1. INTRODUCTION AND SCOPE
The contractor shall provide all necessary management, personnel, equipment, facilities, materials, supplies, and services, except as may be expressly set forth in the contract as Government Furnished Equipment, to effectively implement, control, track, perform and sustain all requirements of the Performance Work Statement (PWS) to support effort at Goddard Space Flight Center (GSFC), Lyndon B. Johnson Space Center (JSC), and Langley Research Center (LaRC). Services to be provided are in two broad technical areas including Institutional Occupational Safety and Occupational Health. These services will enable the Centers to comply with National Aeronautics and Space Administration (NASA) policies and Federal regulations in each of the technical areas. The contractor may be required to perform services at its own facility (off-site), at other NASA Centers and/or at the Center’s satellite locations. Details of each Center specific locations and scope are described in the PWS Appendix A provides position qualifications required to be used in the performance of this contract. Task orders may also be issued to provide similar support as described herein for other Centers.
NASA Safety Vision
“Safety is a core value at NASA”, as described in NASA Policy Directive (NPD) 1000.0A.
“NASA’s constant attention to safety is the cornerstone upon which NASA builds mission success. We at NASA are committed, individually and as a team, to protecting the safety and health of the public, our team members, and those assets that the Nation entrusts to us”. This contract is a principal resource used by the Center’s Safety Organizations to meet the strategic goal of ensuring a safe work environment for the public, Center personnel, and protecting property. Specific objectives of this strategic goal include:
Improving safety behavior through increased awareness of safety requirements and improved accountability measures.
Improving the timeliness and quality of mishap investigations.
Integrating risk-based analysis into facility management decision-making to optimize risk trades based on available funding.
Providing a safe work environment in the face of challenges such as:
A multifaceted work environment, involving diverse hazards from the office to industrial work areas, to the most advanced laboratories and test systems
New and emerging technology An aging infrastructure An uncertain Agency budgets
A. Providing leadership to identify and manage the risks in a creative, proactive, and cost-effective manner by:
Establishing relationships to encourage a safe work environment with personnel at the
Center.
Performing data analysis that quickly recognizes trends in safety performance.
Recommending better performance indicators of changes in risk at the Center.
Understanding the latest tools and techniques available to improve safe work conditions and behaviors.
Assisting NASA to prioritize resources in a manner most effective at reducing the Center’s mishap risks.
Goddard Space Flight Center
The services to be performed under this contract are principally performed at the GSFC/Greenbelt Campus, Maryland. Annual safety inspections and occasional non-routine support services shall also be provided for NASA employees located at the Goddard Institute for Space Studies (GISS) in New York City, New York, the IV&V Facility in Fairmont, West Virginia, and the White Sands Complex (WSC) in Las Cruces, New Mexico. The estimated population for services includes approximately 10,000 NASA civil service and contractor personnel, located within 38 major facilities and encompassing over 3.4 million square feet of office, industrial and laboratory space.
Johnson Space Center
The services to be performed under this contract are principally performed at the Johnson Space Center (JSC), NASA operations at Ellington Field (EF) and Sonny Carter Training Facility (SCTF). All these sites are in Houston, Texas. EF and SCTF are considered part of JSC. Intermittent support may be required at other sites for which JSC has responsibility such as the El Paso Forward Operating Location (EPFOL) in El Paso, Texas; the White Sands Test Facility (WSTF) in Las Cruces, New Mexico, and other locations in the continental United States. Infrequent safety support may also be required at locations where JSC has interests such as off-site contractor locations, other NASA centers, and other domestic and international non- NASA locations (“off-site” locations).
JSC has an on-site population of approximately 9,000 employees, comprised of federal civil servants, contractor employees and international partner employees. The Center has approximately 200 buildings with approximately 3.3 million square feet of interior floor space. The buildings encompass a broad mixture of functions, including administrative, office, laboratory, industrial, research, storage, aircraft hangars, a large underwater weightless test center and several Leadership in Energy and Environmental Design (LEED) certified facilities.
Langley Research Center
The services to be performed under this contract are principally performed at the NASA's Langley Research Center (LaRC). LaRC is comprised of nearly 200 facilities on 764 acres in Hampton, Virginia, and employs about 3,400 civil service and contractor personnel. The buildings encompass a broad mixture of functions, including administrative, office, laboratory, industrial, research, storage, aircraft hangar, and several Leadership in Energy and Environmental Design (LEED) certified facilities.
JSHIFT Regionalization Effort
NASA is merging multiple occupational safety and health contracts at GSFC, JSC, and LaRC into the regionalized JSHIFT contract. Centers across the agency implement occupational safety and health programs differently to meet the center-specific unique mission needs. Many of the requirements throughout the contract are needed at all three centers and the agency has attempted to standardize services as much as possible under this contract.
There are some services that require additional support to meet these unique mission needs at one or two of the Centers which are not required at all three Centers. The section headings detail which centers require the specific support defined in the paragraph. Appendix B also provides a summary and indicates which sections apply to each Center.
