About this file
This is a Single/Sole Source Justification and Approval Form from the Brevard County Board of County Commissioners, specifically submitted by the Parks & Recreation department on 03/19/2025. The document seeks to procure Sea Isle Supreme Paspalum turfgrass from South Florida Grassing, Inc., a unique salt-tolerant grass variety intended to stabilize park areas near the Indian River Lagoon shorelines. The purchase is for an annual amount of $60,000.00, and the vendor is identified as the only licensed grower of this specific turfgrass in the Continental United States.
The justification for sole source procurement is based on the vendor being the exclusive domestic supplier of this University of Georgia-developed Sea Isle Paspalum, verified by Turfgrass Producers of Florida. The turfgrass is specifically suited for high-salinity environments and requires less water than other hybrid grasses. The form includes multiple certifications and approvals, with signatures from the requisitioner, department director, purchasing manager, and an assistant county manager, confirming compliance with Florida Statutes regarding non-competitive procurement. The document also checks two specific exemption criteria: being the original manufacturer/provider with no regional distributors, and being the only known item that will meet the specialized needs of the department.
