About this file

This document is a Single Source Justification (Simplified Acquisition) for the purchase of a commercial surveillance camera, modified to meet government specifications, for the South Base complex at Edwards Air Force Base.

The justification states that the required camera must be outdoor, environmentally hardened, and comply with specific security requirements, such as a lockable power cabinet. After conducting market research, the government determined that Silent Sentinel was the only vendor able to meet all the technical and security requirements. The anticipated price for the camera system is $. The justification also outlines the efforts to obtain competition, noting that most vendors did not respond or were unable to meet the unique requirements. To preclude future single source awards, the government plans to continually conduct market research to identify new technology solutions that could meet their evolving requirements.

Section C: Justification for Soliciting from a Single Source

Expected Sole Source Vendor:

Silent Sentinel (CAGE: 8NEE8)

1123 1ST AVE N

Saint Petersburg, Florida 33705-1505

Initially, market research located several vendors in the security camera industry. To meet our needs, the camera must be outdoor, environmentally hardened. The camera required is a commercial off the shelf (COTS) unit, but there are several key security changes to comply with security requirements (ex - lockable power cabinet to limit access to the camera, and the controls of the camera system).

The camera's specifications and security requirements pushed several vendors to stop responding to the government's market research.

It appears that our requirements were unique to these camera system vendors. Most vendors did not reply, two vendors ( and Silent Sentinel) engaged in follow-on conversations/emails/telecons, etc. Discussions reflected that several of the camera vendors had not been asked to develop a system that would meet all the security/IT requirements. Nothing straight off the shelf was available; we would require some additional components and software coding. Only one vendor was able to meet all the requirements

Silent Sentinel was the only vendor to meet all the security and camera specifications. They attended several requirements meetings with South Base Ops, IT, Security, facility SMEs. Silent Sentinel has provided many camera systems to OCONUS and CONUS military and private customers. They have sold custom camera systems to support unique security and IT requirements.

Section D: Efforts to Obtain Competition

During the market research process, the government reached out to 5+ companies (limited search to US based companies). Three companies only sold cameras and were not able to change internal camera specifications, or stopped responding to emails/phone calls as we worked through requirements. One company ( did provide a quote on a camera that was used at other locations, but was not able to validate that their camera could meet the security requirements.

Section E: Steps to Preclude Future Single Source Awards

In order to preclude future single source awards, we will continually conduct market research to identify advances in technology that would allow other vendors opportunities to meet all these criteria. Additionally, as technology changes, the government's requirements are expected to expand with those changes. This growth may open the market to include more vendors of all sizes to incorporate