Even where the services are consistent across all three Centers, the specific delivery method or systems used for entering information to meet requirements may be different. Appendix C is a table summarizing key technical requirements. This table is a summary of key technical requirements that may have unique delivery methods that are different at one or more of the Centers and is not intended to be a complete listing of all requirements under the contract.
Indefinite Delivery/Indefinite Quantity (IDIQ): In accordance with Clause H-XX, IDIQ work will be accomplished by the issuance of task orders by the Contracting Officer (CO). Discrete work requirements will be defined in Government-issued Task Orders authorized under the Task Ordering Procedure clause 1852.216-80 (OCT 1996) and FAR clauses 52.216-18 Ordering (August 2020) and 52.216-22 Indefinite Quantity (OCT 1995). Tasks can include any or all items within the scope of this Performance Work Statement. They may include tasks performed at GSFC, JSC, or LaRC or at another NASA Center, Headquarters, another Federal Agency, or at Contractor facilities. Other types of IDIQ work activities are at the CO or Contracting Officer Representative (COR) discretion and may include any of the work effort described in Sections 3 and 4 of the PWS.
Significant Contract Interfaces
The Contractor routinely interfaces with the following organizations and their respective contractor staff as applicable:

General Limitations and Clarifications
a. Work shall be in compliance with all applicable Federal, State, and Local laws, permits and permit conditions, Presidential Executive Orders, NASA Policy Directives (NPD), NASA Procedures and Guidelines (NPR), Center’s Policy Directives, Procedures and Requirements.
b. All regulated media originated, generated, or handled by the Contractor through services performed under this contract are subject to the terms and conditions of all Centers’ regulations, NPD’s, NPR’s, Center Policy Directives, Center Procedures and Requirements, and this PWS.
c. The Contractor shall establish and accomplish a program that ensures all necessary regulatory specifications and criteria are met throughout the contract duration.
d. The Government may undertake or award other contracts for additional work at or near the site of the work under this contract. The Contractor shall fully cooperate with the other contractors and with Government employees as necessary.
Work Environment
Work performed under this contract will be primarily performed in an office environment on-site at the respective Centers and contractor employees are required to be on-site during designated operational hours which is 8 a.m. - 4:30 p.m. for the respective time zones of the Centers. The nature of the work requires contractor personnel to enter work areas such as laboratories, hazardous facilities, construction areas, machine shops, aircraft hangars and fire pump stations. Contractor personnel will interface directly with Civil Service employees as well as contractor employees from across all areas of the Center.
Information Management
a. The contractor shall promulgate and maintain all documents and records (i.e., analytical results, manuals, hazard analysis, and procedures).
b. The documents and records shall be prepared using the Office computer software suite of programs (i.e., Microsoft Word, Excel, Access, PowerPoint, etc.) and become the property of the Government and storage in the Center-provided file storage systems or location if applicable.
c. The contractor shall ensure that all legal and regulatory documentation and supporting records are to be maintained in the official NASA files.
d. The contractor shall provide the government with recommended changes or updates to Center Safety and Health procedures and documents based on changes to Government regulations, Agency requirements, industry standards, and others regulatory groups.
Meetings
In addition to the meetings required with Center organizations and customers to accomplish the specific requirements of this PWS, the Contract Project Manager shall participate in a monthly meeting with the Contracting Officer (CO), Contracting Officer Representative (COR), and
Safety Technical Area Monitor(s) (TAM) to review project status and discuss issues.
Additional meetings for performance and/or technical direction may be required as needed.
Installation Accountable Government Property/Equipment (IAGP)
a. All IAGP shall be provided to the Contractor for the full term of this contract and the Government will be responsible for any replacements or repairs unless indicated otherwise in Exhibit E. See also Clause H-X and FAR Clause 1852.245-71 Alt I (JAN 2011) Installation-Accountable Government Property (IAGP).
b. All equipment shall be maintained in a condition and capability to meet regulatory requirements and industry standards for their respective use and purpose. The contractor shall provide general maintenance to support operational readiness and calibrate instruments as indicated to ensure all property has availability and accuracy to accomplish services outlined in the PWS.
c. The contractor shall notify the government of obsolete and non-operational equipment in need of replacement and provide options or recommendations for replacements.
Access to Government Vehicles (GSFC and JSC only)
GSFC
GSFC Code 360 will provide two Safety Division government vehicles for the transportation of radioactive materials and industrial hygiene equipment on center (including area 200 off-center at GSFC). The government vehicles provided may be used when available in support of other activities required by this contract at GSFC. The government will maintain these vehicles as part of the motor pool. Contractor shall maintain insurance to cover potential damage to government vehicles. Contractor shall comply with FAR and GSFC clauses for use of government vehicles including providing a list of personnel requesting use of the vehicles and their driver license prior to authorization.
JSC
JSC Code NS, Safety and Test Operations Division, will provide two government pick-up trucks, outfitted with necessary first responders’ equipment, for response to Center fire emergencies by the Fire Protection Specialists. The government will maintain these vehicles as part of the motor pool. Contractor shall maintain insurance to cover potential damage to government vehicles.
