any furnishings attached to the building shall be attached securely.

6.31 Installation of new systems and modular furniture must be under the oversight of an onsite manufacturer-certified installer.

6.32 Services shall include removal of packing materials from the installation.

6.33 All trash removed from the worksite shall be disposed of in accordance with state laws, and packaging and other recyclable materials shall be recycled wherever possible.

6.34 The contractor shall maintain environmental controls when working in any AirForce facility to include, but not limited to, keeping doors shut and lights off when not in use and turning off vehicle engines when parked.

6.35 Prior to acceptance, the contractor shall clean furniture with the manufacturer's recommended cleaning agents/products only. Contractor shall additionally vacuum floor and remove all trash from site.

6.36 The contractor shall provide all components, completely assembled, installed, and operational, including keys in each lockset. Each station to be keyed alike.

6.37 All furniture, equipment, and accessories shall be level, square, and in proper alignment with adjoining furniture. All drawers should operate smoothly and stay closed when not in use.

6.38 The contractor shall inspect to ensure that all furniture installed is free of surface dirt and defects, the installation is complete, and the new furniture is ready for use.

7 INSEPCTION/ACCEPTANCE CHECKLIST: Contractor shall validate with the

Government Acceptor that all product has been specified and ordered in accordance with manufacturer guidelines and customer specifications.

7.19 A post-installation walkthrough shall be coordinated with the contractor’s authorized representative and Government Acceptor and/or Government Project Manager.

7.20 All areas requiring correction shall be documented in a punch list by the contractor and provided to the authorized Government representative upon completion of a joint walkthrough by the contractor and authorized Government representative.

7.21 A final walk through will be performed with the contractor and the Government Acceptor and/or Government Project Manager to ensure all punch list items have been addressed to the satisfaction of the Government Acceptor.

7.22 Upon completion of all contract requirements, the contractor shall submit to the

Government Acceptor the Inspection/Acceptance Checklist provided by the

Government, as well as documentation of completed punch list items. The Government

Acceptor will complete the Inspection/Acceptance Checklist and return it to the contractor. The Contractor shall then submit a final invoice in the Wide Area Workflow system (WAWF) (https://wawf.eb.mil/) as outlined in the clause at DFARS 252.232-

7006 within the contract. Contractor shall attach an electronic copy of the signed

Inspection/Acceptance Checklist to the invoice submission.

8 SITE CONDITIONS: Standard site conditions shall be considered those that include:

8.19 Free and clear hard surface access to the receiving and installation location during regular working hours.

8.20 Parking and off-loading area suitable for access by a semi-trailer combination or truck within 100 feet of the building entrance closest to product installation area.

8.21 Threat condition level of the base is Bravo. This requires dealer personnel to get base access in order to complete the product installation.

8.22 Health condition level of the base is Alpha. Masks are sill required for those that are not fully vaccinated.

8.23 A staging area adequate to sort, stage, and uncrate products along with a waste receptacle suitable for disposal of materials.

8.24 Includes electric power, working lights, heating and air conditioning, and access to a working freight elevator if location is on a floor other than the first floor.

8.25 Current and correct CAD drawings of the building shell.

8.26 An office space clean and ready for the installation of furniture (i.e. other tasks such as painting and flooring are complete so as not to cause any delays in performance).

8.27 Contractor shall notify the Contracting Officer of any deviations from the above standards, as well as any requests for equitable adjustment to the contract price related to those deviations.

9 QUALITY ASSURANCE: Contractor performance shall be assessed using

Inspection/Acceptance Checklist provided by the Government. Contractor quality assurance representative (installation site lead) shall inspect the installation of product for quality and accuracy every day prior to leaving the base

10 PERIOD OF PERFORMANCE (PoP): The PoP begins immediately after contract award and completion is expected within ninety (90) days.

11 BASE/INSTALLATION SPECIFICS: All commercial trucks must enter through Gate

26A (contractor gate), which is located off Route 235, for inspection.

11.1 In accordance with the Installation entry control procedures, base entry procedures must adhere to delivery vehicle process requirements mandated by the Wing. Once at Gate 26A, the driver shall have a work order and be able to show:

A current Vehicle Registration

A current Proof of Insurance

A valid and current Driver's License for the driver (Must be in compliance with the Real ID Act)

A valid and current Driver's License or other State Identification for any passenger(s) in the vehicle.

11.2 Gate Procedures: Once at Gate 26A, contractor and/or delivery personnel shall be prepared to exit the vehicle and allow for vehicle inspection. At this time, contractor personnel may ask for directions to the final destination.

If the final destination requires the driver to leave Gate 26A and re-enter the

Base through an alternate gate, the pass received will be sufficient documentation for entry into both gates within a pre-established time directed by the Security Forces representative.

Arrival at the appropriate gate after the designated allotted time will result in non-admittance to the Installation.

This procedure will occur each time a commercial truck requests access to the

Base.

11.3 Contractor/delivery personnel shall hold a current Bill of Lading (BOL) in orderfor delivery driver and the vehicle to access the Base. BOL must include the AF installation name, date of anticipated delivery, and specific destination (including building number, street address, and point of contact information).

11.4 Personnel shall have the following items when entering an Installation:

Current Registration for all vehicles

Current Proof of Insurance for all vehicles

Valid driver’s license for each driver

Valid driver’s license or other state identification for each passenger

Depending on the current Force Protection Condition, a Government representative may be required to sponsor those people in person at Pass & ID.

The sponsor must state the guest's purpose and destination. It is the responsibility of the contractor to validate this need with the Government POC prior to arrival so as to coordinate the arrival time accordingly. Sponsors may request that a pass be applicable for multiple days if needed.

o To sponsor ten (10) or more people, a typed list of those people must be submitted by the Government Acceptor in Word or Excel format, stating

LAST NAME then FIRST NAME of each person.

The sponsor must submit that list to Pass & ID no fewer than three days prior to the anticipated arrival.

Names listed must be complete names (no nicknames) and correspond to the names on the state ID for each person.

11.5 Mission Essential Services: Contractors are not considered mission essential.

11.6 Prohibitions: Firearms shall not be brought on Base under any circumstances. Individuals with criminal records shall not be allowed on Base. Contractor personnel are prohibited from sponsoring guests onto the installation.
