About this file
This document is a Statement of Objectives (SOO) for the U.S. Army FAA Part 141 Helicopter Flight School Pilot Program. The U.S. Army Aviation Center of Excellence (USAACE) is proposing a civilian FAA Part 141 school that will train students to obtain Private Pilot, Rotorcraft Helicopter, and Instrument Helicopter privileges. After completing the civilian training, participants will attend Military Helicopter training. The objectives of this program are to transform the way the Army trains rotary wing aviators and to determine the requirements for transitioning a civilian FAA helicopter pilot to an Army Aviator. The scope requires the training program to be completed within 16 weeks, with a training week of no more than 6 days at 8-10 hours per day, and a class size of 4-8 students. The aircraft used must have a turbine engine, counterclockwise rotating rotor system, and standard configuration dual flight controls. Optional capabilities include student housing, meal programs, and transportation. The contractor will train up to 48 students over a maximum two-year period.
