About this file
Summary
This Sources Sought Notice is market research documentation issued by Defense Logistics Agency Troop Support Clothing and Textiles to identify potential sources for production and delivery of 141 NESO (Non-Expendable, Standard Operating) textile and clothing items across multiple Federal Supply Classes (FSCs 8475, 8465, 8315, 8415, 8470, 4020, 7210, 8345, 8305, 8440, 8310, 8330, 8420, 8430, 8460, 9925, 8340, 8405). The notice seeks contractors responsible for production oversight, quality assurance, supply chain management, and delivery to the DLA 3PL facility in Lansing, Michigan, with an estimated standard lead time of 350 days after order issuance. Products range from specialized flight clothing and helmets to protective equipment, gloves, coveralls, webbing, flags, and household furnishings, each identified with specific part numbers and military specifications or commercial equivalents.
Interested vendors must submit detailed responses electronically to jessica.reilly.shields@dla.mil by the specified deadline, providing business information (name, address, CAGE code, contact details, employee count, business type, place of performance), relevant experience with long-term government contracts and military specifications, quality control and testing capabilities, manufacturing relationships, production capacity and scalability, preferred contract terms and lead times, and cost estimates if available. The notice explicitly states that contractors need not be direct manufacturers but must ensure compliance with all specifications and requirements regardless of manufacturing source. The Government has not yet established final quantities, minimum/maximum dollar values, or committed to awards on an "all-or-nothing" basis, indicating that multiple awards may be made to different vendors for different product categories. This is a pre-solicitation notice for informational purposes only and does not constitute a binding solicitation.

The Contractor will be responsible for:
· Production Oversight: Ensuring that the NESO materials are produced in accordance with the applicable specifications and quality control standards. This includes monitoring the production process, identifying and resolving any issues that may arise, and verifying that the finished products meet all requirements.
· Quality Assurance: Implementing and maintaining a robust quality assurance program to ensure that all materials meet the required standards. This includes conducting inspections, tests, and audits throughout the production process.
· Supply Chain Management: Managing the supply chain from raw materials to finished products, including sourcing, procurement, and logistics.
· Delivery: Ensuring that the materials are delivered to the designated locations as specified in any resultant delivery orders. It is estimated that the standard leadtime for delivery will be 350 days after the issuance of an order.
· Source Identification: Assisting in identifying and qualifying additional sources of supply for these materials. This includes conducting market research, evaluating potential suppliers, and providing samples of material for Government testing.
· Documentation: Maintaining accurate and complete records of all production and delivery activities.
· Compliance: Ensuring compliance with all applicable laws, regulations, and standards.
Important Notes:
· The Contractor is not required to be a direct manufacturer of the NESO materials.
· The Contractor will be responsible for ensuring that the material, regardless of the manufacturing source, is produced and delivered in accordance with the terms of any subsequent contract and delivery orders.
· The Government may require the Contractor to perform testing and inspection of materials at the Contractor's facilities or at the manufacturer's facilities.
· Under any resultant solicitation, offerors may be required to provide samples of proposed NESO and/or letters of commitment from the manufacturers of the NESO with either a Government test report showing that the cloth meets the requirements or a full test report from a certified laboratory to demonstrate this.
· Under any resultant solicitations, offerors may be notified that awards will not be made on an “all-or-nothing” basis. In this case, offerors will not be required to provide all NESO items listed above and instead can provide only the NESO item it can successfully produce, source, and delivery. If this is listed in any resultant solicitation, multiple awards may be made under the solicitation.
· At this time, NESO quantities and a minimum and maximum dollar value have not been established. We are calling upon industry to tell us what their capabilities are, which will then help us establish a more firm requirement.