Contractor shall comply with FAR and JSC clauses for use of government vehicles including providing a list of personnel requesting use of the vehicles and their driver license prior to authorization.
2. GENERAL CONTRACT REQUIREMENTS (GCR)
A. The following are general contract requirements:
GCR01 - The contractor shall be available to respond to occupational safety and health incidents, (employee fall/slip, reported chemical storage hazard, suspect fire hazard in a laboratory, etc.) on an as needed basis.
GCR02 - The expected contractor response time shall be within 10 minutes of notification and during non-business hours the response time shall not exceed two (2) hours when afterhours responses is requested.
GCR03 – The contractor response to incidents shall be in accordance with Center processes, instructions, or guidance.
GCR04 - The Contractor shall have the authority to direct that imminent hazards, as defined in Center’s safety requirements, at the Center be made safe immediately or stop the work in progress per Center requirements. The Contractor shall immediately inform the Contracting Officer and the Contracting Officer’s Representative when the Contractor has directed that work be stopped due to imminent hazards and state the reasons for stopping work.
GCR05 – The contractor services may be required during non-core hours (evenings, weekends).
The Contractor shall support these efforts when given 48-hour notice by the Civil Servant Safety and Health Personnel.
GCR06 – The contractor shall provide occupational safety and health consultation and support to Center safety programs (e.g., fall protection, confined space, control of hazardous energy, lifting devices and equipment).
GCR07 – The contractor shall analyze data, run reports, and/or provide other assessments in support of the services outlined in this PWS upon request. This could include any system or spreadsheets the contractor provides data entry.
B. Safety Training (ST)
ST01 - The contractor shall assist in developing, reviewing, coordinating, and delivering general industry and construction safety education classes and awareness programs for personnel.
C. Safety Communications Support Services (SCSS)
SCSS01 - The Contractor shall support the creation of safety-related communications products including, but not limited to:
a) develop safety posters, safety trifolds, and other “traditional” safety communications.
b) develop, edit, and publish safety messages and presentations.
c) support the development of safety videos content and delivery.
d) contribute to the implementation and updates of the Center safety websites and blog sites.
SCSS02 - The Contractor shall support safety and health events such as Safety and Health Awareness events (i.e., days, week, etc.) and periodic public open house events.
D. Policy, Procedure, Plan (PPP)
PPP01 - The contractor shall assist in the development and updating of Center Occupational Safety Policy, Procedures, Requirements and Work Instruction documents as necessary for the Occupational Safety Team to assist the Center in managing the safety programs.
E. Center Emergency Preparedness, Response, and Recovery (CEPRR)
CEPRR01 - The Contractor shall provide input to emergency planning and preparedness documents such as the Emergency Management Plan and Center Continuity of Operations Plan
(COOP).
CEPRR02 - The Contractor shall participate in emergency drills and exercises and reviews.
CEPRR03 - The Contractor shall support the onsite Incident Command System (ICS) upon request. Actions could include establishing preliminary air testing and monitoring, chemical collection and analysis, and overall site safety and health support.
CEPRR04 - The Contractor shall support post-recovery efforts after emergencies, upon request.
F. Personal Protective Equipment (PPE)
PPE01 – The Contractor shall evaluate center operations to identify required and recommended PPE for the respective operations.
PPE02 - The Contractor shall also provide consultative services relative to the identification, evaluation, and selection of PPE as requested.
PPE03 - The Contractor shall provide information and training on the use of PPE as requested or necessary.
3. INSTITUTIONAL/OCCUPATIONAL SAFETY
The primary objective of the Occupational Safety Program is to ensure the safety of all personnel and protect NASA equipment, facilities, and missions. This is accomplished by implementing agency and center safety programs to identify hazards, assess risk, and select appropriate mitigations to reduce the risk of injury, property damage, or mission impact. This section of the PWS outlines specific occupational safety services required to support center safety and health programs.
3.1 General Occupational Safety Services (All Centers)
A. Mishap Interim Response Assistance (MIRA)
The contractor shall support the Center’s Mishap Interim Response Team, in accordance with the Center’s Mishap Preparedness and Contingency Requirements, by conducting any or all of the following tasks:
MIRA01 – The Contractor shall assist in securing and ensuring the scene is safe, help document the scene using photography, video, sketches, and debris mapping, and identifying witnesses.
MIRA02 – The Contractor shall support the Center Interim Response Team (IRT) by assisting in protecting evidence, collecting objective evidence, and recording incident documentation.
B. Response to Safety Concerns (RSC)
RSC01 - The contractor shall support the Center’s Safety Organization in responses to safety concerns submitted via various methods, such as phone, email, Agency reporting systems, and Center reporting systems.
RSC02 - The contractor shall maintain the Center reporting systems by receiving, logging, and investigating and tracking to closure in accordance Center requirements.
