STATEMENT OF WORK

LinkedIn Recruitment Tools

INTRODUCTION and BACKGROUND

The Taxpayer Advocate Service (TAS) has approximately 1,600 employees dispersed across the U.S. and Puerto Rico. Due to recent events, including the pandemic, the 2019 government lapse in appropriations, major changes to tax law, and others, TAS’s workload has significantly increased and is expected to remain at elevated levels for the foreseeable future. In addition, our veteran workforce has a high number of employees retiring soon or eligible to retire. TAS anticipates high levels of hiring to continue its mission-critical work. Our work is highly technical, has a broad scope, and requires employees with specialized skills. Due to numerous factors, TAS has seen a reduction in its traditional labor sources, and needs to find new ways to attract and select employees from internal and external sources and better strategies to select employees who will succeed in TAS.

To support our hiring strategy, the contractor will provide data and tools to help TAS focus its recruitment efforts on employees with the right skills and experience.

SCOPE of WORK

The Contractor shall provide access for designated employees of TAS to all services of its platform described below, for the period of performance:

Base Period: August 25, 2024 – August 24, 2025, plus two (2) additional option periods, as set forth below.

TAS shall designate 1 employee to have full access to all services described below, up to 3 additional employees to have limited administrative access, and up to 20 employees to have limited hiring manager access.

Contractor shall assist in implementing all aspects of the TAS recruitment strategy and hiring plan. This is to include, but is not limited to, statistical/data analytics reports, targeted hiring/recruiting strategies, and the best methods for achieving the recruiting and hiring goals, which may change on a regular basis.

The selected social media site should also collect professional information (including skills, job history, educational achievements, professional association affiliations, etc.) for at least 150 million U.S. persons. The vendor will provide the following services for the Base Period and subsequent optional periods, if exercised:

1) Customer Support: Contractor shall provide live, in-person and online support for the development of recruiting projects utilizing the social media platform to its highest potential with suggestions on how to improve recruiting performance. Specifically identified individuals will be assigned to the account with direct contact capabilities for support on a daily basis. Training will be provided by the contractor on all platform changes in a timely manner which will include live presentations and supporting training documents for future reference.

2) Job Postings Subscriptions: The Contractor shall provide a job posting subscription service that provides the ability to post jobs, each with up to 100 cities in multiple states. The service must provide access to the target demographics detailed in the requirements. The Contractor will collect “Job Posting Statistics”. These statistics must include the number of views delivered for each job posting and click-thru numbers for each job posting. These statistics will be made available in real time and through reports, see ITEM 1.04 - Reporting - Social Media/Industry Data Analytics.

The Contractor/Contractor’s site will have the following minimum capabilities:

· User search engine can interpret a list of 100 cities contained in a job posting and accurately determine if a user’s search criteria are met and will reliably return a positive match to the user.

· Site provides the IRS with a template library to house the IRS’s templates for each occupation announced on the site. The IRS will have the ability to create templates, save these templates to the template library, and reuse the templates for subsequent job announcements. The templates can be edited and/or duplicated to meet the needs of future job announcements.

· During the life of the contract, site continuously provides a minimum of 5 slots that allow IRS jobs posted to USAJOBS, or another platform chosen by the IRS, to automatically post to the Contractor’s site. These job slots should be reusable or the number of job slots provided by the Site should be the equivalent of 5 reusable job slots (with a presumed two-week turnover rate) over the course of the contract period. “Job Slots” – includes Job Wrapping, at no additional cost, for each year of the contract (Base Yr & 2 Option Years).

· The site allows for the ranking of job announcements that allow the IRS to prioritize job listings within a list of multiple job postings. Also, the site must allow for the IRS to include specified nomenclature within the job announcements to automatically prioritize certain jobs to post first to the available job slots.

· The site allows for the IRS to search job postings within their own announcements.

· The site allows for the utilization of job posting slots for any IRS jobs posted to USAJOBS, or another platform chosen by the IRS, when the slot is not needed for a prioritized IRS job announcement.

3) Direct Messaging: The Contractor will provide the ability to specifically target direct messages to both individual site members or to a population that reflects identified skills, professions or geographic areas identified by the IRS. Each direct message should be customized as needed or prepared as a template to widespread distribution.

4) Recruiting Leads: The Contractor will provide a service that keeps track of and individually track all site members who click on Job Posting links identifying them as leads for recruiting outreach. The recruiting leads will then be accessible for direct messaging efforts. The service will allow the IRS to view the entire profiles of each recruiting lead developed by the IRS. The service must allow for the ability to download reports of the leads that were developed including names, professions, and other information that the IRS deems relevant.

5) Social Media/Industry Data Analytics: The Contractor shall provide relevant and real time statistics in the form of reports to help the IRS determine the effectiveness of its recruitment and hiring efforts. The statistics will include talent pools, industry trends, skill gaps, diversity data, workforce planning, and organizational analytics, among other things. The Contractor will provide these statistics in report format and in real time throughout the lifecycle of the contract.

6) Data and Reports: The Contractor shall provide the ability to create detailed analytic reports, in easy to read format, for U.S. employment statistics including the following areas:

a. Live industry recruiting trends;

b. data to develop recruiting leads and where they are located;

c. data regarding industry trends, with numbers of site members, related to specific company hiring and where these hires were acquired from (company and industry);

d. data regarding professional skills that are being sought by competitor companies within various industries;

e. gender and diversity analytics;

f. salary data, with sorting capabilities for various filters including: geography, profession, employer, and skill sets;

g. hiring demand for jobs to be posted;

h. competitor company analytics, comprised of actual numbers of site members, of various types including hiring trends, current number of employees, geographic locations of employees, source of employee hires (universities, other companies, etc.);

i. number of qualified site member job applicants based upon job titles and skill sets using a geographic breakdown; and

j. current attrition rates of employees with various filtering options including by company and by geographic region.

Schedule of Deliverable Due Dates

The services for this contract are continuous; they begin the day of contract award and end 12 months after each period of performance (e.g. base period and optional periods). It is expected that this contract will start on August 25, 2024.

All capabilities and reporting requirements shall be made immediately available upon the beginning of the contract, including the customer support.

Performance Standard

Requested services will be provided to authorized IRS users at all times during the contract period(s):

• Maximum of 5 job slots

• At least one corporate page, “Homepage”

• Access to statistical/data analytics and reporting

• Customer support to handle any access problems, help with data analytics and reporting, and to answer questions

• The Server should be able to sustain simultaneous access by licensed users via online website.

• Account access by use of individual user ID and password for 1 full-access user, a minimum of 3 additional limited access (administrative) users, and a minimum of 20 limited access hiring manager users.

TRAVEL

The Contractor shall perform work virtually for the period of this contract.

PERIOD OF PERFORMANCE

The base period of performance for this award is August 25, 2024 through August 24, 2025, with the following two additional option periods:

· Option 1: August 25, 2025 through August 24, 2026

· Option 2: August 25, 2026 through August 24, 2027.

PLACE OF PERFORMANCE

The work will take place virtually.

SECURITY REQUIREMENTS

Should any effort required by this contract be performed at specified Government facilities, the Contractor shall abide by Department of Treasury Directive P 7110 regarding provisions for authorized entrance and exit at these facilities.
