About this file
This Sources Sought Notice is issued by DLA Troop Support Clothing & Textiles to conduct market research for a long-term contract to source and manage production of 23 specialized dress cloth materials for multiple military branches, including Air Force, Navy, Marine Corps, Army, Space Force, and Coast Guard. The cloths are highly specific poly/wool and elastane blend fabrics with precise military specifications, color shades, and performance requirements. The government seeks contractors who can oversee production, ensure quality assurance, manage supply chains, and deliver materials with an estimated 150-day lead time to a logistics facility in Lansing, Michigan.
Respondents are required to provide detailed capability statements demonstrating experience with military textile specifications, quality control processes, supply chain management, and manufacturing relationships. The solicitation emphasizes a preference for domestically-sourced materials but allows for approved international sources if domestic suppliers cannot meet requirements. The government is not committing to specific quantities or dollar values at this stage and may award multiple contracts based on individual company capabilities. Interested businesses must submit responses electronically to jessica.reilly.shields@dla.mil by the specified date, with the understanding that this is a market research effort and not a formal solicitation.

NOTE: DLA Troop Support’s preference under any resultant solicitation/contract is that domestically-sourced materials be utilized. However, if there is an approved DNAD for these items, companies may rely upon the DNAD, when domestic sources are unable to sufficiently meet the quality, quantity, and delivery requirements listed within any resultant solicitation/contract.
The Contractor will be responsible for:
· Production Oversight: Ensuring that the cloth materials are produced in accordance with the applicable specifications and quality control standards. This includes monitoring the production process, identifying and resolving any issues that may arise, and verifying that the finished products meet all requirements.
· Quality Assurance: Implementing and maintaining a robust quality assurance program to ensure that all materials meet the required standards. This includes conducting inspections, tests, and audits throughout the production process.
· Supply Chain Management: Managing the supply chain from raw materials to finished products, including sourcing, procurement, and logistics.
· Delivery: Ensuring that the materials are delivered to the designated locations as specified in any resultant delivery orders. It is estimated that the standard leadtime for delivery will be 150 days after the issuance of an order.
· Source Identification: Assisting in identifying and qualifying additional sources of supply for these materials. This includes conducting market research, evaluating potential suppliers, and providing samples of material for Government testing.
· Documentation: Maintaining accurate and complete records of all production and delivery activities.
· Compliance: Ensuring compliance with all applicable laws, regulations, and standards.
Important Notes:
· The Contractor is not required to be a direct manufacturer of the cloth materials.
· The Contractor will be responsible for ensuring that the material, regardless of the manufacturing source, is produced and delivered in accordance with the terms of any subsequent contract and delivery orders.
· The Government may require the Contractor to perform testing and inspection of materials at the Contractor's facilities or at the manufacturer's facilities.
· Under any resultant solicitation, offerors may be required to provide samples of proposed cloth and/or letters of commitment from the manufacturers of the cloth with either a Government test report showing that the cloth meets the requirements or a full test report from a certified laboratory to demonstrate this.
· Under any resultant solicitations, offerors may be notified that awards will not be made on an “all-or-nothing” basis. In this case, offerors will not be required to provide all cloth items listed above and instead can provide only the cloth it can successfully produce, source, and delivery. If this is listed in any resultant solicitation, multiple awards may be made under the solicitation.
· At this time, cloth quantities and a minimum and maximum dollar value have not been established. We are calling upon industry to tell us what their capabilities are, which will then help us establish a more firm requirement.