C. Safety Inspections and Audits (SIA)
SIA01 - The Contractor shall perform safety inspections in accordance with Center specific requirements per (Addendum, DRD, etc.) Examples of inspections includes facility inspection per OSHA 29 CFR 1960, Construction, Spot, laboratory, fire safety inspections, etc.
SIA02 - The Contractor shall document the safety inspection and annual safety audit results using the government provided system within 5 business days of the completion of the audit.
SIA03 - The Contractor shall propose an annual schedule for facility safety inspections and audits for review and approval by Center Safety Organization.
GSFC - 100% of facilities must be annually surveyed within a 12-month working cycle.
LaRC - 100% High and medium risk (approximately 50) facilities within 12-month working cycle.
JSC - Support to Occupational Health Organization working cycle (approximately 100) annual surveys led by the Government.
SIA04 - The contractor shall coordinate, conduct, and support annual facility safety inspections based on the above-approved schedules.
SIA05 - The Contractor shall support external, OSHA, NASA HQ, OCHMO, EMD, others, audits, and inspections. This includes, but is not limited to, providing escorts, completing questionnaires, providing evidence of compliance, reviewing findings, developing, and implementing corrective processes and action plans based upon direction from the Center’s Institutional Safety Manager or designee.
SIA06 – The contractor shall secure any immediate dangers to life and health (IDLH) hazard and communicate to Center personnel in accordance with Center requirements.
SIA07 – The contractor shall verify that interim or final abatement plans are controlling the hazard and track plans to closure in accordance with Center requirements.
D. Construction Safety (CONS)
CONS01 – The contractor shall participate in pre-construction meetings and activities to ensure that the construction contractor follows the Center’s safety requirements.
CONS02 - The Contractor shall conduct inspection of on-site construction activities to monitor Construction Contractor compliance with applicable federal, state, local, NASA, and Center requirements throughout the construction phases.
CONS03 - The Contractor shall provide construction inspection reports per Center requirements.
CONS04 - The Contractor shall immediately (within 2 hours or less) notify Center personnel in accordance with Center requirements when it observes an IDLH safety violation in the construction site by the construction contractor or their subcontractors.
CONS05 - The Contractor shall inspect construction activities determined to be high profile or high safety risk by the COR or TAM at least once every other construction operating day and shall survey other construction activities at least weekly.
CONS06 - The Contractor shall review and evaluate the construction contractor’s safety and health plans for on-site construction activities within 10 business days of receipt and provide comments to Center personnel in accordance with Center requirements.
CONS07 - The Contractor shall attend construction acceptance and readiness walk-throughs as a witness representing the Center Safety Organization.
E. Facility Safety Engineering (FSE)
FSE01 - The Contractor shall provide facility safety engineering to identify, assess, and recommend methods to control hazards to personnel and equipment associated with all new and changes including construction, modification, and operations of research facilities, systems, and equipment.
FSE02 - The contractor shall perform reviews of design requirements, specifications, drawings, and applicable 30%, 60%, 90% and 100% (or similar levels of design development) submittals for new construction and facility modifications to ensure the incorporation of safety and fire protection requirements and resolution of identified hazards.
a. The contractor shall also attend meetings related to reviews.
b. Reviews shall be to verify compliance with NPR 8715.1; NPD 8710; National Fire
Protection Association (NFPA) Standards – specifically including NFPA 70, NFPA 70E, NFPA 1, and NFPA 101; the International Building Code; and other applicable national consensus codes and standards (e.g., OSHA, ANSI, and DOT) and Center requirements.
c. The contractor shall, as requested, represent the Center Safety organization at acceptance testing of equipment and/or systems and operational readiness reviews of, renovation, repair, or rehabilitation projects.
FSE03 - The Contractor shall provide facility safety-engineering expertise as a member of design teams during all phases of design, construction, modification, checkout, and decommissioning including, but not limited to:
(1) Performing safety analyses in accordance with the Center requirements, using a variety of safety methodologies including, but not limited to, developing undesired events lists, failure modes and effects analysis, and hazard and operability analysis and provide recommendations to decrease the risk associated with identified hazards during any safety analysis performed.
(2) Presenting and defending analysis results to management and review panel
(3) Documentation of safety analyses
(4) Updating of critical safety documents
FSE04 - The Contractor shall review and recommend approval or rejection of facility changes/modifications per Center requirements.
Lockout Tagout Program (LTP)
LTP01 – The contractor shall support the implementation and maintenance of Center lockout and tagout program.
General Fire Support (GFS)
GFS01 - The contractor shall provide technical data and create analysis packages to support the Center AHJ (Authority Having Jurisdiction) decision making process for issues that are not adequately addressed or that are left up to the AHJ’s prerogative in the applicable fire and safety codes.
GFS02 - The Contractor shall conduct annual and as-needed fire safety inspections of Center facilities, buildings, and structures.
GFS03 - The Contractor shall support memoranda of understanding (MOUs) and memoranda of agreement (MOAs) that NASA enters into with emergency response resources (such as municipal fire department, and community fire and emergency response organizations) as necessary.
