This is not a solicitation or pre-solicitation announcement. No proposals are being requested or accepted with this synopsis. This notice is not to be construed as a commitment by the Government for any purpose other than a MARKET SURVEY. Respondents will not be notified of the results of the MARKET SURVEY. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.

The US Army Corps of Engineer, Los Angeles District, is seeking capable firms large and small business interested in providing Architect-Engineer (A-E) services meeting the project description described herein. Depending upon the market research of responses received, the proposed acquisitions will be competitive, firm fixed price, indefinite delivery Multiple Award Task Order Contracts (MATOC). The Government will use information received in response to this Sources Sought to conduct market research and determine the appropriate acquisition strategy, including the appropriate extent of small business participation. The anticipated contract, when solicited, will be procured in accordance with the Selection of Architects and Engineers (40 U.S.C. chapter 11) as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for all the required work. This procurement will be performed using, but not limited to, North American Industrial Classification System Code (NAICS) 541330 for Engineering Services. The Product and Service Code (PSC) is C219.

The purpose of this sources sought synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community, Section 8(a) Certified Small Business, Historically Underutilized Business Zones (HUB-Zone), Service- Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Small Disadvantaged Business (SDB)). The Government must ensure there is adequate competition among the potential pool of responsive contractors. The Government intends to use responses to these sources sought synopsis and appropriate contracting and business processes to complete an open pre-solicitation notice in the near future for indefinite delivery indefinite quantity A-E services contract(s), dependent on availability of funds.

The Government is considering multiple contract pools, which may include an unrestricted pool and one or more small business or socioeconomic set-aside pools, depending on the results of market research and the final acquisition strategy.

The small business size standard for this code is $25,500,000.00. To be considered a Small Business under this NAICS Code, the respondents' average revenue for the last three fiscal years cannot be more than $25,500,000.00; if the average revenue for the last three fiscal years is over $25,500,000.00, the respondent will be considered a Large Business. Respondents shall identify their business size under NAICS 541330 and, as applicable, identify their current socioeconomic status, including 8(a), HUBZone, WOSB/EDWOSB, and SDVOSB status. When the requirement is solicited, firms will be selected for negotiation based on demonstrated competence and qualifications for all the required work.

PROJECT DESCRIPTION: Architect-Engineer (A-E) services are required to provide the full spectrum of design and engineering disciplines on all or portions of Civil Works projects as a primary focus, alongside feasibility studies, emergency operations support, and vertical engineering and construction phase services. Projects will primarily be located within the U.S. Army Corps of Engineers Los Angeles District boundaries—which encompass Arizona, California, Nevada, and Utah—as well as the broader South Pacific Division (SPD) Area of Responsibility. This work encompasses all architectural, engineering, and related technical services necessary to complete assigned task orders for comprehensive studies, site investigations, and designs. Individual task orders will define specific scopes of work for civil and heavy civil construction projects, including dedicated support to Interagency and International Services (IIS) partners such as the U.S. Border Patrol, the Department of Veterans Affairs, and Environmental Infrastructure programs, in addition to diverse military installations. Work will also involve coastal and port facilities, dam and levee safety evaluations, inland flood control systems, and rapid geotechnical support during District flood and earthquake emergencies, covering erosion protection, slope stability, seepage, stress, and ground deformation analyses.

Field investigations and geotechnical evaluations will require extensive exploration capabilities across both land and water. Contractors must possess the capacity to conduct onshore and offshore subsurface exploration, including rotary wash drilling, vibratory core sampling, Cone Penetration Testing (CPT) soundings, and marine geophysics such as side-scan sonar and sub-bottom profiling.

Work will encompass complex groundwater modeling, dewatering system design with effluent treatment, and the design, downhole geophysical logging, and testing of water supply and brackish water wells. In addition, teams must design and install geotechnical instrumentation, including piezometers, settlement markers, slope inclinometers, and monitoring wells. Environmental site characterization requirements will entail preparing Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and Underground Storage Tank (UST) Site Inspection, Remedial Investigation, and Feasibility Study reports, supported by deep and shallow drilling, soil vapor sampling, and long-term groundwater monitoring. Coastal engineering services will also include evaluating and determining the physical and environmental suitability of dredged material for placement, alongside traditional designs for breakwaters, revetments, seawalls, and beach nourishment.

Design and engineering responsibilities span an extensive variety of foundation systems, civil infrastructure, and specialized materials. Contractors will evaluate and design shallow spread footings, mat foundations, deep driven or drilled piles, flood walls, and specialized retaining wall systems including cantilever, soil nail, Mechanically Stabilized Earth (MSE), and sheet pile walls, as well as excavation stabilization for tunneling. Infrastructure tasks will incorporate the design of clean water, sewer, and stormwater pipelines, pump stations, and water and wastewater treatment facilities, all developed in full compliance with USACE criteria and regional transportation agency standards. Dam and levee safety support will entail static and dynamic seismic analyses, finite element modeling, Initial and Continuing Eligibility Assessments under the USACE Rehabilitation Program, periodic inspections, risk screenings, and the preparation of comprehensive Operations and Maintenance manuals.

Materials engineering capabilities must cover laboratory testing for rock and soil properties, concrete mix designs, roller-compacted concrete, chemical and compaction grouting, asphalt concrete, corrosivity evaluations and mitigation, and thermal mass studies for spillways and large concrete structures.

To support project execution and field delivery, contractors must provide robust Engineering During Construction (EDC) services across the District's area of responsibility. These duties include performing on-site excavation monitoring, dewatering oversight, quality assurance testing, daily field inspection reports, and prompt responses to Requests for Information and contractor submittals. All technical deliverables must meet rigorous agency standards, consisting of standalone geotechnical reports, Engineering Considerations and Instructions to Field Personnel (ECIFP), and contract documentation. Detailed design drawings must be generated exclusively in Autodesk Civil 3D, while all exploratory soil boring logs and subsurface data must be developed and delivered using OpenGround Cloud software. Specifications must be prepared through the Unified Facilities Guide Specifications (UFGS) using SpecsIntact software, incorporating District-specific criteria. Furthermore, selected firms must develop, implement, and maintain an approved Design Quality Control Plan (DQCP) and Design Quality Assurance Plan (DQAP) covering all prime and subcontractor work, in addition to maintaining a cost accounting system approved or certified by the Defense Contract Audit Agency.

The anticipated acquisition may require contractors to demonstrate an accounting system capable of supporting the contemplated contract type and pricing arrangements.