3.2 Center Specific Occupational Safety Services
The paragraphs in this section are Center specific require additional support for one or two of the centers. Each section details the Centers that require the additional services defined.
A. Confined Space (CONFS) (LARC and JSC Only)
CONFS01 - The Contractor shall respond to requests for confined space entry permits in accordance with the Center Confined Space Program as stated in Center’s requirements and work instructions. See LPR 1740.2 and JPR 1700.1.
CONFS02 - The Contractor shall annually review all Confined Space Permits to ensure compliance with federal, state, local, NASA, and Center requirements.
CONFS03 - The Contractor shall audit the Confined Space Program of on-site contractors annually and perform spot checks of confined space entries to ensure compliance with applicable federal, state, local, NASA, and Center requirements.
B. Lockout Tagout Program-Equipment (LTPE) (JSC Only)
LTPE01 – The contractor shall account for lockout/tagout devices by serial number or other identification, maintain current inventory, and track devices to the point of distribution.
LTPE02 – The contractor shall maintain an adequate inventory of working lockout/tagout devices for operations per Center requirements. Remove missing locks and devices from the list of missing locks within three (3) working days of being notified as found and still operable.
LPTE03 – The contractor shall fulfill customer requirements for specific lockout/tagout devices both during and outside of normal business hours.
LPTE04 - The contractor shall maintain accurate records of request date, device type, date of issuance, and coordinate with the receiving party.
LPTE05 - The contractor shall provide and use a Lock Out/Tag Out database to include trending, searching, and reporting capabilities.
LPTE06 - The contractor shall publish a current list of missing locks and devices monthly to include negative reports.
C. Mishap Investigation (MI) (LaRC and JSC Only)
MI01 – The contractor shall investigate mishaps, close calls and High Visibility Mishaps or close calls, in accordance with NPR 8621.1, NASA Procedural Requirements for Mishap and Close Call Reporting, Investigating, and Recordkeeping, and the Center Mishap Preparedness and Contingency Requirements.
MI02 – The contractor shall have mishap investigators that will meet NASA mishap investigation policy and process training and testing requirements.
MI03 - The contractor shall support Government-led mishap, high-visibility, or close call investigations, including all timelines, and provide the Government access to the investigation site, personnel, and documentation (e.g., witness statements, emails, work authorization documents, drawings) as requested.
MI04 - The Contractor shall support the Center Mishap Program Manager in gathering incident details for monthly and annual reports, event investigations, and assist in meeting recordkeeping policies.
D. Occupational Safety and Health Administration (OSHA) Voluntary Protection Program (VPP) (LaRC and JSC Only)
VPP01 - The Contractor shall support the OSHA VPP audit process including, but not limited to, assisting the Center Safety Organization in implementing changes to Center’s Safety Program, addressing issues raised by OSHA, and meeting, planning, and assisting with negotiations with OSHA VPP representatives from the pre-planning stages through closure of any and all audit findings.
E. Test Operations Safety Support (TOSS) (JSC Only)
Test Operations Safety involves the performance of all safety related activities for tests involving space flight and institutional research and development conducted at the Center and tests involving Center personnel to include test subjects or hardware at off-site (local and remote) contractor and international partner locations.
TOSS01 - The Contractor shall evaluate risk and hazards of “test beds”, spacecraft systems, and ground test research facilities such as life support systems, space suits, medical research equipment, thermal control systems, explosives, software, wind tunnels, etc., as they are operated in ground test facilities.
TOSS02 - The Contractor shall participate in reviews and monitor the actual tests for test operations.
These test operations occur in various environments such as vacuum chambers, extreme temperatures, underwater, vibration, and zero-gravity. The purpose of test safety operations is to prevent personnel injury or unexpected damage to NASA equipment from tests.
TOSS03 - The contractor shall email test safety reports of problems, resolutions and test safety recommendations to the Test Safety Operations Administrative Support at the conclusion of the Test Readiness Review (TRR).
TOSS04 – The contractor shall review the documentation and recommend approval or disapproval of this documentation before a Test Readiness Review (TRR).
TOSS05 – The contractor shall attend TRRs and recommend approval or rejection for the test.
F. Institutional Review Board Support (IRBS) (JSC Only)
IRBS01 – The contractor shall support Agency Institutional Review Board upon request by the Center Safety Organization. This includes, but is not limited to, reviewing for safety implications, human research testing, and protocols that subject personnel to potential hazards.
Note: The IRB is responsible for the health, safety, and well-being of human volunteers in NASA-sponsored testing.
IRBS02 – The contractor shall prepare and present safety assessments as findings and recommendations to NASA. This assessment includes a review of pertinent documentation, such as test and medical procedures, hazard analyses, and investigation protocols per procedures approved by NASA.
G. Lifting Devices Safety Support (LDSS) (LaRC and JSC Only)
LDSS01 - The Contractor shall support the Center Lifting Devices and Equipment Manager (LDEM) for review of critical lift plans, oversight of critical lifts, LDE field inspections, and verifications of system and equipment repairs and their proper utilization.
H. Explosives, Propellants and Pyrotechnic Support Services (EPPSS) (JSC Only)
EPPSS01 - The Contractor shall review facilities, operations, and programs involving explosive devices and propellants for safety concerns to assess compliance with unique NASA requirements and Center requirements.
3.3 Center Specific Fire Safety Support
A. Fire and Life Safety System Designs and Installations (FLSDI) (JSC and LaRC Only)
FLSDI01 - The Contractor shall ensure that all active and passive fire and life safety systems, designs, configurations, and installations meet the following standards:
NASA-STD-8719.11, Safety Standard for Fire Protection Center fire and safety requirements, policies, and standards NFPA, International Building Code, International Fire Code, and other fire and engineering codes and standards as required by the AHJ and/or surrounding jurisdiction(s).
FLSDI02 - The Contractor shall participate on project design teams and perform consulting and reviews as necessary to ensure the Project’s design professionals identify and implement all applicable requirements and verify that designs, materials, and other submittals meet applicable requirements. Reviews and other deliverables shall be performed in a timely manner, consistent with established inter-organizational MOUs. Review comments shall be provided, in writing, to the responsible Project Manager, AHJ, and other appropriate Stakeholders.
FLSDI03 - The Contractor shall maintain current and accurate files for all building related records such as surveys, audit reports, design review results and operational procedures as reviewed by the Contractor. The files include all scheduled work performed by the contractor for the facility as described in other sections of this PWS and information developed by other Center organizations that will have a bearing on fire safety of those facilities.
FLDSI04 – The Contractor shall support design related field investigations by providing and supervising access to existing Center fire and life safety system panels, circuits, and infrastructure under the control of this contract. The Contractor shall perform circuit and notification appliance testing as required to determine spare capacity of existing fire alarm circuits to ensure modifications do not exceed manufacturer limitations.
FLSDI05 - The Contractor shall perform fire and life safety system installation inspections to verify that systems and configurations have been installed as shown on approved drawings and as required by applicable codes.
FLSDI06 - The Contractor shall verify that new or modified fire and life safety systems function and are integrated with existing systems per applicable requirements including the tie-in of water-based fire suppression systems to the appropriate Center water supply and verification of the proper interface and fire alarm system programming compatibility.
FLSDI07 - The Contractor shall coordinate, oversee, and witness verification testing as necessary to satisfy applicable code requirements for commissioning and accepting new, modified, or replaced fire and life safety systems.
FLSDI08 – The Contractor shall steward the Certificate of Occupancy process on behalf of the AHJ in accordance with NASA STD 8719.11 and the International Building Code (IBC).
B. Fire Protection System Services (FPSSG) (JSC and LaRC Only)
FPSSG01 - The Contract PWS includes all the Center’s fire alarm and/or suppression systems including but not limited to fire alarm communication networks, dispatch, maintenance, and control computer workstations, building and network related fire alarm panels, circuits, and devices, water and other automatic fire extinguishing systems and manual fire suppression systems. The contractor shall provide technical experts that have experience and certifications to repair, install, maintain, program, and operate all said equipment and systems.
FPSSG02 – The contractor shall notify, in writing, the COR and Center AHJ when the Center fire protection systems do not meet applicable requirements.
FPSSG03 – The contractor shall provide written communication to the COR and Center AHJ of any systems in the inventory that are no longer supported by the manufacturer, or which spare parts can no longer be procured, or parts which the Center spare parts reserve is not sufficient to sustain 5 or more years of planned maintenance.
FPSSG04 – The contractor shall purchase equipment and manufacturers' technical support necessary to accomplish these requirements.
FPSSG05 – The contractor shall access critical spare parts through the Center Logistics Division or group or other Center organizations.
FPSSG06 – The contractor shall maintain other necessary spare parts as bench stock.
FPSSG07 – The contractor shall verify system functionality after repairs and upgrades to fire and life safety systems under the scope of this contract.
C. Fire Alarm Systems (FAS) (JSC and LaRC Only)
FAS01 - The Contractor shall inspect, test, maintain, repair, and operate fire alarm systems to ensure they reliably detect and report events from the device location and alert employees and the emergency dispatch center per the following standards:
NFPA 72, National Fire Alarm Code; NASA STD 8719.11, Safety Standard for Fire Protection; associated or applicable standards; and the manufacturer's requirements and recommendations for inspection, testing, and maintenance for fire alarm systems and the Center’s fire alarm network and dispatching computer systems.
FAS02 – The Contractor shall test and maintain the Center’s Central Fire Alarm Monitoring System (CFMS) and/or site wide fire alarm communication network (FACN) equipment including patches to operating systems, revisions to central station software, workstations, servers, printers, and monitors in accordance with the Manufacturer’s requirements and recommendations and as necessary to retain the UL listing of these systems.
FAS03 – The contractor shall ensure the security and integrity of all data received and stored, data management applications and access privileges, including the protection of any outputs of a sensitive nature consistent with requirements in NPR 2810.1 Security of Information Technology.
FAS04 – The Contractor shall support the continued development, upkeep, and implementation of the Center’s CFMS/FACN IT Security Plan. These activities include but are not limited to the following: Implementing the IT system security plan, participating in IT Security led activities such as information system security controls annual review and testing, contingency plan review and annual exercise, supporting computer scans, and other support activities necessary to retain the systems Authority to Operate.
D. Configuration Control of Fire and Life Safety Systems (CCFLSS) (JSC and LaRC Only)
CCFLSS01 - The Contractor shall coordinate with the Center Operations Directorate to ensure modifications performed by this contract and affecting Center record drawings are documented per required configuration control processes.
CCFLSS02 - The contractor shall document, following the fire protection organization configuration control process, any repairs, modifications, and upgrades performed on the fire protection systems by or initiated by this Contract and not captured by another Center Organizations configuration control process.
E. Fire and Life Safety System (FLSS) [Operation, Outages, and Impairments] (JSC and LaRC Only)
FLSS01 - The Contractor shall be responsible to operate and manage the daily configurations and serviceability of all systems within this PWS. This work includes, but is not limited, to ensuring that planned and unplanned fire and life safety system outages and impairments are managed according to applicable requirements to reduce risk to Agency personnel and assets.
FLSS02 – The contractor shall support facility outages outside of normal business hours as required.
FLSS03 – The contractor shall coordinate with the requestor and ensure prompt return to service of fire and life safety systems immediately after work / activities have been completed.
FLSS04 – The contractor shall steward and ensure that an impairment plan has been developed and presented for approval to the Center AHJ and Center Operations Directorate for any systems that are not able to be returned to service within 8 hours or within 4 hours hazardous or mission critical areas.
FLSS05 - Coordinate with Utility Outage POCs to ensure that planned utility outages resulting in, or potentially resulting in an impairment to required fire and safety system functions are managed in conformance to applicable codes (NASA STD 8719.11, IBC/IFC, NFPA 25, NFPA
72) and concurrence of the Center AHJ and COD Management.
FLSS06 - For unplanned impairments to existing fire and life safety systems resulting from activities outside of the scope of this Contract, provide immediate engineering oversight including investigation into the extent of impairment, identification of remaining alternate protections, and temporary mitigations necessary to provide an equivalent level of protection to effected buildings/areas.
FLSS07 – The Contractor shall provide all temporary safeguards, up to and including 24-hour fire watch(s), for fire and life safety system impairments caused by Contract activities until such time that the affected system(s) have been repaired, tested, and placed back into full service.
FLSS08 - Before fire protection system scheduled or planned outages, the Contractor shall investigate the impact of maintenance and repair of fire protection systems to facility personnel and operations and coordinate the results of the investigation and alternative measures to mitigate fire threats with facility personnel.
F. Trouble and Supervisory Conditions (TSC) (JSC and LaRC Only)
TSC01 – The contractor shall investigate and understand the potential impact of each supervisory and trouble signal reported to the CFMS or on a standalone panel.
TSC02 – The contractor shall troubleshoot and repair fire alarm system connections, components, and programming to resolve and eliminate each trouble and supervisory signal in accordance with Manufacturer and NFPA 72 requirements.
TSC03 – The contractor shall respond to and investigate troubles in accordance with NFPA and Center time limitations requirements.
TSC04 – The contractor shall provide monthly report on unresolved trouble and supervisory conditions if any of the following conditions exist:
a) Total number of trouble / supervisory signals exceed 30.
b) Any number of troubles remain on the system that have the potential to prevent / mask additional alarm, trouble, or supervisory signals from being communicated to the Emergency Dispatch Center or prevent required fire safety systems from operating as designed.
G. Record and Contract Drawings (RCD) (JSC Only)
RCD01 - The Contractor shall retain the final set of approved A/E design and as-built drawings for all construction, rehabilitation, and modification projects. These drawings shall be saved in the building files for the life of the building / system.
RCD02 - The Contractor shall use the as-built drawings to create and maintain maintenance and/or response drawings to facilitate efficient and complete inspection, testing and maintenance activities, troubleshooting and emergency response as required by this Contract.
RCD03 - The Contractor shall ensure the continued accuracy of contract drawings.
H. Fire Protection Services (FPSS) (JSC Only)
FPSS01 - The contractor shall inspect, test, maintain, repair, and operate all Center fire alarm and suppression systems and ensure their continued readiness, reliability, and compliance with manufacturer’s requirements / recommendations, OSHA, NASA STD 8719.11, NFPA and other Center specific applicable codes (unless otherwise directed by the COR).
FPSS02 - The Contractor shall maintain current and accurate records of fire protection maintenance activities permanently in a searchable electronic database that meets the following:
a. Complies with codes in the PWS;
b. Includes the specific personnel performing the procedures;
c. Includes the number of labor hours expended;
d. Is reviewable without reference to other documents to interpret the required information;
and
e. Is used to schedule maintenance activities.
FPSS03 – The contractor shall develop and update procedures that include operations and schedules to meet the PWS and applicable standards. AHJ approval is required on all repair and maintenance procedures.
FPSS04 – The contractor shall develop and maintain an inventory of fire and life safety systems within the scope of this contract to track inspection, testing and maintenance progress and ensure appropriate critical spares are in the Center’s critical spare inventory.
FPSS05 –The Contractor shall maintain sufficient records of inspection, testing and maintenance activities performed as to demonstrate contract compliance. Records shall be updated within five
(5) working days of activity. Records shall be provided upon request of the COR or AHJ.
FPSS06 – The contractor shall provide reports on inspection, testing and maintenance activities to the COR and AHJ showing that Contract work has been met. This report shall use the fire and life safety inventory to show which ITM tasks have and have not been performed and provide details and residual risk on any instances where ITM activities have not or cannot be completed.
FPSS07 – The contractor shall provide alternate means of protection to building assets and personnel during periods where Contract activities remove required detection, monitoring, communication of alarms to the emergency dispatch center.
FPSS08 – The contractor is responsible for providing or coordinating with the Center Operations Directorate for the necessary lift support (man-lifts, scaffolds, and other devices to access fire protection devices) to perform required maintenance and providing necessary vehicles and service equipment.
FPSS09 – The contractor shall maintain and operate a Government-provided fire protection system repair shop.
FPSS10 – The contractor shall coordinate maintenance, repairs, and upgrades with the appropriate Center organizations and/or contractors.
FPSS11 – The contractor shall conduct hydrant flow tests annually as described in NFPA 291 to develop a water supply profile for the center and submit to the AHJ.
FPSS12 – The contractor shall steward facility and occupant requests to temporarily remove fire and life safety systems from service (when necessary) to prevent unwanted alarms and to support maintenance and construction activities. The contractor shall facilitate outages when deemed appropriate based on the likelihood that the requested work activity will result in an unwanted alarm / activation given the types of systems in the work area.
I. Fire Suppression Systems (FSS) (JSC Only)
FSS01 - The Contractor shall inspect, test, maintain, repair, and operate suppression systems to ensure their reliability per the NASA STD 8719.11 Safety Standard for Fire Protection, and the following:
Inspect, test, and maintain water-based systems (includes, but is not limited to:
sprinkler, standpipes, fire pumps, foam-water systems, valves, and flow in fire hydrant supply lines) as described in NFPA 25.
Inspect, test, and maintain carbon dioxide systems as described in NFPA 12.
Inspect, test, and maintain dry chemical and Ansul R-102 systems as described in
NFPA 17 and 17A.
Inspect, test, and maintain clean agent systems as described in NFPA 2001.
Inspect, test, and maintain portable fire extinguishers as described in NFPA 10.
J. Fire Dampers and Smoke Exhaust (FDSE) (JSC Only)
FDSE01 - The Contractor shall test fire dampers, smoke exhaust, and egress pressurization systems to ensure their reliability per the following standards:
Inspect and test fire and smoke dampers as described in NFPA 80 and NFPA 105 and as required by the manufacturer.
Inspect and test smoke control and exhaust systems as described in NFPA 92.
FDSE02 – The contractor shall coordinate with Center Operations Directorate personnel for testing of HVAC components.
K. Emergency Action Services (EAS) (JSC Only)
EAS01 – The contractor shall provide capability to respond to emergencies at the Center, to include emergencies in one multiple floor building or two simultaneous emergencies at non-multiple floor facilities.
EAS02 – The contractor shall take actions necessary to minimize injury or property damage and to stabilize injured employees, consistent with training and approved contractor procedures.
Emergency action personnel are not required to perform any actions that are unsafe or for which the employee is not trained.
EAS03 – The contractor shall provide response consistent with Center requirements and approved contractor procedures.
EAS04 – The contractor shall provide the incoming fire department and Emergency Dispatch Center with a timely initial scene size up.
EAS05 – The contractor shall identify and request any service, equipment or additional Center personnel assistance that might be required to reduce the impact of an emergency.
EAS06 – The contractor shall establish incident command until relieved by the municipal fire department or a higher Center Official assumes command or, a Unified Command is established.
EASO7 – The contractor shall interface and liaison with the responding fire department on behalf of the Center to communicate early fire ground actions already taken, facility specific fire hazards, occupant evacuation status, fire alarm and suppression system status in the emergency area, and pre-incident plans.
EAS08 – The contractor shall determine when to declare an emergency area safe and terminate the emergency, unless otherwise required by Center requirements and approved contractor procedures.
EAS09 – The contractor shall develop and maintain FPS Standard Operating Procedures. Update procedures and train responders annually. Submit SOP updates to the Center AHJ for concurrence.
EAS10 – The contractor shall develop and maintain pre-incident / pre-fire plans in conformance with NFPA 1620 and NASA STD 8719.11.
EAS11 – The contractor shall provide Emergency Response Reports to the AHJ.
EAS12 – The contractor shall review finalized hot work permits for acceptability and approve…
